CDBG Public Improvement Boundaries
It has come to staff's very recent attention that the Low/Mod geographic boundaries within the
City of South San Francisco are more extensive than previously known. The census tracts
considered eligible for Right of Way Public Improvements in the past only included census tracts
6021 and 6022.
Staff has confirmed the extended boundary by:
1. Using Housing and Urban Development's (HUD) GIS dataset to generate our own map
(See Attachment 1).
2. Using HUD's Community, Development and Planning Maps website
3. Consulting with Rafael Cedillios, South San Francisco's HUD Representative.
4. Consulting with Michael Baker staff, South San Francisco's CDBG consultants.
These extended boundaries indicate that the Public Improvements Activities in the CDBG
program (for which we have budgeted $120,562 in FY 16-17) may be applied to the shaded
regions, reflected in Attachment 1, and are no longer limited to the downtown.
Safety and Security Lighting
Security Lighting
Including security lighting as an eligible activity and incorporating this additional component
into the City's Minor Home Rehab Program is possible, provided it is accompanied by other
restoration activities. It is also possible to include security lighting as part of any accessibility
upgrade programs,provided the applicants meet the accessibility upgrade criteria.
If Council recommends running a new program focused on security lighting installation for low-
income households, the City would need HUD approval. Creating a program such as this is not
de-facto ineligible, but it would depend on the program design and implementation. Typically,
CDBG needs to address Health and Safety deficiencies as identified by code. Security lighting is
required as a safety item in rental housing but it is generally not applied to single-family, owner-
occupied housing stock. The program would need to be structured such that it meets the health
and safety requirements.
Note: Households that meet the eligibility criteria (i.e. Low/Mod household incomes) would be
eligible, regardless of their location. In accordance with HUD's regulations, Low/Mod
households are those that receive less than 80% of the Area Median Income (AMI), which is
$65,700 for a one-person household and $75,100 for a two-person household.
Streetlighting
If Council recommends implementing a Streetlight Program in a low/mod area in an effort to
bring up the infrastructure to meet the standards in other neighborhoods, that would be eligible
using the Public Improvements Activity funding. This would be considered an area benefit and
would improve safety and livability for the whole neighborhood. This approach would be easier
to implement over the security lighting.
If Council recommended either of these programs, we would need to confirm with the City's
HUD representative, given that the CDBG regulations may be open to interpretation.
