· Halloween Safety - Fire Chief Phil White and Police Chief Mark Raffaelli gave suggestions
to ensure the safety of children on Halloween.

Mrs. Barbara Irli, resident, announced Our Redeemer's Lutheran Church's upcoming fundraiser,
Harbor Lights 2004, benefiting Safe Harbor Shelter on November 18, 2004, at the South San
Francisco Conference Center.
Mr. Rick Gomez, resident, reminded everyone to vote on November 2 and to vote in favor of
Measure A. He further invited the public to attend a joint community event held at Martin
School between the City of South San Francisco and the Historic Old Town Homeowners and
Renters Association on November 15 in English or November 17 in Spanish.

Councilmembers reported on attendance at community events, announced upcoming events and
fundraisers, and acknowledged members of the community for their contributions.
Councilman Gonzalez attended the SAMCEDA Symposium on the revitalization of E1 Camino
Real.
Councilmen Garbarino and Gonzalez reported on the recent South San Francisco Unified
School District and City Council Liaison Committee (Garbarino/Gonzalez) meeting to discuss
the current and future pass through agreements regarding payments to the school district.
Mayor Matsumoto requested that the meeting be adjourned in the memory of Frank Cosentino.
She further reminded everyone that October 28 is National Immigrants Day honoring all
immigrants that founded our country.
Mayor Matsumoto invited Police ChiefRaffaelli to explain the new sex offender's map under
the Police Department's web page that shows the approximate locations where high risk and
serious sex offenders reside. He also exqplained that more information can be obtained at the
Sexual Assault Felony Enforcement (SAFE) Task Force office located to the rear of the
courthouse on Mission Road.
CONSENT CALENDAR I
1. Motion to approve the minutes of October 13 and 20, 2004
2. Motion to confirm expense claims of October 27, 2004 in the amount of $3,000,495.35
3. Resolution No. 103-2004, authorizing agreement with Holman & Associates for
archeological services for the Wet Weather Project in the amount of $40,000
4. Motion to adopt Ordinance No. 1345-2004, repealing SSFMC Chapter 18, Section
18.04, Transportation System Management Program
5. Resolution No. 104-2004, authorizing amendment to agreement with Wilsey Ham for
geotechnical oversight services in the amount of $123,104
Motion-Garbarino/Second-Fernekes: To approve Consent Calendar as submitted.
Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
6. Resolution authorizing Basic Life Support Ambulance Service and budget amendment
to appropriate funds for the service
Visual presentation and staff report presented by Fire Chief White.
Councilman Garbarino stated his support in purchasing the new ambulance for the City.
Vice Mayor Green discussed Advanced Life Support calls vs. Basic Life Support
Services, costs of the new ambulances, and the staffing.
Councilman Gonzalez asked for clarification on the main uses of the Basic Life Support
Services, and the recovery costs from indigents.

Councilman Fernekes inquired where the ambulance would be housed. Chief White
explained that it would be at the Central Fire Station until the new fire station is
completed.
Mayor Matsumoto questioned when the program would come into effect and it was
explained that it would start in December 2004. A discussion continued on having our
ambulances versus the other cities in the County using AMR.
Motion-Green/Second-Garbarino: To approve Resolution No. 105-2004 authorizing
Basic Life Support Ambulance Service. Unanimously approved by voice vote.

ADJOURNMENT
Being no further business, Mayor Matsumoto adjourned the meeting at 8:40 p.m. in the memory
of Frank Cosentino.
