CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION DEDICATING A REVENUE SOURCE FOR
REPAYMENT OF THE STATE REVOLVING FUND LOAN FOR WET
WFL~THER PROGRAM PROJECT NO. C-06-4728-110 AND
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE THE LOAN AGREEMENT
WHEREAS, the City previously determined that infrastructure upgrades to existing Water
Quality Treatment Plant and sewer system were necessary to meet service level demands and the
requirements of the Regional Water Quality Control Board; and,
WHEREAS, the City has adopted an ordinance imposing sewer connection fees and charges
and now desires to dedicate monies from those fees and charges to repayment of any and all State
Revolving Fund loans issued for construction of the identified improvements.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that:
The City of South San Francisco hereby dedicates the following sources of revenue to the
repayment of any and all State Revolving Fund loans on Wet Weather Program Project
No. C-06-4728-110: connection charges, interest revenue, sewer-plant-related revenue
from other agencies including San Bruno, Burlingame, Millbrae and the San Francisco
International Airport, and sewer service charge revenue. These dedicated sources of
revenue shall remain in effect until such loan or loans are fully discharged, unless
modification or change of such dedication is approved in writing by the State Water
Resources Control Board or required by state law.

The City Manager of the City of South San Francisco is hereby authorized and directed to
sign and file, for and on behalf of the City, a Financial Assistance Application for a
loan/grant from State Water Resources Control Board in an amount not to exceed
$45,000,000 for the design and construction of the Wet Weather Program Project No. C-
06-4728-110.

The City Council hereby agrees and further does authorize the City Manager or his
designee to certify that the City has and will comply with all applicable state and federal
regulatory requirements related to any federal and state loan/grant funds received.
BE IT FURTHER RESOLVED that the City Manager of the City of South San Francisco, is
hereby authorized to negotiate and execute a State Revolving Fund loan contract and any amendment
or change orders thereto on behalf of the City of South San Francisco, subject to review and approval
as to form by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a regular meeting held on the 22nd day of January
2003 by the following vote:
AYES: Councilmembers Joseph A. Femekes, Richard A. Garbarino, Sr. and Raymond L.
Green, Mayor Pro Tem Karyl Matsumoto, and Mayor Pedro Gonzalez
