2. Roll Call. PRESENT: Councilmembers Addiego and Matsumoto,
and Planning Commissioners Faria, Ruiz
and Wong.
ABSENT: None.

Matters for Consideration
1. Motion to approve the minutes of the meetings of February 25, 2016 and April 20, 2016.
Mayor Addiego expressed a preference for summary as opposed to transcribed minutes.
Discussion ensued about the value of transcription style minutes when time is not pressing. The
Clerk's Office agreed to summary style minutes unless time is of the essence, in which case
transcription would be used.
Motion—Planning Commissioner Wong/Second—Planning Commissioner Faria: to approve the
Minutes of the meetings of February 25, 2016 and April 20, 2016. Unanimously approved by
voice vote.

2. Open Session
Interview and discussion regarding shortlisted developers for property located at 200
Linden Avenue, 212 and 216 Baden Avenue. (Ron Gerber, Housing Manager)
Housing Manager Ron Gerber, presented the item to the Subcommittee Members and advised the
three (3) developers would come before the committee separately. Members could query various
subject matters with the exception of price and terms of agreement. Manager Gerber mentioned
developer team Proferian cancelled over the weekend so it would not be presenting.
BayRock Multifamily, OMNI Investments and RAHM Hotels presented to the standing
committee on their respective credentials. Each separately made its case about why its group
should be chosen by the City to work on developing the properties on Linden Avenue and Baden
Avenue. After each presentation, Committee Members asked the presenters questions which
were met with individual responses from the developers. Questions centered on flexible unit
sizes, prevailing wage and union workers, provision of parking, green space for tenants and
planned building heights/stories.
BayRock Multifamily advised it was an advocate of less parking and would propose underground
parking at one and a half(1.5) or two (2) levels. It further advised the rent gradient is $4/sq.ft. It
intended to support the project with prevailing wage and union labor.
OMNI Investments advised it would support flexible unit sizes. Further, its goal was to use
prevailing wage and union labor for the project. Parking would be provided and it planned to
meet the entire parking obligation. For retail space, 4-5,000 sq.ft. was planned. Green space for
tenants would be available. Not more than six (6) stories were planned.
RAHM Hotels advised that parking in its proposal would be straight forward. A single level
garage would be planned. Its planned retail/incubator space would be consistent with the
General Plan. The five (5) floors of housing would be wood frame.
3. Request for an additional Joint Housing Subcommittee meeting ahead of the July 13,
2016 City Council meeting.
