No changes.
Mr. Tom Fourie, president of the South San Francisco Host Lions Club, explained their
volunteer work in the community and announced that the club was chosen as the top Lions Club
in San Francisco and San Mateo Counties. Mayor Matsumoto presented Mr. Fourie with a
Certificate of Recognition.

Councilmembers reported on attendance at community events, announced upcoming events and
fundraisers, and acknowledged members of the community for their contributions.
Councilman Fernekes reported that he met with the Day in the Park sub-committee
(Matsumoto/Femekes) and the activities for September 18 were outlined.
Councilman Gonzalez attended the Gene Mullin Employee Training Forum in San Mateo
County.
Mayor Matsumoto announced that Police Corporal Zimmerman is being assigned to Baghdad
and wished him a safe return.
CONSENT CALENDAR
1. Motion to approve the minutes of May 6, 19 and corrected minutes of May 12, 2004
2. Motion to confirm expense claims of May 26, 2004 in the amount of $2,511,422.59

Motion to adopt Ordinance 1340-2004 amending the City of South San Francisco Zoning
Map to change the land use designation of 116 Beacon Way from Planned Industrial (P-I)
to Planned Commercial (P-C) Zone District
Motion to adopt Ordinance 1341-2004 amending the City of South San Francisco Zoning
Map to change the land use designation of 178 Starlite Street from planned commercial
(P-C-L) to Mixed Industrial (M-l) Zone District

Resolution No. 43-2004 authorizing acceptance of grant funds from the Peninsula
Partnership in the amount of $8,780, and from Los Cerritos Elementary School in the
amount of $500 to support library programs
o
Resolution No. 44-2004 requesting the San Mateo County Flood Control District as the
funding mechanism to support the countywide NPDES program
Resolution No. 45-2004 accepting dedication of the debris basins and access roads in the
Terrabay development from the County of San Mateo
o
Resolution No. 46-2004 awarding a construction contract to Golden Bay Construction
Inc. for the West Orange Avenue Intersection Improvements Project in the amount of
$133,020.40

Consideration of amending Chapter 20.125, Inclusionary Housing, clarifying standards
for income limits, imposing fines for non-compliance, modifying the right of first
refusal and making other consistent administrative changes; waive reading and introduce

Mingu Fang provided background information on the project that she plans to construct
on 2nd Street and why the Inclusionary Housing Ordinance should not apply to her and
her family. Mayor Matsumoto questioned if Ms. Fang was asking for an exception to the
ordinance and Ms. Fang confirmed that she was because she was not a developer and
could not afford to adhere to the ordinance. City Attorney Mattas explained that there are
alternative ways to comply with the ordinance and City Manger Wilson suggested that
she continue to work with the Planning Department.
Assistant City Manager Van Duyn suggested that the applicant can keep the below
market unit for her family members.

Motion-Gonzalez/Second-Garbarino: to waive reading and introduce an ordinance
amending Chapter 20.125, Inclusionary Housing, clarifying standards for income
limits, imposing fines for non-compliance, modifying the right of first

Consideration of Zoning Ordinance Text Amendment to: a) amend SSFMC Chapter
20.06 "Definitions" to modify the definition of "Laundry Services" use type and to create
a new definition for "Linen Supply Services" use type; and b) to amend Chapter 20.22
"C-1 Retail Commercial District Use Regulations", and Chapter 20.30 "M-1 Industrial
Use Regulations" to include "Linen Supply Services" as a permissible commercial use
type subject to approval of a conditional use permit, in accordance with Chapter 20.87
"Amendment Procedure"; waive reading and introduce an ordinance

Motion-Femekes/Second-Green: to waive reading and introduce ordinances a) amending
SSFMC Chapter 20.06 "Definitions" to modify the definition of"Laundry Services" use
type and to create a new definition for "Linen Supply Services" use type; and b)
amending Chapter 20.22 "C-1 Retail Commercial District Use Regulations", and Chapter

ADMINISTRATIVE BUSINESS
12. Approval of FY 2004-05 budget:

a) Resolution approving the operating budget for the City of South San Francisco for FY
2004-05 and appropriating the corresponding funds
Staff report and visual presentation given by Finance Director Steele.
Mayor Matsumoto asked if there would be an impact on the City since funds were
shifted from Redevelopment funds. Finance Director Steele responded that the
Redevelopment funds are doing well and can endure the impact for the next few
years.
Motion-Gonzalez/Second-Femekes: To approve Resolution No. 47-2004 approving
the operating budget for the City of South San Francisco for FY 2004-05 and
appropriating the corresponding funds. Unanimously approved by voice vote.
b) Resolution modifying certain sections of the master fee schedule for FY 2004-05

c) Resolution approving classification descriptions, adjustments to salary schedules,
and/or unit designations
Staff report presented by Human Resources Director Bower
A discussion ensued regarding the salary changes and re-classifications of the new
positions.
Councilmember Gonzalez stated that he is in favor of the salary increase, but not at
this time due to budget restrictions.
Motion-Garbarino/Second-Femekes: To approve Resolution No. 48-2004 approving
classification descriptions, adjustments to salary schedules, and/or unit designations.
Mayor Matsumoto stated for the record that her issues were to understand the
reasoning for the classification compensations.
Approved by the following vote: AYES: Councilmembers Femekes and Garbarino,
Vice Mayor Green and Mayor Matsumoto. NOES: Councilmember Gonzalez.
ABSTAIN: None. ABSENT: None.
d) Motion to waive reading and introduce an ordinance amending SSFMC Chapter 3.12
to implement Council-approved position title additions, deletions, and/or changes

Motion-Femekes/Second-Green: To waive reading and introduce an ordinance
amending SSFMC Chapter 3.12 to implement Council-approved position title
additions, deletions, and/or changes. Unanimously approved by voice vote.

COUNCIL COMMUNITY FORUM
Councilmember Green questioned why the parking permits are still being enforced since BART
no longer charges parking fees. He suggested that they be removed and replaced with speed
limit signs. Chief Raffaelli gave a brief explanation as to why the program was initiated and
suggested that an assessment of the community be made before any changes are done, and that
an amendment to the ordinance would be necessary.
