CALL TO ORDER Time: 7:01 p.m.

There were no changes to the agenda.
PUBLIC COMMENTS
There were no public comments.
MATTERS FOR CONSIDERATION
1. Report regarding anticipated development applications over the next 12 months. (Alex
Greenwood, ECD Director)
Director Greenwood presented a PowerPoint summarizing noteworthy development projects
anticipated to be before the Planning Commission and/or City Council in the next 12 months
including: Industrial projects east of 101 —Genentech 10-year Master Plan, Merck Campus; Verily
Campus; and Oyster Point Development; Residential projects - Sares Regis, Pinefino, Rotary
Affordable Housing, Grand and Linden, 200 Linden, Oakmont Meadows, 616 Maple, 511 Linden,
and 847 Olive; Mixed Use projects -Area surrounding the South San Francisco Bart Station and
new Community Civic Campus, and Summerhill Homes; and Commercial projects - Centennial
Village; Airport Boulevard Costco; and USDA Facility at 560 Eccles.
Director Greenwood expressed excitement about the upcoming development projects.
Councilmember Matsumoto expressed frustration regarding Housing Subcommittee meetings being
sporadic and inconsistent. She requested a schedule for upcoming meetings and suggested
expediting the Downtown Center.
In response to Councilmember Addiego, Director Greenwood stated he was proud of staff's work to
expedite projects through the process. He stated he would provide a tentative schedule.
Councilmember Matsumoto stated the Subcommittee's agenda was very heavy.
Councilmember Addiego discussed increased assessed valuation growth of South San Francisco and
surrounding cities. He commended staff for being prepared for the development growth.
Vice Mayor Normandy discussed the receipt of grant funds by Rotary. She suggested they request
additional funds from HART before asking the City to waive fees.
In response to Chair Faria, Director Greenwood discussed the progress and challenges of the 200
Linden retail design. He discussed efforts of Merck to collocate at 213 East Grand. He discussed the
influx of investment by East Coast Pharmaceutical Companies.
Councilmember Matsumoto stated the developer had assured her that the design would
accommodate a pharmacy at 200 Linden.
Vice Chair Nagales discussed the need for affordable housing and asked whether the 530 existing
units were rentals or for sale. Director Greenwood stated the vast majority were rental units, with
about 20%below market rate.
In response to Commissioner Wong, Planning Manager Mehra anticipated the completion dates for
the Pinefino and City Venture projects to be Summer 2018. Director Greenwood explained that
RHNA numbers reflected only units that had issued Building permits.
In response to Commissioner Ruiz, Director Greenwood discussed the City's efforts to obtain
parking in Downtown.
Commissioner Tzang asked for additional information on Oyster Point Development. Director
Greenwood stated staff was available to refresh or introduce the project.
Vice Mayor Normandy suggested adding expected completion dates to the South San Francisco
construction and development map.
Councilmember Matsumoto asked the status of 150 Airport. Director Greenwood stated Planning
approvals had been obtain and the project was moving forward. He stated staff was working to
ensure that construction followed the design.
City Manager Futrell discussed that major public construction projects: New Caltrain Station with
construction staring Fall 2017; Measure W Campus construction anticipated to begin late 2018 or
2019; and County Health Clinic construction starting 2019. He stated there could be nine major
construction projects in the Downtown,possibly at the same time.
Vice Chair Nagales expressed concern regarding with traffic during construction. City Manager
Futrell discussed the Construction Coordination Team and efforts to coordinate traffic and help
businesses stay in business.

