NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, the City Council of the City of South San Francisco and the Planning
Commission housing Subcommittee of the City of South San Francisco will hold a. Joint Meeting on
Tuesday, the 23'd day of June 2015, at 9 :30 A.M. PDT, at City Hall, City Manager Conference
Room, 400 Grand Avenue, South San Francisco, California 94050 and by teleconference pursuant to
Section 54953 of the Government Code of the State of California at 2 Independence Way, Chadds
Ford Township, Pennsylvania 19317.
Purpose of the meeting:
1. Call to Order. TIME: 9:30 A.M.
2, Roll Call. PRESENT: Councilmembers Matsumoto and
Gupta, and Planning Commissioners Wong and
Ruiz.

3. Public Comments. None.
4. Motion to approve the Minutes of February 26, 2015, March 5, 2415, April 21,
k-5�, and June 1, 2415.
Minutes approved.
5. Centennial Towers.
Senior Planner Billy Gross explained that the Project Developer for Centennial Towers is
requesting approval of proposed modifications to their original plans, which would permit the
integration of Research and Development facilities in addition. to the existing intention of
building office spaces. Senior Planner Sailesh Mehra assuaged committee members' concerns
stating that plans are being drawn up for regional safety and precautionary measures, and Gross
noted that these additions would entail no new, significant impacts to issues such as traffic and
air quality. Committee members requested special attention on improving accessibility for
pedestrian and vehicle traffic, discussed potential restaurant options for the site, and reiterated the
importance of integrating sustainable elements.
6. 221 Airport Blvd.
Committee members were uneasy about the applicant's desire to add a diesel fuel pump to the
existing station referencing safety concerns, market demands in a changing economy, general
accessibility, and impacts to the Downtown Improvement Plan. Economic and Community
Development Coordinator Alex Greenwood posed an additional concern of wanting to be
business friendly as well as expressed his desire for the City to develop a good rapport with
current and potential local business owners as Downtown begins growing and changing.
Committee members stated that they were uncomfortable with the diesel tank inclusion. No
further direction was given.
T Digital Billboards -Clear Channel,
Senior Planner Gross explained that this item for discussion includes; the approval of digital
billboards pursuant to a relocation agreement along with several other necessary amendments,
agreements, and considerations, the removal of one double-sided billboard along El Camino
Real, and to allow an existing double- faced, static billboard at the intersection of Dubuque and
Grand Avenue to be increased in height by twenty (24) feet. Gross proceeded to detail the
financial agreement and possibility for useful City branding with the ability to broadcast
announcements and advertisements. Committee members responded with clarifying questions
about costs, sizing, visual impacts, and placement, in addition to a unanimous desire for a
community board on El Camino Real, Westborough, Chestnut, or Spruce to announce upcoming
events and announcements. No further direction was given.
