CITY LIAISON SUB-COMMITTEE MEETING
Minutes of the Meeting on Tuesday, July 26, 2016
South San Francisco Unified School District

CALL TO ORDER—3:30 p.m. by President Patrick Lucy

1.) Public Comments—None
2.) Childcare MOU — Superintendent Moore said the District and the City have come to an agreement and
thanked Assistant Superintendent Krause for meeting with Director Ranals on this. Ms. Ranals stated that
the MOU is effective for four years. Previous issues need to be addressed. This includes; if the District
wants to expand in a location, they need to consult the City first; the City needs to know, in advance, which
classrooms will be used since the license is room-specific; there is a need to clarify hours of operation, etc.
She said the MOU underscores the importance of the programs for both agencies. Dr. Moore said the MOU
was done in the spirit of communications and collaboration. The District needs to be well informed before
site conversations take place. Mr. Krause acknowledged the collaboration he received from City staff and is
looking forward to other endeavors that will benefit the entire community.
3.) Use of Community Benefit Funds - City Manager Futrell said City Council approved 1 million dollars to be
allocated to the school system. He has had discussions with Dr. Moore and Mr. Krause. The District will
come up with ideas on the use of the funds by the end of the year. The expenditures must be approved by
City Council and comply with the Community Benefits ordinance. President Lucy stated that the community
uses fields and grounds and he wants to work with the City on deciding the best use of the funds. Mayor
Addiego asked if there was a hard date by which the funds must be used. Mr. Futrell replied that the funds
sit in an account once they are received, until they are spent. President Lucy asked if there was a potential
for more money to come. Mr. Futrell replied that in the Master Plan, the District receives 43% for RDA
property sales. If a developer pays 4 million dollars for property by the end of the year, the District would
receive that share. The community benefit only kicks in when a developer asks for something outside the
rules, such as a higher density project. Trustee Lujan asked if certain properties downtown would
automatically be higher density. Mr. Futrell will follow up on this. Mayor Addiego said the City had
preliminary discussions regarding Orange Park and the importance of the ball fields. Ryan Field, used by
South San Francisco High School, needs refreshing. A joint project would be beneficial for the community.
4.) Use of El Camino High School Pool - Ms. Ranals thanked the District for making the pool available to the
community. A variety of programs were offered, such as learning to swim at no cost. Attendance was"a little
spotty" due to the cold weather. There was a lot of outreach and promotion for the program, especially in the
Sunshine Gardens area. She questioned whether the South San Francisco High School pool could also be

used next summer. Mr. Krause advised that the pool had a leak and was not available for public use this
year. However, renovations will begin in September but should be completed by the end of March 2017.
5.) Buri Buri ES Fields— Ms. Ranals said that due to construction at the site, the fields may not be renovated.
She provided a chart of all school fields and acknowledged all sites have been impacted with Measure J
construction. Mr. Krause said the District's budget has funds for hydro seeding the Bud Bud ES baseball and
soccer fields and other work will be done when additional funds become available. President Lucy said that
due to the District's budget, they need to focus on opening schools and perhaps the community benefit funds
could be used for the fields. Ms. Ranals stated that in the Parks and Recreation Master Plan, the City is
under fielded and there is a disconnect with what the community thinks will happen. President Lucy said the
fields will not be available in the spring of 2017. Vice Mayor Gupta asked if the City worked with the District
on the Master Plan. Ms. Ranals said the City's landscape architect met with the District. President Lucy said
from the development of plan until now, everything at the site is totally different.
6.) Board/Councilmember requests/comments/events
Vice Mayor Gupta said he is a member of the Peninsula Clean Energy Board which works to provide lower
costs and provide better environmental quality. This begins in October 2016. Information for the District to
share with parents is forthcoming.
Mayor Addiego said he was contacted by Crestwood residents in the Sunshine Gardens area regarding
cypress trees creating debris and shadows. He asked the District to assess them and perhaps lighten the
canopy. Dr. Moore asked for the contact information and said Facilities Director Jeff Bonner will check on
this.
Mr. Futrell reported that he and Richard Lee met with Dr. Moore last week and shared financial information.
Dr. Moore added that it was a productive meeting in reviewing the finances and implications for the District.
Dr. Moore invited everyone to the District's Welcome Back meeting on August 16.
Trustee Lujan commended the City on their Saturday movie nights,which are well attended.
President Lucy said this meeting and working together as a team benefits the SSF community. This is a
great city and District with great people at the helm and he wants to continue to move forward.
Ms. Ranals said the Cultural Arts BBQ is scheduled on August 21.
7.) Future meeting
The next meeting is scheduled for September 6 at 3:30 at City Hall.
