CONSENT CALENDAR
1. Motion to approve the minutes of January 14, 2004
2. Motion to confirm expense claims of January 28, 2004 in the amount of $8,962.70
Motion-Gonzalez/Second-Green: To approve the Consent Calendar as presented.
Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
Resolution authorizing the execution of a preconstruction loan agreement and promissory
note with BRIDGE Housing Corporation for an affordable housing project at Oak and
Grand Avenues in an amount not to exceed $400,000
Staff report presented by Housing and Redevelopment Manager Norma Fragoso.
Mr. Kevin Griffith, BRIDGE Housing Project Manager, commended Council for its
commitment to housing, and stated that the submitted project description was based on
the RFP that was issued by staff last year.
Boardmember Green questioned the Council subcommittee's review of the proposed
project and Boardmember Fernekes explained that after the subcommittee
(Fernekes/Matsumoto) interviewed the three RFP applicants and concluded that
BRIDGE's proposal best addressed the concerns that were discussed at the (September
17, 2003) study session.
Mr. Griffith explained that a design change was made to the unit entrances due to the
realignment and widening of Oak Avenue. He further responded to questions and stated
that the design proposal was based on 43 units and that the development will be built just
as it is being proposed. Manager Fragoso informed Council that BRIDGE will manage
the units exactly as BRIDGE manages Chestnut Creek and Magnolia Plaza.
Chair Matsumoto questioned specific language in the loan agreement and staff offered
several scenarios where a loan agreement might terminate. Staff indicated that this is
standard language and Mr. Griffith stated similar language was in the Chestnut Creek
loan agreement.
Motion-Fernekes/Second-Gonzalez: Resolution No. 01-2004, authorizing the execution
of a preconstruction loan agreement and promissory note with BRIDGE Housing
Corporation for an affordable housing project at Oak and Grand Avenues in an amount
not to exceed $400,000. Unanimously approved by voice vote.
Resolution approving the purchase and sale agreement for property located at 820 Tennis
Drive in the amount of $840,000 and appropriating funds for the land acquisition
Item removed from Agenda.
