Review and discussion of proposed redevelopment plan amendment to add territory
and fiscally merge redevelopment project areas
Housing and Redevelopment Manager Fragoso briefly outlined the evening's
discussion and recommendations. Consultant Elizabeth Seifel gave an overview of
the current redevelopment areas and presented detailed information on the proposed
recommendations for a fiscal merger of the Gateway, Shearwater and the
Downtown redevelopment areas. She asked for feedback and direction from
Council.

In response to Agency questions, Ms. Seifel explained the advantages of the fiscal
merger, current status of the pass-through agreements, combining the tax increment
caps, ERAF, benefits of having an increased capacity to issue debt and obtaining
more cost effective debt. Boardmember Fernekes stated the ERAF issue will be
moot if the League of California Cities initiative (local control over local tax
dollars) is approved by the voters.
Chair Matsumoto stated her concern regarding eminent domain on non-residential
property, and Counsel Mattas advised that concerns be reserved until plans are
presented.
Vice-Chair Green asked if there was a downside and Ms. Seifel stated that the
lengthy process is the only downside, which will take approximately 1½ years to
complete.
SSFUSD Superintendent Olds requested that the school district be afforded the
opportunity to meet early in the process.
With consensus from the Agency, staff was directed to move forward with the
proposed plan amendment and fiscal merger.
Review and discussion of proposed capital improvement project for Oak Avenue
Extension
Presentation given by Director Gibbs. (Copies of presentation were distributed to
Agency Boardmembers.)
Vice Chair Green stated his concem with the alignment of Oak Avenue with Arroyo
Drive. He envisioned traffic crossing E1 Camino Real onto Arroyo Drive, and then
continuing up Arroyo to Junipero Serra, thus increasing traffic on Arroyo Drive.
He suggested traffic not be allowed to cross at the E1 Camino intersection onto
Arroyo Drive.
Various strategies and options that staff considered were discussed, including an
alternative alignment further north on E1 Camino Real. Assistant Agency Director
Van Duyn discussed the rationale for the proposed extension, stating it will offer
traffic relievers at E1 Camino Real, Mission Road and Grand Avenue. He further
explained the proposed widening of Oak Avenue between Grand Avenue and
Mission Road, and preparing for future development along Mission Road.
The Agency Board concurred to have staff move forward with the project design. It
was further agreed that neighborhood meetings and the public hearing process will
provide opportunities for public input, which will help the Agency during the
decision making process.
