1. Call to Order. TIME: 3:00 p.m.
2. Roll Call. PRESENT: Councilmembers Addiego and Matsumoto,
and Planning Commissioners Faria, Ruiz
and Wong.
ABSENT: None.
3. Public Comments.

Matters for Consideration
1. Motion to approve the minutes of the meeting of June 23, 2016.
Councilwoman Matsumoto commented she is working with IT Manager Tony Barrera to provide
Planning Commissioners the ability to listen to the audio files on the City's Network.
Councilwoman Matsumoto stated this would provide members with access to the entire
discussion had at the Standing Committee meetings.
Motion—Planning Commissioner Faria/Second—Planning Commissioner Ruiz: to approve the
Minutes of the meeting of June 23, 2016. Unanimously approved by voice vote.
2. Discussion of developer in-lieu fees as a source for affordable housing. (Ron Gerber,
Housing Manager)
Housing Manager Ron Gerber presented the item to the Standing Committee Members and
advised the report related to application of the inclusionary housing ordinance including the
moderate income level to upcoming projects. Manager Gerber stated there are currently two (2)
for sale development projects, Mission McLellan and Oakmont Meadows being pursued by two
(2) separate developers. Manager Gerber stated the inclusionary housing ordinance requires
developers of for sale units, not rentals, to set 20% of those units aside for affordable housing. If
the Council so desires, the potential developers request that instead of building those units at
100% of the cost, they provide an equivalent amount of money estimated to be approximately
$2.25 million based on similar square footage and projects. These funds could be dedicated for a
specific project such as the Miller/Maple affordable workforce housing development. Manager
Gerber sought the Standing Committee's direction on this possibility.
Councilwoman Matsumoto expressed concern regarding this option. She indicated inclusionary
housing, allows those of a lower economic bracket to live in an environment and go to schools
where housing is more desirable. Councilwoman Matsumoto specified she is not in support of
placing all the lower income housing in one concentrated area.
Mayor Addiego and Councilwoman Matsumoto agreed they prefer to disburse the affordable
housing units pursuant to the City's inclusionary housing ordinance.