Assistant City Manager Lee stated they were preparing a lane closure and impacted intersection
map of the concentrated Downtown area.
Vice Mayor Normandy discussed the need for parking considerations.
Councilmember Matsumoto asked if the CalTrain and Measure W projects would come before the
Planning Commission or Council. City Manager Futrell stated the project would come before the
Council. Assistant City Manager Lee explained that input was solicited from various commissions
and committees. Councilmember Matsumoto discussed issues with the School District project. City
Manager Futrell stated the Measure W Oversite Committee would monitor funding and a City
Council/Planning Commission study session could be held on design.
Mayor Gupta thanked staff, Councilmembers and Commissioners. He complimented staff for
putting together the projects and potential impact on the City.
2. Introductory study session regarding the proposed Oyster Point Residential Development
project. (Alex Greenwood, ECD Director)
Director Greenwood presented the staff report providing an overview of the Oyster Point
Residential Development project including the four phases, conceptual plans, studies to review
potential impacts and the public engagement process.
Reese Isbell, California Life Sciences Association, discussed infrastructure and transportation issues
East of 101.
Chair Farias stated there were several moving parts which would require a lot of thought and
consideration.
Vice Chair Nagales expressed concern with infrastructure, schools, and shopping. He expressed
excitement and stated he was looking forward to the process.
Commissioner Wong stated it was necessary to plan for schools, Police and Fire.
Commissioner Tzang stated discussion on public transportation should be included in the schedule.
Director Greenwood explained that transportation was integral to the EIR and consultant studies
and would be a part of almost every public meeting.
Commissioner Murphy stated the General Plan indicated no residential development east of 101.
He asked why the proposed development was possible. Director Greenwood explained that in
December 2015, the Council directed staff to begin looking at the possibility of residential east of
101. He stated mixed use development was possible in both Oyster Point and the Gateway area. He
stated the infrastructure would have to be reimagined to incorporate provisions for bike and
pedestrian.
Commissioner Ruiz questioned how employees would get to the development. He anticipated
shopping and laundry can be accommodate within the site.
Councilmember Garbarino discussed the demand for transportation services. He suggested Mr.
Isbell discussed transportation issues with SamTrans.

Councilmember Addiego discussed concern with change and unknown. He agreed that
transportation was the only thing preventing residential East of 101.
Councilmember Matsumoto discussed the conflict with residential nearer biotech businesses. She
stated it was a 3-2 vote to request staff to consider housing. She clarified that the initial Oyster Point
proposal did not included housing. She discussed the General Plan and the need to amend it to
accommodate housing. Director Greenwood discussed the upcoming General Plan update and
amendments for specific projects. City Attorney Rosenberg explained the allowance of General
Plan Amendments. He cautioned the Councilmembers and Commissioners to not form decisions
until all the evidence was before them.
Vice Mayor Normandy asked if the City could transition the signal lights to sensors. Public Works
Director Kim discussed the requirements to synchronize the signals. City Manager Futrell discussed
the new technology to push as many cars through intersections as possible. Vice Mayor Normandy
asked about the Blue Go Go pilot program. City Manager Futrell stated it would be discussed at the
Council's upcoming study session.
Vice Chair Nagales suggested including a park in the project. Vice Mayor Normandy pointed out
the amphitheater.
Councilmember Matsumoto stated SamTrans did not run buses east/west but was open to the idea.
3. A discussion of roles and coordination between the Planning Commission and the City
Council. (Pradeep Gupta, Mayor)
Mayor Gupta suggested a discussion on communication.
Councilmember Addiego discussed channel of communication and ongoing discussions between
him and the Housing Subcommittee. He discussed the need to communicate on a regular basis.
Councilmember Matsumoto stated she had suggested including members of the Planning
Commission on the Housing Subcommittee. She stated the Planning Commission ensured the
details of development.
Chair Faria stated it helped to know what he was responsible to determine as a Planning
Commissioner and enjoyed the joint meetings. He requested receiving the information as early as
possible, especially on the larger projects.
Commissioner Wong discussed the benefits of the Housing Subcommittee including: 1)receiving
project reports earlier in the process; 2) allowing the developers to present their vision and obtain
input; and 3) opening dialogue between the Planning Commission and City Council. He stated joint
meetings were a good idea and would like more in the future.
Councilmember Matsumoto stated she had just learned that the Planning Commission appointed the
Design Review Committee members and some terms were soon expiring.
Councilmember Garbarino requested copies of Planning Commission minutes and suggested joint
meetings twice a year.

Vice Mayor Normandy suggested a joint meeting twice a year. She expressed her appreciation for
the Housing Subcommittee.
Mayor Gupta stated his time on the Planning Commission helped educate him for Council. He
stated the Planning Commission was critical for projects and he relied on them for their professional
judgement. He encouraged cooperation but valued their honest opinion on issues. He welcomed
new ideas and creativity.
Councilmember Matsumoto thanked the Planning Commissioners.
Mayor Gupta thanked the commissioners and staff.
ADJOURNMENT
Being no further business, Mayor Gupta adjourned the meeting at 8:56 p.m.
