HomeMy WebLinkAboutMinutes 2004-06-23 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING WEDNESDAY, JUNE 23, 2004 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:30 p.m. (Cassette Tape No. 1) ROLL CALL: Present: Councilmembers Garbarino and Gonzalez and Mayor Matsumoto Absent: Councilmember Fernekes and Vice Mayor Green PLEDGE OF ALLEGIANCE: Led by Mayor Matsumoto INVOCATION: Rev. Tate Crisp, Good News Chapel PRESENTATIONS Weed Abatement Program Update - Paramedic/Firefighters Paule Medeiros and Tim Maguire gave a visual presentation on the Wildland Fire Prevention Program. They explained the program, why it is necessary and clarified what would happen if the residents do not comply with the Municipal Codes. Annual Jack Drago Cultural Arts Scholarship - Cultural Arts Commission Chair Gonzalez introduced Reina Victoria as the recipient of the Annual Jack Drago Arts Scholarship for her participation in Ballet. Mayor Matsumoto presented her with a Certificate of Recognition. Soundwall Update - Public Works Director John Gibbs explained when construction would commence, the duration of time that it would take to complete, and why it has taken time to finalize the project. The following speakers voiced their views on the Soundwall which included: protection from noise, sleep deprivation, length of the wall, and safety from vehicles using Sister Cities Boulevard: Tom Carney, 66 Randolph Ave. Jessarla Orozco, 86 Randolph Ave. Nancy Rodriquez, 102 Randolph Ave. Jose Recinos, 74 Randolph Ave. Antonio Rodriquez, 102 Randolph Ave. Veronica and Angel Morales, 100 Randolph Ave. Cesar and Carlos Rodriquez, 132 A Street, explained that the sewer at the intersection of A and First Streets overflows every winter and that all of the houses in the neighborhood are affected. They are requesting a permanent solution to the problem. Report on Fourth of July illegal fireworks law enforcement activities -Police Chief Mark Raffaelli and Fire Chief Phil White explained what their departments are doing to ensure compliance with the renewed city ordinance. They pointed out that both fire and law enforcement will increase their patrols, confiscation, and citations between June 26 and July 5 and reminded the public that fireworks are illegal in South San Francisco. ITEMS FROM COUNCIL · Announcements · Committee Reports Councilman Garbarino reported that he attended the League of California Cities Conference and recommended the public call 511 or check the website www.511 .org for the latest Bay Area Bicycle Guides. Councilman Gonzalez attended the Water Transportation Authority Advisory Committee meeting and the Economic Vitality Conversation meeting. He also reminded the public that bridge tolls will be increased to $3.00. Mayor Matsumoto thanked the Cultural Arts Commission for sponsoring Poetry Night. She appointed Councilmen Garbarino and Gonzalez to a sub-committee to review the City Manager's contract. CONSENT CALENDAR 1. Motion to approve the minutes of May 26 and June 9, 2004 2. Motion to confirm expense claims of June 23, 2004 in the amount of $2,866,730.53 o Ordinance No. 1344 -2004 amending Chapter 20.125, Inclusionary Housing, clarifying standards for income limits, imposing fines for non-compliance, modifying the right of first refusal and making other consistent administrative changes Resolution No. 54-2004 amending FY 2004-05 capital improvement budget for the Mitchell Avenue Rehabilitation Project in an amount not to exceed $180,000 o Resolution No. 55-2004 authorizing acceptance of funds from Henry Cristopherson for a Revivant CPR Board in the amount of $14,000 REGULAR CITY COUNCIL MEETING JUNE 23, 2004 MINUTES PAGE 2 o Resolution No. 56-2004 approving Fiscal Year 2004-05 interim funding for the South San Francisco Conference Center Acknowledgement of proclamations issued: Francisca deLarios Hansen, June 2, 2004, and Flag Day, June 8, 2004 Motion-Garbarino/Second-Gonzalez: To approve the Consent Calendar, as submitted. Approved by voice vote. Absent: Councilmember Fernekes and Vice Mayor Green PUBLIC HEARING o Consideration of approving the use of the tax increment generated by the Downtown/Central Redevelopment Project Area to pay for debt service on the South San Francisco Conference Center site acquisition Public hearing opened. City Manager Wilson announced the Redevelopment Agency Item #4 would be heard concurrently. Staff report presented by Finance Director Steele. Public hearing closed. Motion-Garbarino/Second-Gonzalez: To approve Resolution No. 57-2004, approving the use of the tax increment generated by the Downtown/Central Redevelopment Project Area to pay for debt service on the South San Francisco Conference Center site acquisition. Approved by voice vote. Absent: Councilmember Fernekes and Vice Mayor Green COUNCIL COMMUNITY FORUM Councilman Garbarino announced that he attended the Badge Ceremony for Fire Chief White and congratulated him. Councilman Gonzalez also attended the Badge Ceremony, the sewer meeting with Mayor Matsumoto and thanked the Police Department for all of their hard work. Mayor Matsumoto also congratulated Chief White on his appointment and apologized for not attending.
