I. CALL TO ORDER: 6:30 p.m.
II. ROLL CALL:
Present: Commissioners Boldenweck, Gekker, Hobson-Coard, Madrid-
Nickle, Moncé, Looper, Woo, and Ventura
Absent: None

IV. APPROVAL OF MINUTES:
Minutes from February 15, 2018 and March 15, 2018, stand as sent.
Please note that Commissioner Madrid-Nickle arrived at 6:40 p.m. after roll call was
taken
V. CITIZEN PARTICIPATION:
1. Community Civic Campus Project Update and Design Input – Smith Group JJR
Leslie Arroyo, Communications Director, for the City of South San Francisco introduced
herself and gave a brief description of the City’s perspective on Measure W and the
Community Civic Campus Project to the assembled guests. The nine guests included
several fine artists, a past commissioner, a recreation art instructor, a Greenhouse Quilter
and former school district art teacher.
After the passage of Measure W community outreach regarding the idea of a new
Community Civic Campus began approximately two years ago, with then Mayor
Addiego’s Town Hall Meeting. Leslie reported that feedback from the community has
been a crucial part of this project, with town hall meetings, focus groups, and
presentations to the various city commissions on the Civic Campus design. She stated
the Civic Campus, will include the Parks and Recreation Department and Library and

will potentially be the size of two football fields. It will be situated along El Camino
Real and Chestnut. The Police Department will move across the street where Pet Club is
currently located and the Fire Department will move to the west side of El Camino on
Camaritas at Arroyo. She also stated that the Civic Campus will be environmentally
green, and be designed to provide essential city services for now and the future. She
reported that the building design is scheduled to start in June. She then introduced Mark
Roddy, Don Jerebek and Carol Simmons from the SmithGroup JJR.
Mark Roddy from the SmithGroup JJR gave a presentation on the Community Civic
Campus Project. Mark stated they are an architectural firm experienced in designing
recreation buildings, libraries, and city halls. They believe in designing for the
community and integration of the arts. They also like to integrate indoors with outdoor
environments. He stated they were selected in November by the City Council. Their
vision is to construct a building that reflects the past, present and future of the City. His
visual presentation included examples of possible features that might be incorporated
including a canopy structure and a “backyard” that could have an amphitheater setting
and a location for food trucks to gather He stated the actual design of the building will
start in June and the construction should start in 2019 and end by 2022. He stated they
will be at the next Town Hall Meeting on May 22nd and that they will also be at the
Streets Alive! Parks Alive! event on May 5th. He displayed examples of other projects
and the artists they have worked with that have used two dimensional art like terrazzo
flooring and kinetic sculptures to enhance the buildings. Mark then opened up the
discussion to the participants.
Suggestions by the guests and commissioners included: the need for dedicated gallery
space, studios for visual and performing arts, storage for art and craft supplies. Concerns
included parking, and wind forces. Commissioners emphasized: integrating the arts in
and outside the building, sound proof rooms, outdoor barbeque space, enough space for
two (recreation and library), events to go on at the same time, moveable gallery walls,
and energy efficient sustainable building, quiet space in the library, theater with good
acoustics, water fill stations. Commissioner inquiries included utilization of the roof top,
if cars could enter off of El Camino and if the building would be more than one story.
Mark stated it would probably be a two story building. He also mentioned the building
would be ADA compliant.
Director Ranals stated that if anyone had additional comments that they could be
submitted in writing or to the posted web address.
VI. OLD BUSINESS:
1. Selection of October 12 & 13 Art Gallery Program
There was a discussion among the Commissioners on what type of show to have in
October. Several ideas were discussed including a general art show with a youth

category and a seasonal-themed art show. After some dialogue, Specialist Santos
reminded the commission that several years back a Dia de los Muertos (Day of the
Dead) inspired art show was suggested. The commissioners discussed this idea with the
inclusion of a hands on craft workshop on Saturday. Proposed craft activities were sugar
skulls that could be painted or decorating skull cookies. Vice-Chair Boldenweck agreed
to chair the sub-committee and recommended contacting Evangelina who oversees Day
of the Dead exhibition every year for the San Mateo County Fair. Commission agreed to
table this for the next meeting.
VII. SUB-COMMITTEE REPORTS:
1. Sculpture
Director Ranals reported that all contracts with artists had been executed. She stated
Landscape Architect Gilchrist was working with artists on the pedestals. She anticipated
that the sculptures would all be installed by the end of June or early July.
2. Utility Box Mural Program
Commissioner Madrid-Nickle stated there was no update.
3. Youth Art Scholarship
Commissioner Woo reported that there were only three submissions, and all are from
South San Francisco High School. She stated the sub-committee met and recommended
Ziqi Li as the recipient. ViceChair Boldenweck asked if the single recipient would
receive the full $1,500 allocated for awards. Specialist Santos stated that was written in
the guidelines. There was some discussion on the wording of the scholarship award
amount. Commissioner Woo suggested that, in the future, they could adjust the wording
to allow more flexibility in assigning the monetary award amount.Commissioner Woo
made a motion to approve Ziqi Li as the winner of the scholarship, Commissioner Looper
seconded the motion, and it was unanimously approved by a roll call vote.
4. Youth Art Show (March 23 & 24)
Commissioner Woo stated there were approximately 535 art pieces. She also reported
there were approximately 682 signatures in the guest book. She stated there was a
performance on Friday and a beading craft project on Saturday. An extended exhibit of
105 pieces was held at the Municipal Building and 13 pieces at City Hall. The extended
exhibit ran from April 3rd to April 18th. Commissioner Woo asked for a volunteer to
represent the commission at the awards ceremony on May 8th from 7:00 p.m. to 9:00 p.m.
Commissioners Madrid-Nickle volunteered to present and Commissioner Ventura offered
to be the alternate.

5. General Art Show (May 11 & May 12)
Chair Hobson-Coard reported that invitations went out for the General Art Show. She
also distributed the docent list. Commissioner Looper asked how the Karaoke Night was
going to function. Chair Hobson-Coard responded they would have a sign-up table at the
entrance to the Council Chambers. She informed the Commission that flyers have been
distributed for the event. She reported people are showing interest in attending. Specialist
Santos reported that flyers had been sent to ten local venues that regularly feature
Karaoke events.
6. Karaoke Night (May 11)
Chair Hobson-Coard stated they have props, but she mentioned they could use more.
Specialist Santos stated that agreements had been sent to the D.J. who would also host the
event. Commissioner Looper stated it would be a good idea if they formally invited the
City Council to the event at the next City Council meeting under Public Comments. She
stated she would do it, and Commissioner Woo agreed to accompany her.
VIII. NEW BUSINESS:

IX. ITEMS FROM COMMISSION:
Commissioner Looper asked status of the Evohelix’s rusting issues. Director Ranals stated
that attempts at communicating with the restoration company had been futile. She
suspected that they may be in the process of going out of business. And given this, staff
now had to go back to the drawing board. Commissioner Looper stated she may know of
someone that works with bronze sculptures.
X. ITEMS FROM STAFF:
1. Alta Loma & Tile Project Dedication – Saturday, April 7
Specialist Santos reported the dedication of the Children’s Art Tile Project and
recognition of Jacquelyn Pettinari will be taking place that day. She reported the program
will begin at 11:00 a.m. She stated there will also be an Arbor Day tree planting at 10:30
a.m. Commissioner Looper stated she will be there.
Specialist Santos highlighted the flyer on nominating our City for a $20,000 park grant.
that is happening during the month of April. She informed the Commission that there is
no limit on the number of times you can vote. She encouraged everyone to participate.
