Day in the Park Update - Recreation and Community Services Director Sharon Ranals
gave a visual presentation on the successful September 18, 2004 event.
Introduction of New and Promoted City Employees - City Manager Nagel introduced
the new Executive Assistant to the City Manager, Irene Soto. Fire Chief White
introduced new employee Fire Safety Inspector Mike Lantier and promoted employees
EMS Coordinator Brad Setterlund, Captains Steve Mann and Art Mosqueda, and
Battalion Chiefs Tom Azzopardi and Bob Green. Police ChiefRaffaelli introduced new
police officers Janel Perez, Jesse Ledesma, Chris Devan, Christine Wesselius, and
Robby Chon, Records Clerk Annette Lapuyade, and recently promoted Captain Mike
Massoni.

Councilmembers reported on attendance at community events, announced upcoming events and
fundraisers, and acknowledged members of the community for their contributions.
Councilman Garbarino reported on the recent school liaison committee (Garbarino/Gonzalez)
meeting to review the existing terms of the (tax increment) agreement. He stated the item is
under review and another meeting is scheduled for next week. The committee also discussed
partnering for the development of school district surplus property, but the offer was rejected by
the school district committee members (Damonte/Hoch).
Mayor Matsumoto read a prepared statement regarding Ballot Measure J, business license tax
on commercial billboards, explaining Council's rationale for proposing the ballot measure.

Motion to approve the minutes of September 15, 22, and 30, 2004
Motion to confirm expense claims of October 13, 2004 in the amount of $5,713,715.98
Resolution No. 100-2004, accepting $67,500 in grant funding received from the State of
California Business, Transportation & Housing Agency made available through the
Office of Traffic Safety and amending the 2004-2005 Operating Budget
Resolution No. 101-2004, accepting agreements with the South San Francisco Chapters
of the Confidential Unit, Teamsters Local 856; International Union of Operating
engineers, Local 39; International Association of Firefighters (IAFF), Local 1507; the
South San Francisco Police Association, the Public Safety Managers Unit, the Mid-
Management Unit and the Executive Management Unit for PERS Fresh Start program
Resolution authorizing agreement and memorandum of understanding with American
Federation of State, County and Municipal Employees Local 1569 related to Fresh Start
program

Motion to accept Greendale Drive and Mitchell Avenue rehabilitation projects as
complete in accordance with plans and specifications
Motion to accept parcel map dedicating public street (McLellan Drive) and public use
easements from Fairfield South San Francisco, LLC
Resolution No. 102-2004, authorizing the payment of $352,150 to the County of San
Mateo for the installation of 240 linear feet of 48" HDPE pipe across the Colma Creek
Channel
Acknowledgement of proclamations issued: Earsie Johnson, 10/1/04 and Frances
Luster, 10/7/04
Motion-Gonzalez/Second-Green: To approve the Consent Calendar, with the exception of
Item No. 5. Unanimously approved by voice vote.

Motion to waive reading and introduce an ordinance repealing SSFMC Chapter 18,
Section 18.04, Transportation System Management Program
Staffreport presented by Chief Planner Sparks.
Mayor Matsumoto questioned the status of projects that were approved under the TSM
program and Chief Planner Sparks stated that those projects will now be handled by the
Transportation Demand Program.
Motion-Fernekes/Second-Garbarino: To waive reading and introduce an ordinance
repealing Chapter 18.04 of the South San Francisco Municipal Code, "Transportation
System management Program". Unanimously approved by voice vote.
COUNCIL COMMUNITY FORUM
Councilman Gonzalez urged the public to vote on November 2 and Councilman Garbarino
announced that the regional ride share program is advertising for a part-time employee to
coordinate the bicycle program
CLOSED SESSION

a) Pursuant to Government Code Section 54957.6 conference with Labor Negotiator
Bower for employee bargaining unit AFSCME, Local 1569
b) Pursuant to Government Code Section 54956.9(a), conference with legal counsel -
existing litigation, Costco v. City of South San Francisco; and
