Call to Order 6:17 p.m. (Cassette Tape No. 1) 2. Roll Call Present: Councilmembers Femekes, Garbarino and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None 3. Public Comments Interview applicants for the Planning Commission - Council interviewed the following applicants and questions were consistent with those approved by Council on February 12, 2003: Mr. Norma Faria · Mr. Rick Gomez · Mr. Gary Levene · Mr. Sal Rodriguez · Mr. Bill Zemke Mayor Gonzalez announced that the appointment will be considered at the end of the regular City Council meeting. (Recess: 7:04 p.m. - 8:22 p.m.) Discussion and appointment to the Planning Commission Council agreed to vote by ballot with Mr. Bill Zemke receiving the majority votes on the first ballot (four votes cast for Bill Zemke and one vote cast for Sal Rodriguez). Motion-Femekes/Second-Matsumoto: To appoint Bill Zemke to the Planning Commission, term ending December 31, 2006. Unanimously approved by voice vote. 6. MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING NOVEMBER 12, 2003 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: ROLL CALL: PLEDGE OF ALLEGIANCE: INVOCATION: PRESENTATIONS 7:31 p.m. Present: Absent: (Cassette Tape No. 1) Councilmembers Femekes, Garbarino, and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez None Led by Mayor Gonzalez Rev. Michael Coutts, Hillside Church of God LaserFiche-WebLink, publishing documents on the Web - Information Technology Director Doug Hollis gave a visual presentation on the City's new electronic courier system and demonstrated how the public will be able to search, view and print documents that have been scanned into the City's records repository. AGENDA REVIEW PUBLIC COMMENTS No changes. Dr. Robert Craig, 2518 Albright Way, stated his frustration with the lack of a police presence on Albright Way. He described several incidents that have taken place on the block by residents at the adult care home at 2501 Albright Way. He further reported that buses use the dead-end street to make u-tums and described other illegal activities (drinking, parking and car-stripping) that are occurring on the block. He asked that laws and regulations for nursing homes be enforced by the City and that the other concems be investigated. Mayor Gonzalez directed the City Manager to have the proper departments investigate the matter. ITEMS FROM COUNCIL Community Forum - Councilmembers reported on attendance at community events, announced upcoming events and fundraisers, and acknowledged members of the community for their contributions. Subcommittee Reports - Councilman Green reported that the budget/finance subcommittee (Green/Femekes) met with staff and will be further discussed in closed session. Councilman Femekes reported that the housing subcommittee (Femekes/Matsumoto) met with staff and reviewed potential housing sites including the County's property on Oak Avenue. He further reported on the budget finance subcommittee (Femekes/Green) meeting and stated that the subcommittee will come back with recommendations to Council on the one-time ERAF refund that the City received from the County. Mayor Gonzalez provided information on a workshop he attended related to the expansion of the 2-1-1 telephone service that is being spearheaded by Rep. Anna Eshoo. CONSENT CALENDAR 1. Motion to approve the minutes of October 22, 2003 and November 5, 2003 Motion to confirm expense claims of November 12, 2003 in the amount of $2,992,455.50 3. Resolution No. 94-2003, approving year-end adjustments to the FY 2002-03 budget Resolution Nos. 95-2003, 96-2003, 97-2003, 98-2003, and 99-2003, authorizing application for Murray-Hayden and Urban Parks Act competitive grant funds for the BART linear park and renovation of the Orange Park recreation building Resolution No. 100-2003, approving Terrabay Phase III residential tower subdivision final map o Motion to cancel meeting of November 26, 2003 and schedule a special meeting for November 25, 2003 Motion-Femekes/Second-Green: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS Report on storm rehabilitation and flood control project at South Airport Boulevard/ Highway 101 exit Staff report presented by Public Works Director Gibbs. Councilman Garbarino questioned the build up of sediment along the Canal between Spruce and Orange Avenues and asked if it is possible to have it dredged. Director Gibbs stated that the stability of the creek's bank in this area is unknown so dredging is risky, but this area is scheduled to be re-lined in March, 2004. Mayor Pro Tern Matsumoto confirmed the report that the JPB (Caltrain) work on the Colma Creek bridge is complete and Director Gibbs explained that the work to line-up the creek with the bridge will occur when the new creek walls are built. Director Gibbs further explained his public outreach efforts made with the Lindenville businesses and that a "wait and see" attitude is being taken. Review of Cultural Arts Commissioner Rivera's attendance record and consideration of removal from office Staff report presented by Assistant City Manager Nagel. REGULAR CITY COUNCIL MEETING NOVEMBER 12, 2003 MINUTES PAGE 2 Councilmembers concurred to dismiss Commissioner Rivera and to write a letter thanking him for his services. Motion-Garbarino/Second-Matsumoto: To remove Domingo Rivera fi.om the Cultural Arts Commission. Unanimously approved by voice vote. 9. Review of questions for City Treasurer interview Mayor Pro Tern Matsumoto requested the item be continued to allow the subcommittee an opportunity to refine the questions. Councilmembers agreed to continue the item to November 25 and to allow one-half hour to review the questions before starting the interviews. CLOSED SESSION 10.
