Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting to be held at: MUNICIPAL SERVICES BUILDING COUNCIL CHAMBERS 33 ARROYO DRIVE SOUTH SAN FRANCISCO, CA WEDNESDAY, NOVEMBER 20, 2017 6:00 p.m. CALL TO ORDER TIME: 6:01 p.m. ROLL CALL PRESENT: Councilmembers Addiego, Garbarino, Matsumoto, Vice Mayor Normandy and Mayor Gupta. ABSENT: AGENDA REVIEW None. PUBLIC COMMENTS None. ADMINISTRATIVE BUSINESS None. 1. Report regarding selection of the preferred Community Civic Campus project site plan. (Marian Lee, Assistant City Manager) Assistant City Manager Lee presented the staff report regarding selection of the preferred Community Civic Campus Project Site Plan Options and recommended that Council review the presentation and identify a preferred plan. Council's guidance would serve as the basis for design to be developed in 2018 and the Master Architect service Agreement. She advised a modified version of the presentation had been shared with the Measure W Standing Committee of the City Council. She then began the PowerPoint presentation which depicted and described the three (3) primary options for the site plan. Option A was displayed. It included surface parking and would come at an estimated cost of roughly $157 million. Option B utilized structured parking in a facility that would be placed next to the Police Department. Option B had an estimated cost of $173 million. Option C included underground parking and would cost roughly $172 million as some of the parking would have to be placed above ground yielding a lower overall project cost estimate. In response to an inquiry from Councilman Addiego, Assistant City Manager Lee advised that staff recommended that the City not release certain land adjacent to the planned facility for development as shown on Option C. It was recommended that this property be utilized for the new Police Department. Councilman Addiego stated that having an understanding of the value of the affected property was necessary to make a decision. Assistant City Manager Lee advised she could perform the calculation regarding the land valuation and provide the information to Council before the end of the hearing. She then closed the PowerPoint presentation by advising that staff did not have a strong recommendation related to any option and trade- offs would come with the ultimate selection. For example: 1) Surface parking, as depicted in Option A, would take up land and minimize open space, but is less expensive; 2) Structured parking frees up land, yielding more open space, but costs more. Accordingly, Council would need to examine the need for open space. In this regard she stated staff s belief that there is a shortage of open space in the area. Accordingly, planning for open space would be important to this project and future developments in the City generally. Regarding the difference between Options B and C — underground versus above ground structured parking- both options had similar projected costs. Option B does not yield the opportunity to have a separate location for Police Parking, which might create security challenges. In Option C, separate parking for the Police Department and the public was possible. Mayor Gupta queried whether the planned open space in Options B and C were the same. Assistant City Manager Lee advised Option B had the most open space. In response to a question from Councilman Garbarino, Assistant City Manager Lee advised the parking structure depicted in Option B would require Parks and Recreation and Library patrons to cross Antoinette Lane after parking their cars in the structure. Councilman Garbarino commented this might be challenging for disabled members of the public. Assistant City Manager Lee advised all pedestrian paths would be accessible. Assistant City Manager Lee continued her presentation by advising that Option B was selected for environmental review, because if that option passed the remaining two (2) would also pass. The review had already cleared the Planning Commission and was scheduled for Council's hearing at its December 13, 2017 Regular Meeting. She then reviewed the funding plan assuming a cost of $159 million to finance Option A. If Options B or C were to be selected, additional funds of roughly $12 to 14 million would be required. Assistant City Manager Lee reminded Council the cost estimates for the project were conceptual in nature. Architectural drawings had not been prepared and the unit cost numbers were based only on estimates. SPECIAL CITY COUNCIL MEETING NOVEMBER 20, 2017 MINUTES PAGE 2 In response to a question from Mayor Gupta regarding funding the Option B and C shortfalls, Finance Director Lee advised of other options, including grants, donations, foundations and park fees. He further advised of options related to bonding capacity. Councilwoman Matsumoto stated the need for open space was great and voiced her support for Option B, including a structured garage. She stated there was one shot at getting this right and would be important to find a way to fund the shortfall. Vice Mayor Normandy expressed concern about funding options B or C. She noted the shortfall was likely to increase further given cost escalation. Councilman Garbarino stated that while he was not keen on the idea of the parking structure across the street from the Recreation and Library facilities he favored open space and was leaning towards Option B. Regarding Option C, he did not like the vacant parcel of land in front of the Police Station. Councilman Addiego stated support for Option A, acknowledging the need for open space, but noting funding concerns. He queried the height of the planned parking structure. Assistant City Manager Lee advised the structure was planned for three (3) feet, but a fourth (4t') level could be accomplished to accommodate secure parking for the Police Department. Councilman Addiego commented that despite the expense tied to open space, Council needed to think beyond current generations. He offered the current City Hall at 400 Grand Avenue as an example of longevity and hoped this new facility would have the same iconic status. Councilwoman Matsumoto queried the movement of Human Resources off of the Civic Campus site. City Manager Futrell stated the decision to move Human Resources off of the Civic Campus site had not been decided, however, space at the planned location was becoming tight. Mayor Gupta spoke in strong support of the structured parking option. He commented on recent ABAG reports showing the need for open space. He further believed the open space options provided the flexibility to build new facilities on the site as community needs changed and emerged. Given the significance of this project to current and future residents, the Mayor believed it was important to find a way to fund the open space options. Assistant City Manager Lee advised that the value of the land depicted in Option C and adjacent to the Police Station was roughly $2 million. At the request of Mayor Gupta and Vice Mayor Normandy, Councilmembers specified their preferred Option, with a majority of the Council selecting Option B as follows: Option A: Councilman Addiego and Vice Mayor Normandy; Option B: Councilmembers Matsumoto and Garbarino and Mayor Gupta; Option C: None. Report regarding a resolution authorizing the City Manager to execute a Memorandum of Understanding allowing the Parks and Recreation Department to install a scoreboard at Callero Baseball Field, located at the South San Francisco Unified School District's Baden School campus, and authorizing the acceptance of the in -kind donation and installation of a new scoreboard by the International Brotherhood of Electrical Workers Local 617. (Sharon Ranals, Director, Parks and Recreation) 2a.Resolution No. 148 -2017 authorizing the City Manager to execute a Memorandum of Understanding allowing the Parks and Recreation Department to install a scoreboard at Callero Baseball Field, located at the South San Francisco Unified School District's Baden School campus, and authorizing the acceptance of the in -kind donation and installation of a new scoreboard by the International Brotherhood of Electrical Workers. Item 2: Councilwoman Matsumoto queried maintenance of the scoreboard noting the International Brotherhood of Electrical Workers Union was funding the scoreboard but that the City would maintain it. Parks Manager Mediati advised the maintenance function was pursuant to the 2008 MOU with the South San Francisco Unified School District and was not modified by this agreement. Motion — Councilman Garbarino /Second — Councilman Addiego: to approve the Consent Calendar. Unanimously approved by roll call vote.
