HomeMy WebLinkAboutMinutes 2003-05-28MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING MAY 28, 2003 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:30 p.m. (Cassette Tape No. 1) ROLL CALL: Present: Councilmembers Femekes, Garbarino, and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None PLEDGE OF ALLEGIANCE: Led by Mayor Gonzalez INVOCATION: PRESENTATIONS South San Francisco Community Partnership Update - Community Outreach Director Heather Quinn; Karla Molina, SSFCP; Jennifer Chancay, SSFCP; and Ruth Keefer, SSFUSD presented a visual overview of the program, its goals, collaborations, funding, and commitment to address community needs. (A copy of the Power Point presentation and Kindergarten Readiness Guide were distributed to Council.) AGENDA REVIEW No changes. PUBLIC COMMENTS None. ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports Councilmembers reported on regional/local meetings and community events attended and announced upcoming events and fundraisers. It was announced that Councilman Femekes and Mayor Pro Tem Matsumoto were recipients of the Sitike Counseling Center Community Kindness Award on May 22. Councilman Femekes confirmed with City Manager Wilson that Mr. R. J. Lorenzini's request for information regarding a walkway along E1 Camino Real will be responded to. Councilman Femekes reported that the Annual Day in the Park Committee had its first official meeting in planning this year's September 20th event. CONSENT CALENDAR 1. Motion to approve the minutes of May 13 and 14, 2003 2. Motion to confirm expense claims of May 28, 2003 in the amount of $1,214,418.69 Motion to adopt Ordinance No. 1323-2003, amending SSFMC Chapter 20.79, Residential Second Unit Regulations, Chapter 20.06, Definitions; Chapter 20.14 R-E, Rural Estates District Use Regulations; Chapter 20.16, R-1 Single-Family Density Residential District Use Regulations; Chapter 20.18, R-2, Medium Residential District Use Regulations; Chapter 20.20, R-3 Multi-Family Residential District Use Regulations; Chapter 20.74, Off-Street Parking and Loading Regulations; and Chapter 20.85, Design Review Procedure, to amend the development standards for residential second units to be consistent with the South San Francisco General Plan Housing Element and State law Motion to adopt Ordinance No. 1324-2003, amending SSFMC Chapter 20.27, Transit Village District; Chapter 20.14 R-E, Rural Estates District Use Regulations; Chapter 20.16, R- 1 Single-Family Density Residential District Use Regulations; Chapter 20.18, R-2, Medium Residential District Use Regulations; and Chapter 20.20, R-3 Multi- Family Residential District, to require a use permit for all projects that generate 100 or more vehicle trips per day (ADT); and Chapter 20.120 Transportation Demand Management to include child care as an additional measure not originally listed in the chapter Motion to reject all bids and authorize the rebid of the Wet Weather Program Phase I Project o Resolution No. 42-2003, awarding construction contract to Mike Brown Electric Co. for the Hickey Boulevard/Longford Drive Traffic Signal Installation Project in the amount of $85,177 Resolution No. 43-2003, awarding construction contract to Steelhead Constructors, Inc., for the Colma Creek Bank Protection Project in the amount of $406,027 o Acknowledgement of proclamation issued: Ueda Family, Kishiwada, Japan, May 9, 2003 Motion-Matsumoto/Second-Femekes: To approve the Consent Calendar as presented. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS o Resolution authorizing the execution and delivery of a Second Amended and Restated Conference Center Use Agreement and authorizing official actions Staff report presented by Finance Director Steele. In response to Councilman Garbarino's inquiry on how much of a savings will result from the refinancing, Director Steel estimated a conservative $736,000 over the life of the bonds, an average of $45,000 annually in debt service savings for the Conference Center. Motion-Fernekes/Second-Garbarino: To approve Resolution No. 44-2003, authorizing the execution and delivery of a second amended and restated Conference Center use agreement and authorizing official actions. Unanimously approved by voice vote. REGULAR CITY COUNCIL MEETING MAY 28, 2003 MINUTES PAGE 2 CLOSED SESSION 10. Pursuant to Government Code Section 54956.9(a), existing litigation, Aetna Realty v. City of South San Francisco Time entered into Closed Session: Time reconvened into Open Session: Report from Closed Session: 8:19 p.m. 9:20 p.m., all Councilmembers present.
