Absent: Councilmember Addiego PLEDGE OF ALLEGIANCE Led by Mayor Gupta AGENDA REVIEW None. PRESENTATIONS 1. Presentation of new employees. (Mich Mercado, Human Resources Manager) Human Resources Manager Mercado presented the new employees. Each employee personally introduced themselves. 2. Certificate of Achievement recognizing Maria Martinucci upon her retirement as CEO of the South San Francisco Chamber of Commerce. (Richard Garbarino, Councilmember) Councilmember Garbarino presented the certificate to Maria Martinucci. Ms. Martinucci thanked the current and past Councilmembers for their support and the honor. 3. Certificate of Recognition presented to Raymond's Bakery for outstanding support in the Community Outreach Cookie Baking Program. (Karyl Matsumoto, Councilmember) Councilmember Matsumoto presented the certificate to Raymond's Bakery. She explained that the bakery provided the materials and equipment allowing volunteers to bake 3,000 cookies which were delivered by firefighters to homebound seniors. 4. Recognition of Richard Holt for being selected as the outstanding Parks and Recreation Commissioner of the Year Award by the California Association of Parks and Recreation Commissioners (CAPRCBM), 2016. (Sharon Ranals, Parks and Recreation Director) Councilmember Matsumoto presented the award to Richard Holt as the Outstanding Parks and Recreation Commissioner for the State of California and thanked him for his service. Mr. Holt acknowledged his wife Jeanette and Commissioner Bill Lock. He stated he was honored and proud of the City of South San Francisco. Mayor Gupta thanked Commissioner Holt. 5. Presentation introducing MySSF. (Tony Barrera, IT Manager) IT Manager Barrera introduced the City's new mobile app MySSF. He presented a PowerPoint explaining why the City should go mobile, the solution, features, and examples. Communication Director Arroyo described the differences between MySSF and EngageSSF and discussed means of getting the word out about MySFF. Councilmember Matsumoto asked when the site would be live. IT Manager Barrera stated it would go live March 9, 2017. He stated the app was available to download from the App Store and Google Play. Vice Mayor Normandy expressed appreciation for the work involved and indicated she enjoyed the app. Councilmember Garbarino stated the app was much easier to use. Mayor Gupta stated the app was user friendly. He recommended keeping the app update with current information. PUBLIC COMMENTS Robert Cardenas discussed his efforts to establish a medical marijuana dispensary. He questioned why it was taking so long for his business license to be approved. Vice Mayor Normandy stated the Council would be conducting a study session on recreational marijuana. COUNCIL COMMENTS/REQUESTS Mayor Gupta discussed the opportunity to obtain clean energy from Peninsula Clean Energy. He discussed the upcoming Youth in Government Day and mock Council meeting. He invited speakers from outside to provide inspirational comments to the students. PUBLIC HEARING REGULAR CITY COUNCIL MEETING MARCH 8,2017 MINUTES PAGE 2 6. Report regarding an interim ordinance of the City of South San Francisco adopted as an urgency measure making findings and extending for a period of ten months and fifteen days a temporary moratorium on the issuance of use permits, building permits, licenses, or any other applicable entitlements for any commercial marijuana activity and outdoor cultivation of marijuana on the grounds of a private residence within the City of South San Francisco, to the full extent authorized under State law. (Jason Rosenberg, City Attorney) 6a. An interim ordinance of the City of South San Francisco adopted as an urgency measure making findings and extending for a period of ten (10) months and fifteen (15) days a temporary moratorium on the issuance of use permits, building permits, licenses, or any other applicable entitlements for any commercial marijuana activity and outdoor cultivation of marijuana on the grounds of a private residence within the City of South San Francisco, to the full extent authorized under State law. City Attorney Rosenberg presented the item to Council explaining the interim urgency ordinance adopted on January 25, 2017. He stated Council had the option to extend the moratorium through January 23, 2018. He recommended the extension to allow staff time to work with the new regulations under the Adult Use of Marijuana Act and Medical Cannabis Act and come up with regulations that work for the City. He stated study session would be held to review the issues. He stated the ordinance required a 415th vote and, due to Councilmember Addiego's absence, would require a unanimous vote. He stated the ordinance could be extended one additional year if necessary. Councilmember Matsumoto indicated support for the extension to allow due diligence. Vice Mayor Normandy concurred with Councilmember Matsumoto. She stated it was necessary to conduct study sessions and staff was available at any time. Councilmember Garbarino stated he would like to see what happened in other cities and indicated support for extending the moratorium. Mayor Gupta concurred with the extension to allow thorough understanding of potential concerns. Motion - Councilmember Garbarino / Second - Vice Mayor Normandy: that this Ordinance, ORD 1533-2017,be adopted. Report regarding a resolution affirming compliance with the State of California's Surplus Land Act. (Billy Gross, Senior Planner) 7a. Resolution of the City Council of the City of