Report regarding Measure W Citizens’Oversight Committee Interviews /Appointments.(Krista Martinelli,

RECOMMENDATION
It is recommended that the City Council consider the attached applications for appointment to the five
(5)seats on the Measure W Citizens’Oversight Committee (COC).It is further recommended that upon
completion of interviews,the City Council move to appoint three (3)individuals to four (4)year terms
and two (2) individuals to three (3) year terms and select the Chair and Vice-Chair.
BACKGROUND/DISCUSSION
On November 3,2015,South San Francisco voters approved the general half-cent transactions and use tax
measure,“Measure W.”Measure W is a general tax and the City started receiving tax proceeds beginning April
1,2016.Based on the Measure W ballot language and associated Resolution 90-2015 and Ordinance 1503-
2015,Measure W is a general tax and tax revenues may be used for any valid city purpose,including the
following:
•Maintaining public safety and essential services;
•Improving emergency response times,neighborhood patrols,crime prevention programs and gang
suppression programs;
•Providing programs for seniors and disabled residents; and
•Maintaining streets and fixing potholes,including at least $18 million in street maintenance and pothole
repair.
To ensure an appropriate level of oversight on the use of Measure W revenues and expenses,Ordinance 1503-
2015 also establishes a Citizens’Oversight Committee (COC),a five-person committee comprised of residents
of the City or representatives of a business located in the City.The purpose of this committee is to annually
review the financial auditor’s findings regarding the revenues and expenditures associated with Measure W and
provide its assessment of the audit to the City Council for consideration.The COC will provide independent
verification of Measure W revenues and expenditures,but is not involved in the decision making process of
how Measure W funds are appropriated/designated.The bylaws that govern the Citizens’Oversight Committee
are attached to this report (Attachment 1).
Committee members are expected to attend all regular meetings and special meetings as needed.They must
also attend all committee-related orientation and training sessions (including ethics training and audit review
training).Pursuant to the bylaws,the Committee shall adopt a regular meeting schedule that shall include,at
minimum,one annual regular meeting for the purposes of reviewing the annual audit.The Committee may
schedule additional meetings as necessary.At an upcoming City Council Meeting,we will be recommending
that the Measure W COC also be added to the City’s Conflict of Interest Code for filing of the Fair Political
Practice Commission’s Form 700.
On July 26,2016,the City Clerk’s Office initiated recruitment for the five-person COC.The initial application
deadline was August 26,2016 at 5:00 p.m.On August 25,2016,the application deadline was extended to

Francisco.See Attachments 2 to 18 for applications.The Clerk’s Office did not receive any applications from
non-resident business representatives.

* Please note: Applicant Tzang sent the application to the City Clerk’s Office by email on the morning of
Friday, September 9, 2016. However, the email did not come through the City’s server until after 5:00 p.m. on
the same day.
** Applicant Solow submitted his application on September 15, 2016, after the September 9, 2016 deadline.
Applicant Solow has asked for consideration of his application irrespective of the late submission as he did not
learn of the recruitment until after the deadline. This issue is being submitted to Council for consideration.
Suggested interview questions will be distributed at the meeting.
CONCLUSION
Upon review of the applications and completion of interviews,City Council may consider and entertain motion
(s)to appoint applicants to fill the COC positions and,pursuant to the bylaws,select the first year Chair and
Vice-Chair. See Attachments 19 to 20 for three-year and four-year term ballots.
