PRESENTATIONS
Certificate of Recognition to Michael Meloni - presented by Mayor Gonzalez in
appreciation of Mr. Meloni's commitment to the community.
South San Francisco Day in the Park 2003, Event Highlights - Recreation and
Community Services Director Sharon Ranals presented a slide show of the September
20th event. Councilman Femekes recognized and thanked staff and committee members
for their efforts.
· Proclamation: Fire Prevention Week, October 5-11, 2003 - presented by Mayor
Gonzalez to Fire Department Management Analyst II Susan Kennedy and Battalion
Chief Jim Selvitella,
· Peninsula Traffic Congestion Relief Alliance - Executive Director Christine Maley-
Grubl presented a slide show and overview of the program's current activities, and
business and community outreach efforts (copy of presentation distributed to Council).

PUBLIC COMMENTS
Mrs. Barbara Irli, 556 Park Way, announced Our Redeemer's Lutheran Church's upcoming
fundraiser, Harbor Lights 2003, benefiting Safe Harbor Shelter, on November 6, 2003, at the
Basque Cultural Center.

Councilmembers reported on attendance at community events, announced upcoming events and
fundraisers, and acknowledged members of the community for their contributions.
Councilman Green reported on the San Mateo County Council of Cities meeting hosted by the
City of San Mateo and the monthly SFO/Community Roundtable meeting. He reported that the
FAA has determined that portable classrooms are now considered permanent structures and are
qualified for the aircraft noise insulation program.
Councilman Femekes requested the budget/finance committee (Femekes/Green) meet with staff
to discuss the ERAF property tax refund from San Mateo County. He further requested a status
report on the Redevelopment Agency/School District pass-through fee issue.
Mayor Gonzalez reported on the progress of the Water Transit Authority's community outreach
efforts, a Colma Creek business committee meeting and a homeland security conference that he
attended. He reported that a delegation from China visited South San Francisco in September
for a business exchange.
CONSENT CALENDAR
1. Motion to approve the minutes of September 17 and 24, 2003
2. Motion to confirm expense claims of October 8, 2003 in the amount of $2,562,495.20
Resolution No. 85-2003, awarding construction contract to Dan Electric for the Grand
Avenue Lighted Crosswalk Waming System Installation Project in the amount of
$36,424
Resolution No. 86-2003, authorizing marketing center agreement with Myers
Development

5. Motion approving Sister Cities Boulevard sound wall design
Staff report presented by Public Works Director Gibbs.

Speakers:
Ms. Carolyn Presley, 68 Randolph Avenue, speaking against the sound wall, stated her concern
that trees will be removed to make room for the wall, and questioned who will be maintaining
the wall once it is completed by Myers Development.
Mr. Tom Carney, 66 Randolph Avenue, speaking in favor of the wall and guardrail,
requested the wall be extended an additional 50' to protect 132 Randolph Avenue. He
presented slides of the intersection near 132 Randolph Avenue.
Ms. Irma M. Orozco, 86 Randolph Avenue (Spanish translation provided by a member
of the audience), speaking in favor of the wall, stated her home and children need
protection from traffic along Sister Cities Boulevard.
The following speakers, speala'ng in favor of the sound wall, reiterated the previous speakers
request that a sound wall and guardrail be considered along Sister Cities Boulevard for the
protection of homes and families from vehicle accidents, dust, and noise:

Ms. Kristina Zaldana, 106 Edison Avenue
Mr. Del Schembari, 321 Alta Mesa Drive, speaking with concern, urged Council to use
native plants, where feasible, along the guardrail. He mentioned several varieties of
native plants to grow, but was not aware of any native vines that could be used. Mayor
Pro Tem Matsumoto provided Mr. Schembari with a list of recommended plants that
was included in the staff report.
Council discussed with staff the removal of established trees along the boulevard. Staff
explained that deep rooted trees need to be removed, but every effort will be made to
save or relocate them. Council voiced its concern that if a guardrail was to be built that
it be extended to protect 111 Grove Avenue. Staff explained that an item will be
included in the next proposed Capital Improvement Program for Council's consideration
to have a guardrail installed along the entire length of Sister Cities Boulevard and stated
that priority will be given to the Grove Avenue location to have a guardrail installed
sooner if possible. In response to Council's concern regarding the request to extend the
sound wall an additional 50', Public Works Director Gibbs stated that staff will meet
with the noise consultant for justification and recommendation. He further stated that
staff has been working with Myers Development and San Bruno Mountain Watch on the
recommended native plant materials and vine species for the wall. Mayor Pro Tern
Matsumoto requested information on the number of traffic accidents in the past 6-10
years along Sister Cities Boulevard. Staff stated that the information will be researched
and forwarded to Council. Councilman Green's questioned why a guardrail was not

installed originally and City Manager Wilson stated that Sister Cities Boulevard was
originally constructed by the County then later annexed to the City.
Ms. Zaldana asked for clarification on the exact placement of the sound wall. Director
Gibbs responded that the current guardrail will need to be removed, but the City's
intentions are to put a guardrail back in place and that the guardrail will start east of the
Sister Cities Boulevard intersection.
There was a consensus from Council for a stone face concrete wall. Public Works
Director Gibbs stated the color of the wall will be similar to the retaining wall on the
opposite side of the street.
Motion-Fernekes/Second-Garbarino: To authorize the construction of a sound wall 8'x
1060' minimum length along the south edge of Sister Cities Boulevard, adjacent to
Pecks Lot residential neighborhood. The wall location will be determined by the
consulting firm of Illingworth and Rodkin, Inc., retained by the City of South San
Francisco as a noise consultant, and for staff to look at an additional 50' of sound wall
that will include 132 Randolph Avenue. Unanimously approved by voice vote.
