PROCEEDINGS: Call to Order: 6:02 pm by Chairperson Woo. Chair Comments: None. Agenda Review: Order of items 2&3 switched.

Public Comments: None. Approval of Minutes: Minutes of September 6, 2017 were not approved due to suggested changes by Committee Member O’Neill. ADMINISTRATIVE BUSINESS:
1) Brown Act Presentation by: Assistant City Attorney Lindsay D’Andrea Lindsay provided a brief overview on the Brown Act and how it applies to the BPAC. Under
the Brown Act, meetings of legislative bodies shall be open in public and the Majority may
not, outside a noticed meeting, discuss, deliberate, or take action on any item of business.
Lindsay presented the requirements of the Brown Act what could be determined as a violation.

The best practice for the committee is to check with Attorney’s office when questions of
agenda items arise. If a member of the committee finds an article they want to pass on the rest
of the committee, it should be sent to the Secretary for distribution, not as an email where
everyone can “reply all”. Any material the committee sees in preparation for the meeting needs to be available to the public as well. Lindsay reminded the members that their charge as
an advisory committee is to make recommendations.
2) Update on Oyster Point Development Public Realm Improvements Presentation by: South San Francisco Planner Billy Gross
Billy Gross shared there is an Oyster Point Development application that is asking for
residential development for Phases 3 & 4. The application will be reviewed by all applicable
advisory committees for input prior to entitlement hearings.
James Corner Field Operations Senior Principal Richard Kennedy presented the continuation
of the Phase 1 Oyster Point Development in the northern area. Mr. Kennedy’s team had been
working off of the 2011 Precise Plan and explained the current 2017 plan to the committee.
In the new plan, the team is proposing two phases of residential development and a northern phase of residential development, which would create a more mixed-use community. Bike
lanes and generous, wide pedestrian connections are in the design to bring dynamic
connectivity and access to the area.
The committee discussed the proposed improvements, and was of the opinion that the project would be in compliance with the Pedestrian Master Plan and the Bicycle Master Plan.
3) Bike Legislation, AB 1103 Stop as Yield Bill
Cassandra received an email from Walt Seifert of Sacramento Trailnet which asked the BPAC to consider support for AB 1103, bipartisan legislation that would allow bicyclists to
treat stop signs as yields. Mr. Seifert believes the legislation will increase bicyclists’ safety,
improve bicyclists’ renegade image, allow bicyclists to follow the laws of physics related to
momentum and balance, minimize unclipping and clipping, ease traffic flow, encourage bicycling, limit arbitrary enforcement, increase respect for the law, allow law enforcement to focus on dangerous behavior, and gather California data to confirm the 35 years of positive
experience in Idaho.
The committee reviewed and discussed Mr. Seifert’s PowerPoint presentation. Per Billy Gross, staff will look into the legislation further and report back to the committee.

COMMITTEE COMMENTS:

• Cassandra and Natalie received community comments at South San Francisco’s recent
Concert in the Park which will be added to the next agenda. She said the bike share company Spin gave out helmets and City Manager Mike Futrell asked them to introduce their company to the concert attendees. Limebike shared they would be reaching out to a
local high school and Cassandra suggested to Spin they should team up with Limebike to
promote their company and mission as well.
• Cassandra would like to recruit a new member to bring the headcount back up to 7
members. Cassandra asked the staff to have Krista Martinelli send this out with her
recruitment notices.
• Cassandra attended a recent San Bruno BPAC meeting and learned the city is installing
new bike racks. San Bruno would like to see South San Francisco’s dock-less bike share
program data before they go forward with implementing it in their city.
• Cassandra brought up if an event sub-committee should be formed for coordination of City events. This topic will be added to the next agenda.
• Emma Shlaes from the Silicon Valley Bicycle Coalition passed on to Cassandra that BART is looking for people from San Mateo County to join their Bicycle Task Force
which is similar to BPAC. The BART Bicycle Task Force generally meets the first
Monday of every other (even number) month in Oakland at the 1750 Broadway (across
the street from the 19th St/Uptown Bike Station). The meetings, which begin at 6:00
p.m., are open to the public.
STAFF COMMENTS:
Tony Rozzi Tony asked the committee members to sign the Safe Routes to Schools support letter for Martin
Elementary.
