CITY LIAISON SUB-COMMITTEE MEETING
Minutes of the Meeting on Tuesday, November 17, 2015

1.) Public Comments—None
2.) El Nino preparedness—City Manager Mike Futrell said there have been a series of productive meetings on
this issue with the City and the District. South San Francisco Director of Public Works/City Engineer Brian
McMinn stated that Buri Burl Elementary School soil stockpile was discussed and the contractor has since
hydro seeded the pile to stabilize it. There were no concerns with runoff due to recent rains. He reviewed
grading concerns and the final design/placement of the soil pile with Assistant Superintendent. Michael
Krause. He coordinated with Mr. Krause on preparing sand bags for the school District in advance of the
storms. This is preemptory, with residences usually using ten bags and more being available for the District.
Mailers were sent to the public on this matter. At the December 9 City Council meeting, storm drain
preparation was discussed. They are working with ABAG for recovery from severe storms. Vice Mayor
Pradeep Gupta asked if there are any vulnerable spots for flooding. Mr. McMinn replied that lower lying
areas have drainage concerns. Work has been done on removing debris at the Centennial Trail and
ensuring gates/pumps are working at the creek. Mr. Krause Futrell thanked City staff for their ideas and
coordinated efforts. He forwarded the recommendations to Facilities Director Jeff Bonner. The District's
contractor set up double fences and waddling to prepare Buri Burl for rain. Waddling is also in place at the
back entrance of SSFHS and storm drains have been inspected. Councilmember Liza Normandy asked
about El Nino happening before the access road is paved. Assistant Superintendent Michael Krause said
many waddles are placed on the hillside and the bottom of the road. He does not anticipate debris runoff
before the road is paved. She asked about the sandbags surrounding the drains. Mr. McMinn replied the
bags, often filled with a material other than sand, filter the sediment. Mr. Bonner will meet with Mr. McMinn's
staff regarding the storm drains. Trustee Rick Ochsenhirt emphasized that Mr. Bonner and Mr. McMinn
partner up on these issues to insure they are on the same page and equally prepared. Superintendent
Shawnterra Moore added that trees on school sites were evaluated and Cabinet members have collaborated
with Mr. Bonner on all aspects of preparedness. Trustee Ochsenhirt said that CERT is a resource which
should be used.
3.) Childcare MOU
Dr. Moore said there is not much new to report and she hopes to have the MOU ready to execute by the
holidays. Sharon Ranals confirmed the MOU is with the City now.
4.) Buri Buri construction update
Superintendent Moore reaffirmed the District's commitment to the community. Car wash vouchers were
distributed to neighboring residents and there is a community meeting coming up. Mr. Krause said a grading
permit is in the works. Mr. Ochsenhirt asked about the criminal activity on the west side of town. Chief of
Police Jeff Azzopardi stated that this will be discussed at the police next community meeting this Thursday.
5.) Appreciation for Chief Azzopardi
President Bush thanked the Chief for his collaboration and communication with the Superintendent whenever
incidents arrive which pertain to the District, especially the students. Mr. Azzopardi said certain information
cannot be provided if it would compromise an investigation. Trustee Ochsenhirt said the police officers are
stepping up under the Chief's leadership. Mr. Gupta advised the police should be in sync with the County
emergency offices in case of a major incident. Chief Azzopardi said his force has performed drills with the
District and the County does things from their perspective with common protocols in each school district. The

District allows the police to train on SSFUSD campuses. He complimented Director Ryan Sebers for being
fantastic in working with his department.
6.) SSFUSD/BioTech Partners Project at February 2016 BioTech summit conference
Vice Mayor Gupta advised that the second BioTech summit is scheduled on February 5 at Skyline College.
The committee will review their collective progress to prepare students for BioTech careers. One item to
include in this meeting is to showcase the teachers and the 25 high school students who benefited from the
BioTech program. Success, expectations and an emphasis on the ways they have gotten students engaged
will be discussed. Prior to the summit, the steering committee will meet.
7.) Board/Councilmember requests/comments/events
Councilmember Normandy said she and Trustee Patrick Lucy were nominated to be guest speaks at the SSF
Youth Coalition photo gallery. The photos will be on display tomorrow, in the Butterfly room.
8.) Future meeting
The next meeting will be scheduled following the reorganization meetings in either February or March 2016.
President Bush adjourned the meeting with a Happy Thanksgiving wish and in memory of the victims of the
Paris attacks on November 13.
