Study Session: Next steps for implementing a new billboard tax and a transient occupancy
tax increase
Staff report presented by Finance Director Steele.
Mr. Jay Singh, hotel manager for Sheraton Four Points and Holiday Inn, speaking on behalf
of the South San Francisco hotel industry, stated his concerns regarding the proposed 1%
increase in the transient occupancy tax and reported that the hotel industry is currently
facing negative growth and other challenges. He discussed the wholesale rates that are
negotiated with the airlines and contended that the overall tax rate (9%+$2.50) will drive
business to competitors.
Councilmembers concurred that the decision to increase the TOT will be made by the
voters. Council further agreed to go forward with the 8% billboard tax on gross receipts.
Director Steel and City Attorney Mattas clarified that the two issues will be separate ballot
measures. Council agreed that the purpose of both taxes is to fund public safety, library,
parks and street maintenance.
City Attorney Mattas advised Council that staff will come back on July 28th with the formal
documents to place both matters on the November ballot.
Motion-Gonzalez/Second-Femekes: To direct staff to return on July 28th with two ballot
measures to place before the voters (a special tax ballot measure increasing the transient
occupancy tax by 1% and imposing a 8% gross receipts tax on the specified billboards) and
that the funds generated by both of these taxes will be a special tax dedicated to uses as
specified in the staff report. Unanimously approved by voice vote.
