NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of
California, the City Council of the City of South San Francisco and the South San Francisco Unified School
District will hold a Joint Meeting on Friday, March 23, 2018, at 3:00 p.m., in the City Hall Conference Room,
400 Grand Avenue, South San Francisco, California.

Call to Order. TIME: 6:30 p.m.
Roll Call. PRESENT: Trustees Lucy and Lujan, and
Councilmembers Addiego and
Gupta.
Public Comments.
None.
1. Motion to Approve the Minutes of the meeting of September 6, 2016.
Motion – Trustee Lucy/Second – Councilmember Addiego: to approve the Minutes of the meeting of
September 6, 2016. Unanimously approved.
2. Update from the City on childcare expansion. (Sharon Ranals)
Parks and Recreation Director Sharon Ranals discussed the waiting lists for childcare programs. She
stated the $250,000 increase would cover costs and allow for full participation in childcare.
Councilmember Addiego asked if the School District had provided additional space. Superintendent
Moore stated the use of existing space and additional space made it possible to accommodate the
waitlist children. Councilmember Addiego suggested the Mayor and President of the Board prepare a
joint announcement. Mayor Gupta concurred and suggested the theme of the spirit of cooperation for
the children.
Parks and Recreation Director Ranals discussed the need to expand the license and hire staff.

Superintendent Moore stated they were waiting for approval prior to notifying the families.
Trustee Lucy suggested notifying the parents on June 29, following Board approval.
Trustee Lujan suggested a message of hearing the concern and working together to resolve it.
Mayor Gupta asked the future needs to meet the demand. Parks and Recreation Director Ranals
stated the current solution met the needs of the current year.
3. Ponderosa School Playground. (Mike Futrell, City Manager)
City Manager Futrell stated Councilmember Garbarino had requested the matter be raised and
introduced the item.
Trustee Lucy discussed the Board’s consideration of the matter following approval of Measure J.
Superintendent Moore discussed the agreement to split the cost with PTA.
In response to Councilmember Addiego, Trustee Lucy stated the Board had determined the existing
equipment was appropriate.
Councilmember Addiego explained that residents had contacted Councilmember Garbarino. He
stated he was willing to partner with the PTA. Trustee Lucy concurred with a partnership between
the City, Board and PTA.
Trustee Lujan explained concern over the kindergarten playground and remodel with swings, which
were now not desired by the parents.
Dr. Moore stated the parents and teachers selected the playground and then determined, after
installation, as she was informed, that it was not wanted.
Councilmember Addiego suggested visiting the site to understand what was there.
Trustee Lucy stated they wanted a bigger play structure with less swings.
Mayor Gupta suggested the project be paid by the School District, parent group and City.
Trustee Lucy suggested bringing the matter up to the Board and obtain a quote.
Mayor Gupta asked if the playground would be available to the residents. Trustee Lucy stated the
playground was behind locked gates.
Councilmember Addiego and Mayor Gupta agreed to tour the area.

4. Revisit the STEM Summer School Program. (Sharon Ranals)
Parks and Recreation Director Ranals presented the staff report and requested a survey to determine
interested families in half day summer school with full day care.
Superintendent Moore discussed the proposed programs and interest in STEM with after care
extension.
Superintendent Moore stated a formal proposal could be presented in November or December. She
explained the Big Lift program through San Mateo County Library. She stated the next step was to
collaborate on survey questions.
Superintendent Moore discussed grant funding and the partnership with Opterra Energy. She
discussed the free lunch program at Title 1 sites.
5. Update on Biotechnology Steering Committee. (Mayor Gupta)
Mayor Gupta announced that Pat Murray would be the new representative on the steering committee
and welcomed the opportunity to work with her. He suggested utilizing the steering committee to
attract new biotechnology companies and requested help from the School District. Councilmember
Addiego concurred.
6. Update on use of Community Benefit Funds for field improvements. (Sharon Ranals)
Parks and Recreation Director Ranals provided an update on use of funds and requested direction on
priorities. City Manager Futrell suggested the committee vet the proposals. Parks and Recreation
Director Ranals stated a consultant would be necessary to obtain estimates.
Trustee Lucy stated the Board needed to determine priorities.
Parks and Recreation Director Ranals anticipated the field renovation at Buri School would be very
expensive.
Councilmember Addiego asked the intended purpose at Parkway Heights. Trustee Lucy stated multi-
use was anticipated.
Parks and Recreation Director Ranals estimate the cost for a consultant would be $10,000. She
discussed the Orange Park Fields Project, cost estimates for natural and artificial turf and suggested
use of the funds for artificial turf on the varsity field. She explained the cost of the proposed project.
Mayor Gupta requested the cost estimates be provided to the Committee.
