PRESENTATIONS
November 2 Election Results - Finance Director Jim Steele gave a visual presentation
on the successful outcome of Proposition lA, and Ballot Measures A and I. He
provided information on the positive economic impact these measures will have for
South San Francisco.
· Recognition of E1 Camino High School "S" Club volunteers - a certificate of recognition
was presented to the organization by Vice Mayor Green.
· Proclamation - Children's Book Week 2004 - Councilman Garbarino presented the
proclamation to Library Board President Betty Battaglia.
· Proclamation - Vincent Rios, National Distinguished Service Award - Councilman
Gonzalez presented the proclamation to Mr. Rios.
· Certificate of Recognition - Gary Rubino, President, Winston Manor Homeowners
Improvement Association - Councilman Fernekes presented certificate to Mr. Rubino in
recognition of his hard work in the community.
· "Test Your Smoke Alarm" Poster Contest Winners - Fire Prevention Technician Liza
Garcia and Fire Captain Steve Mann gave a visual overview of this year's competition
that include twelve grand prizewinners from grades K-5. With the assistance of
Council, plaques and City pins were distributed to contest winners Gabbe Quinones, Mia
Celeste Miranda, Alex Gregoso, Michaela Orgue, Katrina Japson, Bobbee Ciera Caring
Calacal, Bridgett Hemandez, Nicholas Dino, Hector Navarro, Shelby Miguel, Christina
Martinez, and Rachel Anne Espera.

· Committee Reports
Councilmembers reported on attendance at community events, announced upcoming events and
fundraisers, and acknowledged members of the community for their contributions.
Councilman Fernekes reported that the budget subcommittee (Femekes/Green) met to discuss
Agenda Item No. 15.
Councilman Gonzalez reported on a recent meeting of the Water Transit Authority. The
Authority is now discussing a strategy for the commencement of the ferry terminal at Oyster
Point.
Councilman Garbarino reported that he and Councilman Gonzalez met with representatives
from Viacom and Clear Channel.
CONSENT CALENDAR
1. Motion to approve the minutes of October 27, 2004

Motion to confirm expense claims of November 10, 2004 in the amount of
$1,517,473.86

Motion to accept Forbes/Eccles traffic signal installation project as complete in
accordance with plans and specifications
Motion to accept West Orange Avenue intersection improvement project as complete in

Resolution No. 106-2004, approving an agreement with San Mateo County Flood

12. Motion to cancel regular meeting of November 24, 2004
Motion-Femekes/Second-Garbarino: To approve the Consent Calendar. Unanimously
approved by voice vote.
PUBLIC HEARING
13.
Consideration of appeal of Planning Commission decision to approve a use permit (UP-
04-0011) to construct an automated self-service fueling facility at 479 South Airport
Boulevard; Owner: Costco Wholesale; Appellant: Russ Hampton
Public hearing opened.
Staff report presented by Chief Planner Sparks.
Mr. Russ Hampton, appellant, stated his concern regarding the Planning Commission
hearing process for Costco's use permit application. He stated he was under the
impression that there was a vote to deny the project on September 16, and direction was
given to staff to come back in two weeks with findings for denial. He questioned the
need to have two Costco gas stations in one town and that it will have a negative impact
on his business.
Ms. Kim Sanford, Costco Wholesale, reported that additional information was provided
to the Planning Commission subsequent to the September 16th meeting to address
Commissioner Honan's concern that an employee be hired for queuing traffic on Belle
Air Road. She stated that this item is a condition of approval.
Public hearing closed.
Councilmembers reviewed the Planning Commission hearing process, clarified the basis
of the appeal, and discussed concerns raised at the Planning Commission meeting, such
as the Water Quality Control Plant's emergency exit. There was a consensus to deny the
appeal.
Motion-Fernekes/Second-Green: To deny the appeal of the Planning Commission's
decision to approve Use Permit 04-0011 to construct an automated self-service facility at
479 South Airport Boulevard. Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS

Reso!'ation Motion authorizing continued participation in the San Mateo County
Convention and Visitors Bureau Tourism Business Improvement District

Staff report presented by Conference Center Director O'Toole.
Motion-Garbarino/Second-Fernekes: To authorize continued participation in the San
Mateo County Convention and Visitors Bureau Business Improvement District. On the
question: Councilman Gonzalez asked for clarification on the position and direction of
the hotels that no longer wish to participate in the BID. Councilman Fernekes,
Authority member, stated that those hotels will need to come up with an alternative plan
to the BID and work with the San Mateo County Convention and Visitors Bureau
accordingly during the next year. Mayor Matsumoto, Authority member, stated that the
smaller hotels were raising concerns not heard previously, she and Councilman Fernekes
are working on a committee to work with the hotels, and July 1, 2005 is the deadline that
was given to the hotels. Councilman Gonzalez verified that in the meantime the
SMCCVB will be working to put more emphasis in directing business to the smaller
hotels. Motion continued: Unanimously approved by voice vote.
15. FY 2004-05 quarterly financial report from Finance Director
Staff report presented by Finance Director Steele.
Mayor Matsumoto questioned several areas of the report and stated concern that the City
be aware of industry trends for budgetary reasons, rather than focusing on a single
source--such as Genentech. City Attorney Mattas addressed the Mayor's concern
regarding the decline of unsecured property taxes, the possibility of a property grab at
the airport's maintenance facility and to have this monitored by the City Attorney's
office.