South San Francisco affirming compliance with the State of California's Surplus Land Act. REGULAR CITY COUNCIL MEETING MARCH 8,2017 MINUTES PAGE 3 Senior Planner Gross presented the item to Council. He discussed the Council's MTC One Bay Area Grant 2 application. He stated, on February 26, 2017, the CCAG Technical Advisory Committee recommended fully funding the City's $1 million request. He explained that the matter would go to the full CCAG Board for recommendation to MTC. He explained that adoption of the resolution indicating the City would comply with the State's Surplus Land Act would make the City eligible to receive the OBAG2 and other grants. In response to Councilmember Garbarino, Senior Planner Gross stated the Surplus Land Act included school districts and transit districts. Councilmember Matsumoto asked if 55 years was the normal time frame. Senior Planner Gross stated it was the normal period and only applied if the property was determined surplus. City Attorney Rosenberg explained the Surplus Land Act and process of noticing affected agencies, providing the opportunity to negotiate, with the goal of creating affordable housing. Councilmember Matsumoto asked what the City might determine as surplus property. City Manager Futrell provided an example of the Baden Fire Station and application of the Surplus Land Act. Councilmember Matsumoto discussed the difficulty in encouraging developers to build affordable housing. City Attorney Rosenberg stated it remained to be seen whether the process would allow more affordable housing to be developed. Councilmember Garbarino asked if the Naylor Act would be applicable. City Attorney Rosenberg stated he would report back. Mayor Gupta stated the resolution was a condition of obtaining the grant funds. He asked for an example of where the City had applied the Surplus Land Act. Senior Planner Gross stated he was not aware of any City property being deemed surplus. Motion to approve the minutes from the meetings of February 6, 2017 and February 7, 2017. (Margaret S. Roberts, Interim City Clerk). 9. Motion confirming payment register for March 8, 2017. (Richard Lee, Director of Finance) 10. Report regarding a resolution authorizing the filing of a grant application not to exceed $240,000 for State of California Department of Housing and Community Development Department Grant funds through the Housing-Related Parks Program for the Renovation of Gardiner Park in Fiscal Year 2017-2018. (Sharon Ranals, Director of Parks and Recreation) 10a. Resolution authorizing the filing of a grant application for State of California Department of Housing and Community Development Department Grant funds not REGULAR CITY COUNCIL MEETING MARCH 8,2017 MINUTES PAGE 4 to exceed $ 240,000 through the Housing-Related Parks Program for the Renovation of Gardiner Park in Fiscal Year 2017-2018. The Deputy City Clerk duly read the Consent Calendar, after which Council voted and engaged in discussion of specific items as follows: Item 9: Councilmember Matsumoto asked for clarification on Page 3 of 22, David Taussig Consulting Services. Director of Finance Lee explained the services were for a feasibility analysis of potential financing districts within the City, particularly east of 101. Councilmember Matsumoto requested a list of all contracts and consulting services by department, with a brief description and dollar amount. City Manager Futrell stated staff would look into it and contact CCAG on its process. Councilmember Matsumoto asked about standby mileage reimbursement on Page 19 of 22. Director of Finance Lee explained that on call employees were reimbursed for coming in during off hours. Councilmember Matsumoto asked about the Crane Transportation Group on Page 21 of 22. Senior Planner Gross stated the group was updating the East of 101 Traffic Model, necessary to update the fee. Director of Economic and Community Development Greenwood stated there were several analysis underway that would feed into the comprehensive transportation plan. Item 10: Councilmember Matsumoto asked the application process. Director of Parks and Recreation Ranals stated the application was submitted on time and the City had 30 days to submit the resolution. Motion - Councilmember Matsumoto / Second - Councilmember Garbarino: to approve the Consent Calendar Items 8, 9 and 10. Consider supporting Senate Bill 1 and Assembly Bill 1. (Richard Garbarino, Councilmember) City Manager Futrell presented the item explaining that the proposed bills to provide more funds for roads. He stated the City of South San Francisco could receive $2.2 million. Councilmember Garbarino stated $2.2 million would go a long way to alleviate the City's street issues. He discussed the status of SB 1 and encouraged sending letters to the REGULAR CITY COUNCIL MEETING MARCH 8,2017 MINUTES PAGE 5 Legislature. Mayor Gupta indicated support for the item and thanked Councilmember Garbarino for bring the matter forward. Councilmember Matsumoto asked what formula was used for distribution of funds. City Manager Futrell stated he would read through the bill and report back. Councilmember Matsumoto suggested only printing the bill analysis in the future to reduce paper. She questioned removal of the CTC out from under Caltrans. She asked the difference between SB 1 and AB 1. City Manager Futrell stated they introduced identical bills to begin working simultaneously. Councilmember Matsumoto pointed out that Caltrans was spelt inconsistently. The Council agreed to support SB 1 and AB 1.
