Call to Order: 6:16 pm by Chairperson Woo.
Chair Comments: No comments.
Agenda Review: No changes.

Public Comments: None.
Approval of Minutes: Minutes of February 3, 2016 were not approved due to lack
of quorum.
ADMINISTRATIVE BUSINESS:
Item 1. Vision Zero: Presentation by Emma Shlaes of Silicon Valley Bike Coalition (SVBC)
Policy Manager Emma Shlaes for Silicon Valley Bike Coalition presented the mission and goal of
Vision Zero, which is to end traffic-related deaths and injuries. SVBC and California Walks
collaborated on a Vision Zero toolkit to be used by cities in their two counties to work towards safer
streets. The toolkit was organized using the “Five E’s”, a common framework used in street safety to
categorize the types of projects and improvements that will lead to systematic change. The Es are
Evaluation and Planning, Engineering, Enforcement, Education, and Encouragement. The
organization also encourages municipalities to incorporate two more E’s, Engagement and Equality.
It was recommended by Ms. Shlaes to include Vision Zero in the city’s Master Plan as a goal and
concept that the city supports.

Item 2. Bicycle/Pedestrian Improvements along the following roadway segments:
a) South Airport Boulevard between Utah Avenue and North Access Road
b) San Francisco Bay Trail between North Access Road and South Airport
Boulevard
c) Belle Aire Road between South Airport Boulevard and End
Lawrence said that he would be meeting with a consultant at these locations to determine bicycle
improvements, and will be presenting an exhibit to BCDC at the end of the month. The exhibit
will note and highlight the improvements that will be made to the roads. Lawrence asked the
committee if they would be able to participate in these field visits, and said he would send out an
e-mail with the finalized date and time for each location.
Item 3. Bicycle and Pedestrian Database Final Report
Lawrence went over the Bicycle and Pedestrian Database Final report that was given to the
committee to review.
COMMITTEE COMMENTS:
Alvin Zachariah
• Alvin commented on the Bicycle and Pedestrian Database Final Report and how
comprehensive it was. He was concerned that the 2 hour manual and automatic counts
may have some margin of errors because of the time slots used. In addition, he noted that
the infrared sensors report indicated that it could not distinguish from cyclists and
pedestrians, whereas the manual count would be able to determine these differences. He
commented that there may have been an overlap of data because of these factors, but did
note that he thought the report was good.

Woo closed the meeting at 7:10 pm.
