1. Call to Order. Time: 6:01 p.m.
2. Roll Call. PRESENT: Councilmembers. Matsumoto,
and Normandy, Vice
Mayor Gupta and Mayor
Addiego.
ABSENT: Councilman Garbarino.
3. Public Comments–comments are limited to items on the Special Meeting
Agenda.
Resident Mina Richardson commented on Item No. 7. She believed the item was more suitable for
hearing at a Regular as opposed to Special City Council Meeting.
Mayor Addiego advised that Item No. 7 related to presentation of the Library's Strategic Plan and
would serve as a first look for Council. Elements of the plan would come before Council moving
forward.
4. Agenda Review.

CONSENT CALENDAR
5. Resolution No. 19-2016 approving changes to the City Clerk Department Section
of the Records Retention Schedule to accomplish a change requiring permanent
storage of Electronic City Council Meeting Packets ("Epackets") as opposed to
IL— storage for three (3) years and removing the redundant requirement that City
Council Agenda staff reports, which are included in the Epackets, be separately
stored electronically. (KTista Martinelli, City Clerk).
Councilwoman Matsumoto queried certain abbreviations included in the excerpt from the Records
Retention Policy.
City Clerk Martinelli responded that she would provide a full copy of the Policy to Council in the
Thursday packet from the Manager's Office,
Motion-Vice Mayor Gupta/Second- Councilwoman Normandy: to approve Resolution No. 19—2016.
Approved by the following roll call vote: AYES: Councilwomen Matsumoto and Normandy, Vice
Mayor Gupta and Mayor Addiego. NOES: None. ABSENT: Councilman Garbarino. ABSTAIN:
None.
LEGISLATIVE BUSINESS
6. Ordinances amending Chapters 13.28 and 13.30 of the South San Francisco
Municipal Code regarding Street Tree Maintenance and Tree Preservation.
(Sharon Ranals, Director of Parks and Recreation).
Director of Parks and Recreation Ranals and Maintenance Program Manager Haimovitch presented
the staff report recommending that Council waive reading and introduce ordinances amending
Chapters 13.28 and 13.30 of the South San Francisco Municipal Code regarding street tree
maintenance and tree preservation. Director Ranals advised that the dual ordinances dealing with
street tree maintenance and preservation were in need of update due to issues that had arisen in recent
years. The proposed changes would promote environmental stewardship and reforestation of trees
removed due to disease or age, The revisions also incorporated best practices with the current tree
management plan and were intended to protect residents from falling trees or branches. City
maintenance of residents' front yard trees was also proposed for termination.
Councilwoman Normandy queried the impact of the revised ordinances on future tree plantings in
new developments. She cited the example of the recently approved Sares Regis Development.
Director Ranals advised that the Sares Regis tree proposal would not have sufficed under the revised
ordinances.
City Manager Futrell advised that future development agreements would not include provisions
authorizing City Maintenance of private tree placements,
Vice Mayor Gupta queried how the changes to the ordinance would impact the City's liability risk.
Director Ranals advised that if the City was proactive with its tree trimming schedule, overall liability
would be reduced.
Program Manager Haimovitch advised the plan for the urban forest was to raise overall health and
reduce long term risk.

Councilwoman Matsumoto highlighted some discrepancies related to capitalization in the draft
ordinance.
Motion- Councilwoman Matsumoto/Second- Councilwoman Normandy: to waive reading and
introduce Ordinances amending Chapters 13.28 and 13.30 of the South San Francisco Municipal
Code regarding Street Tree Maintenance and Tree Preservation. Approved by the following rollcall
vote: AYES: Councilwomen Matsumoto and Normandy, Vice Mayor Gupta and Mayor Addiego.
NOES: None. ABSENT: Councilman Garbarino. ABSTAIN: None.
ADMINISTRATIVE BUSINESS
7. Resolution No, 20-2016 approving the Library Department Strategic Plan 2016-
20120. (Adam Elsholz, Library).
Interim Library Director Elsholz presented the staff report recommending approval of a resolution
approving the Library Department Strategic Plan 2016-2017. He provided a PowerPoint Presentation
setting forth the work that went into developing the Strategic Plan, including the Community
Engagement Process. Interim Director Elsholz detailed users' opinions on the primary functions of
the Library as follows: 1) Children and education, 2) Diversity, 3) Gateway City for Immigrants, 4)
Science and, 5) technology, 6) Health and Wellness, 7) Upward Mobility and 8) Community and
Civic Involvement. The report detailed the substantial increase in library usage over the past 10 years
and displayed photographs of library events and activities. New library spaces would focus on the
following: 1) Quiet, 2) Programs and events, 3) Art and creativity, 4) Science and Technology, 5)
Children and Teens, 6) Special needs, 7) Local History, 8) Outdoors, 9) Health and wellness and
Caf6. Future service implications were outlined as follows: 1) Children's Services, 2) Adult Services,
3) Collections, 4) World Language & Cultural Interest, 5) Digital Collections, 6) Project Read and
Literacy Services and 7) Grand Library& CLC. The Library goals were identified to be as follows:
1) Community presence, 2) personal growth and learning and 3) Community engagement. Actions
and objectives were specified as follows: 1)Design New Main Library and Community Center, 2)
Staff Development and Training, 3) Re-open Grand Avenue Library, 4) Prioritize Community
Engagement Strategies, 5) Build a Robust Digital Environment, 6) Expand Programming and
Services and 7) Develop Community-driven Collections. Interim Director Elsholz closed by noting
the Strategic Plan could be found at the following web address. www.ssf:net/libra- strafe q..n.
Vice Mayor Gupta queried whether children's services would be modified to meet changing needs.
Interim Director Elsholz advised a large number of very young children are visiting the library more
frequently and the needs of this demographic were being folded into planned programming.
Councilwoman Matsumoto suggested changing certain wording in the plan from "cultural"to
"ethnic." Councilmen hers agreed.
Councilwoman Matsumoto queried measurable.
Staff advised that as specific parts of the plan are rolled out and presented to Council for approval,
target completion dates would be presented.

Councilwoman Matsumoto stressed the importance of meeting certain parts of the plan, specifically
the overlap between Parks and Recreation and Library.
City Manager Futrell advised that the consultant study leading up to the development of the Strategic
Plan was very valuable for the City. The process reflected many meetings involving community input.
The focus of the present recommendation was for Council to adopt broad goals. Specific funding
requests and timeline proposals would come to Council in the future for implementation of the Plan.
Mayor Addiego, and Councilwoman Matsumoto stressed the importance of health and wellness in our
community, particularly in light of childhood obesity concerns.
Mayor Addiego noted that he would have hoped for more specificity in the Plan given the dollar
amount paid to the consultant. He believed he generally understood the direction of library services
moving forward.
Motion- Councilwoman Normandy/Second- Councilman Gupta: approve Resolution No. 20-2016,
Approved by the following rollcall vote: AYES: Councilwomen Matsumoto and Normandy, Vice
Mayor Gupta and Mayor Addiego. NOES: None. ABSENT: Councilman Garbarino. ABSTAIN:
None.
