PROPOSITION NO. 4
WHEREAS, California is critically lacking in small
craft harbors and facilities to.meet the needs of our rapidly

WHEREAS, construction of such facilities will not
only fill a great recreational demand but will stimulate
the entire California economy through increased travel and
boating expenditures and resort and tourist trade, and
WHEREAS, small boat activities result in indirect
economic benefits such as increased employment and broader
tax bases for the communities where small craft facilities are
developed, and
WHEREAS, Proposition 4 on the November ballot, in
addition to $50,000,000 for necessary modernization of the
State-owned port at San Francisco, provides a $10,000,000 re-
volving fund for loans to local communities to help in the
construction of more than 100 small craft projects planned
throughout the State, and
WHEREAS, passage of Proposition 4 will enable
California to carry out both the State port and small craft
programs at no cost to the taxpayers through authorization of
self-liquidating bonds, to be repaid from State port and small
craft project revenues.
