TIME: 10:05 AM 2, Roll Call. PRESENT: Council:in embers Daryl Matsumoto and Pradeep Gupta 3. Public Comments—comments are limited tea items on the Special Meeting Agenda. None, 4. Approval of the minutes from the July 3, 2014 and July 22, 2014 meetings: Minutes Approved by Councilmembers Kaiyl Matsumoto and Pradeep Gupta 5. Administrative Business: Review of the preliminary designs of the projects at Grand/Cypress Avenues and 418 Linden Avenue. • Two preliminary d esigns were presented and reviewed today for the future projects at Grand Avenue/Cypress Avenue and 418 Linden Avenue, • The first design reviewed is the project at Grand Avenue/Cypress Avenue. It is a five story building with a contemporary design. • Councilmembers Matsumoto and Gupta requested a couple of changes to the first preliminary project design shown today for Grand Avenue/Cypress Avenue by making it more compatible with the existing buildings in the area and softening the exterior look. The Housing Subcommittee will review the revised Grand Avenue/Cypress Avenue design in two weeks, * The second design reviewed is the project at 418 Linden Avenue, It is also a five story building with a traditional design. The Councilmernbers were satisfied with the project design as it conformed with the previously entitled project on that site, * Councilmembers Matsumoto and Gupta requested a Planning Commission Subcommittee attend the next Housing Subcommittee meeting to view the revised drawings of the Grand Avenue/Cypress project. 6. Adjournment Being no further business, Couneilmernber Kary] Matsumoto adjourned the meeting at N:15 AM Alex Greenwood Economic and Community Development Director 2 CITY OF SOUTH SAN FRANCISCO INTEROFFICE MEMORANDUM DATE: February 25, 2015 TO: Joint City Council and Planning Commission Housing Sub-Committee FROM: Tony Rozzi, Senior Planner SUBJECT: Housing Element Update Presentation Staff would like to provide a brief update on the 2015-2023 Housing Element process and next steps. There are two attached documents that will be discussed at the Housing Sub-Committee meeting on February 26, 2015. Attachment A details a tentative schedule for public review of the 2015- 2023 Housing Element and Attachment B provides an overview of potential language that could be used for an anti-displacement housing program, if the City Council so desires. I will review both documents in detail at the Sub-Committee meeting but wanted to share this information in advance. Attachment A—Tentative Schedule CEQA ND Circulation (30 days prior to City Council action is required) — circulation period starting February 27, 2015 and ending March 30, 2015 Draft Housing Element resubmitted to Housing and Community Development Department for review of revisions —3/2/15 PC Public Hearing— 3/19/15 to review the draft Housing Element CC Housing Sub-committee Study Session—Week of 3/23/15 CC Public Hearing and Adoption Resolution—4/8/15 CC 2nd Public Hearing,if necessary - 4/22/15 Deadline for adoption of Housing Element is May 30, 2015 Attachment B—Anti-Displacement Language Options Existing proposed Program 34B to address residential displacement(presented to PC on 11/6/14 and CC on 12/10/14 for comments) Support regional and local efforts to examine displacement of affordable housing and lower- income households and consider programs to address identified housing needs. Include in this research any impacts on affordable housing(new and existing) in Priority Development Areas. Preferred program from the Housing and Community Development (HCD) Department (received 2/2/15 Evaluate potential displacement of existing lower income residents and adopt measures, as appropriate, to address the risk of displacement of existing residents. Displacement might be direct, caused by the redevelopment of sites with existing residential properties, or indirect, caused by increased market rents as an area becomes more desirable. The city will implement programs as appropriate to address displacement. The city will monitor such programs annually for effectiveness and make adjustments as necessary. Option 1: Revised Program 34B based on HCD recommended language (w/modification The City shall evaluate potential displacement of existing lower income residents and adopt measures, as appropriate, to address the risk of displacement of existing residents. Displacement might be direct, caused by the redevelopment of sites with existing residential properties, or indirect, caused by increased market rents as an area becomes more desirable. The City will then implement programs, as considered and deemed appropriate, to address displacement. The City shall monitor gny such implemented programs annually for effectiveness and make adjustments as necessary.
