INVOCATION:

Mayor Matsumoto announced that high school students participating in this year's Youth
Government Day program were in attendance. Councilmembers and department heads introduced
their respective counterparts.
PRESENTATIONS
Senshu International City Marathon - on behalf of Paramedic/Firefighter John Grimaldi,
Fire Department Management Analyst Susan Kennedy presented Mayor Matsumoto
with a gift from the Mayor of Kishiwada, Japan, in appreciation of John Grimaldi's
participation in the annual marathon race.
National Parks and Recreation Association Individual Citation Award - Parks &
Recreation Commissioner Judy Bush was recognized for her dedication and the
countless hours of volunteer work that she has given to the Parks & Recreation program.
Mayor Matsumoto presented Commissioner Bush was a bouquet of flowers.
Proclamation: American Red Cross Month, March 2004 - recipient: Ms. Lynn Henley
(not present) - Proclamation was read by the Mayor's counterpart, Cinthya Lara, of
South San Francisco High School.
., Safety Tips -- in response to arrrted robberies occurring in the County, Police Chief Mark
Raffaelli offi:red precaution measures to take when walking alone in parking lots.
Public Safety Awards - Acting Fire Chief Phil White presented Certificates of
Commendation to South San Francisco City employee Wade Lewkowitz, Councilman
Rich Garbarino, and resident Daniel Avelar. A certificate of recognition was presented
to Ms. Jackie Kious for her work on the South San Francisco Fire Department history
book. Acting Fire Chief White introduced Ms. Brage Garofalo who is spearheading
several fundraising events to purchase thermal imaging cameras for the Fire Department.
Police Chief'Raffaelli presented certificates of recognition to, David Lane, Comfort
Suites Inn manager, and certificates of commendation to Officer Anthony Baroni and
Sergeant Jeff Azzopardi (not present).

Councilman Femekes reported on a subcommittee meeting (Fernekes/Matsumoto) held with the
manager of the Farmers' Market.
Vice Mayor Green reported attending negotiation meetings with the City Manager and budget
subcommittee meetings (Green/Fernekes).
Councilman Gonzalez reported on meeting attended with the Lindenville business owners
regarding Colma Creek, the Water Transit Authority, water transit aclvocates, and the annual
meeting of Families on Track.
Councilman Garbarino reported attending the League of California Cities community services
policy committee meeting and stated that there is currently a legislative bill pending to ensure
gender equity for parks and recreation programs.
Mayor Matsumoto attended the recent C/CAG meeting and reported that a majority of San
Mateo County's city representatives voted that the Measure A funds be continued for 20 years.
CONSENT CALENDAR
1. Motion to approve the minutes of March 10, 2004
2. Motion to confirm expense claims of March 24, 2004 in the amount of $2,213,452.97
Motion to accept petitions to armex properties 178-214 Airport Boulevard into Parking
District No. 1, and forward petitions to Parking Place Commission for review and
determination (APN s: 012-338--010/020/030/040/050 and 012-338-060/070)
4. Motion to ac[opt the following ordinances:
a) Ordinance No. 1337-2004, amending certain time limitations with respect to the
effectiveness of plan activities and the repayment of debt in the Gateway,
Shearwater, Downtown and E1 Camino Redevelopment Plans
b) Ordinance No. 1338-2004, amending the limitation for incurrence of debt in the
Gateway Redevelopment Plan

c) Ordinance No. 1339-2004, amending the limitation for intcurrence of debt in the
Shearwater Redevelopment Plan

Unanimously approved by voice vote.
COUNCIL COMMUNITY FORUM
Councilmembers reported on attendance at community events, announced upcoming events and
fundraisers, and acknowledged members of the community for their contributions.
ADJOURNMENT
Being no further business, Mayor Matsumoto adjourned the meeting at 8:29 p.m.
