CALL TO ORDER Time: 6:01 p.m.
ROLL CALL Present: Councilmembers Addiego, Garbarino, and
Matsumoto,Vice Mayor Normandy and Mayor Gupta.
Absent: None
AGENDA REVIEW
There were no changes to the agenda.
PUBLIC COMMNETS
Robert Ooi commended the Council for considering expansion of Orange Park and discussed the
need for additional fields and renovation of the existing fields.
Patty Gomez, Vice President of South San Francisco United Youth Soccer League, expressed
appreciation for the Council's consideration of the Orange Park fields.
ADMINISTRATIVE BUSINESS
1. Study Session regarding City use of available Rule 20A credits and alternative options.
(Mike Futrell, City Manager)
City Manager Futrell presented the staff report requesting guidance on purchasing up to $1 million
in Rule 20A credit at a 50% discount form the City of Rocklin to allow completion of all three
underground utility districts.
Councilmember Garbarino indicated support for purchasing the credits at the discounted rate and
including the Mission area residents as well.
Councilmember Matsumoto asked where the funds would come from. City Manager Futrell stated
the money would initially come from the Infrastructure Reserves but would most likely be from
savings from the fiscal year budget.
Mayor Gupta indicated support and encouraged negotiations.
Councilmember Addiego discussed the opportunity of backfilling PGE funds.
2. Report regarding a resolution approving the Capital Improvement Program (CIP) for fiscal
years 2017-19, approving the appropriations request of$49,856,000 for Fiscal Year 2017-
18, and authorizing city staff to prepare plans and specifications to advertise for construction
bids for the projects under this program. (Justin Lovell, Public Works Administrator)
2a. Resolution approving the Capital Improvement Program (CIP) for fiscal years 2017-

Public Works Administrator Lovell presented a PowerPoint summarizing the Capital Improvement
Program for fiscal years 2017-19.
Mayor Gupta stated the Council had received an overview of the CIP Program, it had been reviewed
and approved by the Planning Commission and he and Vice Mayor Normandy had reviewed the
program.
Councilmember Garbarino asked if control plant recoating was part of scheduled maintenance.
Public Works Administrator Lovell explained that it should be done on a regular basis.
Councilmember Garbarino asked the status of the grade separation at South Linden. City Manager
Futrell stated the Council had approved the MOU with San Bruno and the design phase had started.
Councilmember Addiego asked when the Council would consider the pool project. City Manager
Futrell explained the upcoming community outreach. Councilmember Addiego asked if the Council
had settled on the location for the pool. He stated he would prefer having a pool on both sides of
town instead of one location. Councilmember Matsumoto discussed use of the pool by seniors. City
Manager Futrell suggested a study session with Council in the near future.
Councilmember Matsumoto discussed the need for traffic calming. She stated she did not think stop
signs were effective and requested staff look at installing speed bumps in some neighborhoods.
Councilmember Garbarino discussed diversion of traffic onto Avalon Drive and speeding issues.
Public Works Director Kim stated the Avalon Traffic Calming Study would determine options.
Councilmember Matsumoto requested priority be placed on the bleachers at Memorial Park. Public
Works Administrator Lovell stated bleacher replacement was included.
Vice Mayor Normandy asked if an additional allocation was necessary for further traffic calming
study. Public Works Administrator Lovell stated an allocation would be required for installation of
the solutions. Public Works Director Kim stated the study was anticipated to be complete within
two months.
Mayor Gupta concurred with the comments made by the other councilmembers. He discussed the
positive financial state of the City and ability to deliver quality projects. He asked if the CIP budget
came from the Enterprise Funds. Public Works Administrator Lovell explained that sewer projects
were covered by the Sewer Enterprise Fund. He explained the use of loans with repayment from the
Enterprise Fund. Mayor Gupta discussed the need to approach traffic discipline in the City.
