Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting will be held at: CITY HALL CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA TUESDAY, SEPTEMBER 6, 2016 3:30 p.m. Call to Order. TIME: 3:33 p.m. Roll Call. PRESENT: Trustees Lucy and Lujan, and Councilmembers Addiego and Gupta. Public Comments. Patty Gomez represented South San Francisco United Youth Soccer League. Concerns regarding fields and competitive program involving eleven(11)teams, five(5) to six (6) of which used turf fields. She stated spending over$30,000 on field rentals for practices and games annually. Ms. Gomez mentioned another concern of hers was not hearing back from South San Francisco School District after submitting permits. Dr. Shawnterra Moore, Superintendent gave Ms. Gomez her card to give her a call if Ms. Gomez has trouble getting a response from any of the schools. 1. Motion to Approve the Minutes of the meeting of May 3, 2016. Motion—Trustee Lucy/Second—Trustee Lujan: to approve the Minutes of the meeting of May 3, 2016. Unanimously approved. 2. Update on Workforce Housing(the current survey). (Superintendent Dr. Shawnterra Moore/Trustee Daina Lujan) Superintendent Moore presented the update on the Workforce Housing survey stating she opened the survey on August 24, 2016 and will get the results after it closes end of day tomorrow. She advised she also sent a reminder to staff to see if there was any interest in Workforce Housing. Trustee Lujan added it was a comprehensive survey and mentioned there was a conference on October 14, 2016 that would focus on Workforce Housing for educators. Mayor Addiego stated he would be interested to know how Workforce Housing works out for the School District as the City is looking into something similar for its employees. City Manager Futrell stated 83 employees have indicated interest in Workforce Housing if offered. He also mentioned a Down Payment Assistance Program for those employees that were looking into buying a house in South San Francisco. 3. Update on community benefits, school plan for beneficial use of funds, fields maintenance, etc. (Trustee Daina Lujan, Vice Mayor Pradeep Gupta) Trustee Lucy spoke about what they can do to make the Community Benefit Fund benefit everybody involved. Superintendent Moore advised the board stated there was a lot of priority around fields and secondary priority around childcare. She continued by stating they dialed in on the fact that it was one time money and cost so they needed to be more thoughtful on where to spend it and not spend it something that is ongoing. 4. Update on Athletic Fields. Mr. Krause advised they have been very proactive and working collaboratively with City staff at Parks &Recreation. Mr. Krause stated there was a notes section in the current JPA where City and School District staff write notes on what needs to be done to bring the fields up to par. Mayor Addiego asked if the JPA was something the City and School District needed to look at collectively and if it was relevant today as it was back when it was drafted. Trustee Lucy stated that was something that the School District is working on right now. He also mentioned there was a requirement on the JPA that stated the City and School District meet on a regular basis. Trustee Lucy mentioned there hadn't been a JPA revision since 2008. City Manager Futrell stated that in 2014 the JPA was worked on by the subcommittee quite extensively. The disconnect came at understanding where does responsibility of the City end and the School District start at a very granular level. Mr. Krause mentioned Section 17 of JPA that read there had to be one (1) year written notice to talk about JPA changes. Superintendent Moore's personal opinion was that they are already doing it so they should continue. Consensus was to continue working on JPA. 5. Discussion and ideas to continue to build meaningful relationship and be able to support each other to benefit our community. (Board President Patrick Lucy) Trustee Lucy felt the City of South San Francisco and the School District have already done a great job of supporting and helping each other. He mentioned a good example was them working JOINT SSFUSD SUBCOMMITTEE MEETING SEPTEMBER 6,2016 MINUTES PAGE 2 collaboratively with the JPA. Discussion ensued regarding an email Mayor Addiego received from a kindergarten teacher at Ponderosa Elementary School pertaining to a swing issue. Vice Mayor Gupta spoke about the need to encourage students to reach for higher goals with the assistance that the City and School District could offer. He continued to suggest having a formal affair of recognizing exceptional achievers in all fields including arts field, school field, citizens, volunteers, public workers, etc. 6. Presentation on Science Garage project construction. (Vice Mayor Pradeep Gupta) Vice Mayor Gupta spoke about the School District, Genentech and the City as a whole recognizing leadership roles. There was mention of the City working with the School District to expand the Genentech program in conjunction with other things to make it stronger. There was discussions on concerns on a letter that was crafted honoring a two (2) year commitment the School District made. There were several concerns one of which was on a class that was not A-G approved as a lab science. The whole premise of the program was really to support under represented female students of color into the biotechnology class but the class was giving students elective credits instead of lab science credits. Vice Mayor Gupta suggested himself, Linda and Dr. Moore get together and talk about the differences to fully understand them and to make sure they continue reasonable relationships. Trustee Lucy added that Genentech had been generous to the School District but was discouraging when the curriculum was not able reach the kids that don't get reached. 7. Adjourn.
