· Proclamation - Recreation and Parks Month, July 2003 - Mayor Gonzalez presented the
proclamation to Parks & Recreation Commissioners Judy Bush and Prudencia Nelson

PUBLIC COMMISNTS
Mr. Rick Gomez, 208 Armour Avenue, president of Historic Old Town Homeowners and
Renters Association (HOTHRA), speaking in support of the construction of a sound wall along
Sister Cities Boulevard, stated that the meeting held at the Terrabay gym on July 8, provided an
opportunity for information to be brought before the community for discussion.
Mr. Tom Carney, 66 Randolph Avenue, representing residents of Pecks Lot and Paradise
Valley, read a prepared letter requesting consideration be given to a public hearing to address
the sound wall issre. (Letter submitted to Council.)
Ms. Kristina Zaldaaa, 106 Edison Avenue, speaking in support of the construction of a sound
wall along Sister Cities Boulevard, spoke at length regarding the impact of noise on health and
quality of life.
Mr. Sonny Koya, 111 Claremont Avenue, speaking in support of the construction of a sound
wall along Sister Cities Boulevard, suggested Council schedule a public forum in September
that will give ample time to study all the reports, including the 1999 noise analysis.

Mr. Ignacio A. Otozco, 86 Randolph Avenue, stated his support of the construction of a sound
wall along Sister Cities Boulevard and that he is concerned for the safety of his children.

ITEMS FROM COUNCIL

· Subcommittee Reports
Councilmembers reported on attendance at community events, announced upcoming events
and fimdraisers, and acknowledged members of the community for their contributions.
Councilman Fcrnekes reported that the Annual Day in the Park subcommittee (Femekes/
Matsumoto) tr et and the event is close to being fully funded by sponsors. He further
reported attencing the League of California Cities Administrative Policy Committee
meeting that reviews bills and makes recommendations to the State legislature.
At the request of Mayor Pro Tem Matsumoto, Police Chief Raffaelli reported on the recent
visit by President Bush to San Mateo County and the mutual aid that was provided by the
City, at the City's expense.
At the request >f Councilman Green, Police Chief Raffaelli and Fire Chief Lee reported on
Fourth of July activities and the amount of illegal fire works confiscated and discharged
within the City's limits. Chief Lee reported one small grass fire, but no injuries.
Mayor Pro Tern Matsumoto reminded staff to send attendance letters to Board and
Commission rr_embers who have missed three meetings.
With consensu ~ from the Council, Mayor Gonzalez announced that Councilman Fernekes is
designated the South San Francisco delegate to the 2003 Annual League of California Cities
Conference in Sacramento and the alternate is Councilman Garbarino.
Mayor Gonzalez reported on attending several regional meetings including a Federal
Highway and Transit Administration meeting to review the Bay Area transportation
planning process and voiced his support for ferry service and increasing bus service.

PUBLIC HEARING
Consideration of an ordinance adding SSF Municipal Code Chapter 15.30, new
constructicn or replacement of wood burning appliances

Staffrepor: presented by Assistant City Manager Van Duyn.
Public hearing closed.
In response to questions from Councilman Garbarino regarding the level of air pollution
in South San Francisco, Assistant City Manager Van Duyn reported that wood burning
pollution is not a problem in South San Francisco.
For the bevefit of the public, Mayor Gonzalez read SSFMC Section 15.30.030(b) that
lists the prohibited fuels to be burned.
Assistant City Manager Van Duyn stated that information regarding the wood-buming
ordinance ~nd prohibited fuels will be included in the citywide newsletter. Mayor Pro
Tem Matst~moto suggested a hand out be made available at Day in the Park.
Motion-Femekes/Second-Green: To waive reading and introduce an ordinance adding
SSFMC Cl~apter 15.30, new construction or replacement of wood burning appliances.
Unanimous, y approved by voice vote.
ADMINISTRATIVE BUSINESS
Resolution ~pproving classification descriptions, adjustments to salary schedules, and/or
unit desigm_tions
Staff report presented by Human Resources Director Bower.
Councilmar_ Green questioned the restructuring of the Recreation and Community
Services Department regarding the current and future number of Recreation Supervisors.
Staff respor ded that there are no intentions to increase the number of Recreation
Supervisors.

Councilman Green verified, and staff confirmed, that the positions being reclassified are
budgeted and funds have been allocated in the FY 2003-04 budget.
Motion-Garbarino/Second-Matsumoto: To approve Resolution No. 67-2003, approving
personnel changes, including classification descriptions, salary ranges and unit
designatioa for specified positions. Unanimously approved by voice vote.
Motion to waive reading and introduce an ordinance amending SSFMC Chapter 3.12 to
implemen' Council-approved position title additions, deletions, and/or changes
Staff report presented by Human Resources Director Bower.
(No discussion.)
Motion-Fernekes/Second-Green: To waive reading and introduce an ordinance
amending gSFMC Chapter 3.12 to implement Council-approved position title additions,
deletions, and/or changes. Unanimously approved by voice vote.

Resolution urging the Califomia legislature to use a balanced approach in adopting the
State budg ~t
Staffrepor: and visual presentation presented by Finance Director Steele. He stated that
staff is seelcing authorization to forward necessary letters on behalf of Council to the
State legislature when time is of the essence. City Manager Wilson requested that the
Mayor sigr the letters. (A memo on language omitted from the staff report was
distributed to Council.)
Mayor Gor.zalez stated his opposition to any tax increases and that he was
uncomfortable agreeing to the resolutions unless an amount was specified.
After a lengthy discussion between Council and staff, City Manager Wilson suggested
the current process not be changed and that letters continue to be reviewed by the full
Council be_-'ore the Mayor signs.
No action txken.
