NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of
California, that the Planning Commission and the City Council will hold a Joint Special Meeting on
Monday, July 10, 2017, at 7:00 p.m., in the City Council Chambers, Municipal Services Building, 33
Arroyo Drive, South San Francisco, California.

RECOMMENDATION
It is recommended that the City Council and Planning Commission accept this update on anticipated
new development projects for informational purposes only.
BACKGROUND/DISCUSSION
For the July 10,2017 Joint Meeting of the City Council and Planning Commission,staff will provide a brief
update on the new planning applications that are anticipated to be submitted during the next 12 months.Note
that,because all of these projects are anticipated to come before the Planning Commission and/or City Council
at a date in the future,you may want to reserve providing substantive comments on any of the specific projects
for the public hearing where the project will be considered.
Staff’s informational update is summarized in the attached PowerPoint presentation (Attachment 1).As shown
in Attachment 1,staff anticipates the following projects will submit planning applications at some point
between now and July 2018:
Industrial:
·Genentech 10-Year Master Plan
·213-221 East Grand Avenue (Merck Campus): DA Amendment and Use Permit Modification to refine
the project’s urban design and density
·249 East Grand Avenue (Verily Campus): DA Amendment and Use Permit Modification to refine the
project’s urban design and density
·560 Eccles Avenue (USDA Office Building): New 21,807 square foot Research and Development
(R&D) building
Residential & Infill:
·Oyster Point Redevelopment (379 Oyster Point Boulevard): Proposal for up to 1,200 residential units
and 22,000 square feet of commercial space in Phases 3-4 on current Oyster Point Business Park
properties
·Grand Avenue & Linden Avenue Mixed-Use Project (201 Grand Avenue, 488 Linden Avenue):
Construction of 84 units of multi-family housing with street-level retail
·200 Linden Avenue: Construction of a 97-unit condominium with street-level retail
·300 Miller Avenue (Rotary Affordable Housing): Child care fee waiver for previously approved 81-unit
senior affordable housing project
·Oakmont Meadows (Westborough Boulevard & Oakmont Avenue): 19 residential units with a mix of
seven townhomes and 12 single family dwellings on a 4.91 acre site
·616 Maple Avenue: Five three-story residential units on a 10,500 square foot lot

In addition to the projects listed above,there are other projects that fall outside the scope of staff’s update,and
thus were not included in the presentation. These include:
·Projects that have already obtained the necessary planning approvals (e.g.,The Cove at Oyster Point,
150 Airport Boulevard, Gateway of Pacific, Fairfield Inn, AC Marriott, etc.)
·Projects that are minor in scope (e.g., sign applications, telecommunications facilities, etc.)
·Properties that may be developed in the future,but are in the early conceptual stage,highly speculative,
and/or do not yet have a defined scope or timeline (e.g.,SSF Carwash,30 Tanforan,Century Theaters,
Arby’s, etc.)
The City is committed to sharing information related to development and has created a webpage that tracks
notable in-development and under-construction projects throughout the City. The webpage is updated on a
monthly basis:<http://construction.ssf.net/>
CONCLUSION
Staff recommends the City Council and Planning Commission accept this update on anticipated new
development projects for informational purposes.

Introductory study session regarding the proposed Oyster Point Residential Development project.(Alex
Greenwood, ECD Director)
RECOMMENDATION
Staff recommends the City Council and Planning Commission accept this report for informational
purposes and provide initial feedback to staff.
BACKGROUND/DISCUSSION
In 2011,the City Council approved the Oyster Point Development project which,as currently approved,
includes approximately 2.25 million square feet of office/R&D space,a wide range of open space
improvements,as well as extensive improvements to the City’s right-of-way and infrastructure.The project was
envisioned to be completed in four phases.Phases 1 and 2 are being built as planned,with about 1.5 million
square feet of biotech space.However,in March 2017,the developer submitted a preliminary application that
envisions a residential component for Phases 3 and 4.
The proposed residential project is summarized in the attached PowerPoint presentation (Attachment 1).As
shown in Attachment 1,the residential component would include up to 1,191 units,with 22,000 square feet of
retail/flex space and approximately 1,700 parking stalls,open space and Bay Trail improvements.There would
be a mix of studio/one-bedroom,two-bedroom,and three-bedroom units.The developer intends to include both
for-sale and rental units,although the precise mix is not known yet.The residential would be clustered in six or
seven buildings that would be designed to promote a neighborhood feel.
With the receipt of this proposal for residential at Oyster Point,the City has begun an intensive review process
that includes technical consultant studies (e.g.,a traffic analysis,a land use compatibility analysis,and a
municipal services needs analysis),and public meetings.During this time,the City will complete a detailed
environmental analysis and will look at all potential changes to land use and zoning policies that would be
needed.
As shown in Attachment 1,the review process is envisioned to take approximately six to eight months and will
involve several public meetings,leading up to public hearings at both the Planning Commission and City
Council anticipated in December 2017/January 2018,with multiple opportunities for community input.In April
2017,the City’s Design Review Board held its first meeting to begin review of the concept.Future public
meetings will proceed according to the following anticipated timeline:

process.Staff recommends the City Council and Planning Commission accept this report for informational
purposes and provide initial feedback to staff.
