CALL TO ORDER:
Vice Mayor Green called the meeting to order at 7:30 p.m.

PRESENTATIONS
Update on Community Preservation Task Force - Safety Inspectors Tom Carney and
Lisa Garcia provided background information on the Task Force, its accomplishments,
current projects and proposed activities related to neighborhood clean-ups. Ms. Seana
O'Shaughnessy thanked Council for the opportunity for Re-Building Together (formerly
Christmas in April) to partner with the City.
Proclamation in Support of the California Arts Council - Councilman Garbarino
presented the proclamation to Cultural Arts Commission Chair Alicia Gonzalez.

PUBLIC COMMENTS
No changes.
Mr. Frank Greco, South San Francisco resident, stated his frustration with the proposed Habitat
for Humanities project at 440 Commercial Avenue. He stated that the project will take away a
much needed parking area for the neighborhood as well as a green spot where neighborhood
children play. (Letter and photo display were submitted to Council.)
Vice Mayor Green suggested Mr. Greco make his presentation to the Planning Commission and
present the photo display at that time. City Manager Wilson informed Council that although
Habitat's proposal is for four units, which is the maximum that the zoning will allow, the City is
a party to the project and reducing the number of units will be explored.
City Manager Wilson stated that the petition, previously submitted to his office, will be
forwarded to the Planning Commission.
ITEMS FROM COUNCIL
Appointment of Library Board Member John C. Baker to the Peninsula Library System
Advisory Board
Motion-Femekes/Second-Garbarino: To appoint Library Board Member John C. Baker to
the Peninsula Library System. Approved by voice vote. Absent: Mayor Matsumoto.

Councilmembers reported on attendance at community events, announced upcoming events
and fundraisers, and acknowledged members of the community for their contributions.
As a follow-up to Vice Mayor Green's request, Councilman Femekes asked that the Police
Department conduct a survey of the usage at the South San Francisco BART station parking
garage and that the public meetings be scheduled to discuss the preferential parking areas
and obtain feedback on whether the program is still necessary to enforce.
Councilman Garbarino reported that on September 23, 2004 there is a TDA workshop to
look at countywide paving projects for federal funding. He suggested that staff forward the
list of potential projects to Rich Napier at C/CAG.
Councilman Gonzalez reported that he attended the League of California Cities Bay Area
press conference that was held to announce the endorsement of the Governor's budget
recommendation that will stop the flow of cities taxes within two years. He attended
meetings of the Domestic Violence Council and the Water Transit Advocates of San Mateo
County, which is supporting Measure A.
Vice Mayor Green announced that the meeting is being adjourned in memory of former
President Ronald Reagan and that a page for the Condolence Book for the Ronald Reagan
Library is available for signing in the City Clerk's office.
CONSENT CALENDAR
1. Motion to confirm expense claims of June 9, 2004 in the amount of $1,278,019.30

Motion to adopt Ordinance No. 1342-2004, amending: a) SSFMC Chapter 20.06
"Definitions" to modify the definition of"Laundry Services" use type and to create a
new definition for "Linen Supply Services" use type; and b) Chapter 20.22 "C-1 Retail
Commercial District Use Regulations", and Chapter 20.30 "M-1 Industrial Use
Regulations" to include "Linen Supply Services" as a permissible commercial use type
subject to approval of a conditional use permit, in accordance with Chapter 20.87
"Amendment Procedure"
Motion to adopt Ordinance No. 1343-2004, amending SSFMC Chapter 3.12 to
implement Council-approved position title additions, deletions, and/or changes

Resolution No. 49-2004, approving the employer pick-up pre-tax payroll deduction plan
for service credit purchases (Contribution Code 14)
5. Resolution No. 50-2004, certifying the City Treasurer's Investment Policy for FY 2004-05

Resolution No. 51-2004, authorizing the filing of an application for Federal
Transportation Program funding for the Grand Avenue Rehabilitation Project and
committing the necessary non-federal match for the project and stating the assurance to
complete the project
Resolution No. 52-2004, awarding an engineering contract to Korve Engineering Inc.,
for the Airport Boulevard Arterial Operations Analysis Report in the amount of $29,505
8. Acknowledgement of proclamation issued: Scleroderma Awareness Month, 6/1/04
Motion-Gonzalez/Second-Garbarino: To approve the Consent Calendar as submitted.
Approved by voice vote. Absent: Mayor Matsumoto.
ADMINISTRATIVE BUSINESS
Motion to approve recommendation from Parking Place Commission to approve an
application to grant petitions filed for annexation into Parking District #1 by William,
Elise and Marisa Borba for properties at 196-214 Airport Boulevard and by the City of
South San Francisco for properties located at 178-190 Airport Boulevard
Staff report presented by Assistant City Manager Van Duyn.
Vice Mayor Green asked for clarification regarding potential parking spaces on 100
block of Baden Avenue and Assistant City Manager Van Duyn responded that the area
is included to even out the boundaries as part of the right-of-way, and that the area is not
conducive for parking meters.
Motion-Fernekes/Second-Garbarino: To approve recommendation from Parking Place
Commission to approve an application to grant petitions filed for annexation into
Parking District #1 by William, Elise and Max/sa Borba for properties at 196-214
Airport Boulevard and by the City of South San Francisco for properties located at 178-
190 Airport Boulevard. Approved by voice vote. Absent: Mayor Matsumoto.

Resolution approving specified fees and approving an amendment to the Master Fee
Schedule to incorporate those fees
Staff report presented by Assistant Finance Director Woo.
Fire Chief White responded to questions regarding the paramedic fee increase and, as
directed by Council, the fees are kept 10% below the AMR rate.
Mofion-Gonzalez/Second-Garbarino: To approve Resolution No. 53-2004, approving
specified fees and approving an amendment to the master fee schedule to incorporate
those fees. Approved by voice vote. Absent: Mayor Matsumoto.
