PRESENTATIONS
Project Read Trivia Challenge - Literacy Progrm :~ Manager Holly Fulghum-Nutters
presented a visual overview of the annual fundra! ser being held November 14, 2003.
Legislative Analyst's Office, 2003-04 State Budget Overview - Finance Director Jim Steele
rev:_ewed the preser_tation that was provided by t; .e State legislative analyst's office detailing
an unbiased perspective of the State's budget crisis. (Copies of the presentation were
distributed to Council.)

· Subcommittee Reports
Councimembers reported on attendance at communi :y events, announced upcoming events and
fundraisers, and acknowledged members of the comr ~unity for their contributions.
Counciman Femekes rsquested a budget subcommitzee (Fernekes/Green) meeting be scheduled
by staff to discuss the ERAF funds.
Council man Green reported that he attended the Con munity Preservation Task Force
committee meeting and a fall clean-up event is being scheduled for November 15.
Mayor ?ro Tem Matsumoto reported that the C/CAG board is conducting serious
discuss:'ons/debates on what local and regional projects are to be funded by the extension of
Measure A funding ifk is approved by the voters. She requested a status report on the
projected agenda item :'elated to 718 Linden Avenue~
Councilman Femekes ~,sked that a meeting be sched ~led with staff to discuss the original
concept o7 Terrabay, its progression, and the (1981) ~nitiative.
Mayor Gonzalez reported on the outreach efforts he ~as made with regard to the Water Transit
ferry system and that funding is being sought to provide informational materials to the public.
He also reported on the successful ecumenical meeti ag that was held with 16 South San
Francisco church representatives that had an enthusi ~stic response, and future meetings are
being plarned.

Resolution Nos. 87-2003 and 88-2003, authccizing application for Roberti-Z'Berg-
Harris Block Grant Program and Per Capita Grant Program-2002 Resources Bond Act
Resolution No. 89-2003, supporting a statew de ballot initiative to require voter
approval before state government may confi~ate local tax funds

Resolution No. 90-2003, approving an updated Joint Powers Agreement with Bay Area
Employment Relations Service and authorizi ~g the execution of an agreement

Resolution No. 91-2003, authorizing accepta ~ce of a Library Services and Technology
Act grant in the amount of $4000 and a Citig'oup Foundation grant in amount of $2000

ADMINISTRATIVE BUSINESS
Resolution awa:ding construction contract foc the Lindenville Sewer, Storm
Rehabilitation end Flood Control project
Staff report presented by Public Works Dire~or Gibbs.
Councilman Garbarino questioned if a back-up pump system is included and Director
Gibbs explainec that three temporary pumps Mll be utilized. He stated that when the
pe:rnanent vauk installation is completed, th~ three pumps will be transferred to the
Water Quality Control Plant.
Mayor Pro Terr Matsumoto questioned the b dding process and a circumstance when the
lowest responsi'>le bid would not be chosen. Director Gibbs responded and explained
the detailed bid review process, that the public contract process is difficult to do, and
th~.t being the best qualified does not make tl~ company eligible for the contract.

Motion-Garbar'no/Second-Green: To appro're Resolution No. 92-2003, awarding a
construction contract to Bay Pacific Pipelines, Inc. in the amount of $297,000 and
approving the purchase of three self-priming pumps from Thomas and Associates in the
amount of $10( ,000. Unanimously approvec_ by voice vote.

Motion-Fernekes/Second-Garbarino: To aplcrove Resolution No. 93-2003, awarding
construction contract with RGW Construction, Inc. in the amount of $7,924,666 to
provide construction services for the Oyster 7~oint Boulevard Grade Separation Phase III,
P~rt B Project. Unanimously approved by voice vote.
