Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting will be held at: CITY MANAGER CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA MONDAY, MAY 7, 2018 3:00 p.m. Call to Order. TIME: 3:01 p.m. Roll Call. PRESENT: Mayor Pro Tem Matsumoto, Councilmembers Addiego, and Planning Commissioners Wong and Alternate Committee Member Planning Commissioner Shihadeh. Public Comments. None. Matters for Consideration 1. Motion to approve the Minutes from the meetings of March 12, 2018 and March 13, 2018. Councilmember Addiego requested the minutes be reviewed and brought back. 2. Report regarding policy options for inclusionary rental housing and other affordable housing policies in response to Assembly Bill 1505. (Nell Selander, Economic & Community Development Deputy Director.) Deputy Director Selander introduced the team and presented the staff report. Councilmember Addiego asked about the completed units. Deputy Director Selander stated completed units were those that had been issued a building permit. She continued the staff report. Mayor Pro Tem Matsumoto asked the status of the ROEM Project. Deputy Director Selander explained the next benchmark of 50% construction drawings at May 15 and complexities with demolition of the adjacent building. Mayor Pro Tern Matsumoto requested an update on the delay. Councilmember Addiego suggested Mayor Pro Tern Matsumoto meet with staff for an update. Director Greenwood stated he would provide an update. Deputy Director Selander continued the staff report. Planning Commissioner Wong asked about funds provided to the ROEM Project. Councilmember Addiego asked how many units could be built for $3.5 million. Deputy Director Selander stated the subsidy to ROEM was $200,000 per unit. Councilmember Addiego confirmed that six units could be built. Mayor Pro Tem Matsumoto requested information on the City owned properties and size. She asked if there was a more current Housing Investment Plan. Deputy Director Selander explained that it was a plan adopted then implemented. Planning Commissioner Wong asked why the allowable fee were different from the recommended fee. Deputy Director Selander explained the outcome from the Financial Feasibility study. Josh Abrams stated the maximum fee was based on jobs created. Councilmember Addiego provided an example of building a 100,000- square foot environment. Deputy Director Selander presented the fees adopted by the other cities in the County. Deputy Director Selander discussed the possible exemptions for certain size and use. Deputy Director Selander continued the staff presentation. Jake Kraft, Century Urban, explained the review on the quantity of for sale housing being built compared to other communities. Councilmember Addiego asked about the comparison of price per unit and expressed concern about use of figures from the real estate crash. Mr. Kraft stated the purpose was to show that the profit might be impacting developer's desire to build in South San Francisco. Mayor Pro Tern Matsumoto discussed the cost of development in the city. Mr. Kraft explained that the calculation included sales price minus the costs. Planning Commissioner Wong asked if City Ventures prices were included. Mr. Kraft stated they were not included. Mr. Kraft discussed the difference in costs to build for sale projects. Mr. Abrams stated townhomes performed better than condominiums due to cost of construction. Councilmember Addiego asked if construction costs were similar between San Mateo County and San Francisco. Mr. Abrams confirmed they were similar. Mayor Pro Tem Matsumoto stated she wanted 15% with reduced impact fees. Deputy Director Selander explained that density was based on existing zoning. She stated the construction costs and rents were the major factors. Mayor Pro Tem Matsumoto asked if waiving fees on inclusionary would be an incentive. Councilmember Addiego discussed limited opportunities for affordable housing. Deputy Director Selander explained requirements for prevailing wage projects. City Manager Futrell discussed the commercial linkage fee. Deputy Director Selander explained staff's recommendation to introduce a lower fee, phased in over time, allowing land prices and developers to adjust. Planning Commissioner Shihadeh questioned the comparison between Redwood City and South San Francisco. Mr. Abrams stated the study considered land prices, fees, and construction cost per square foot. Mr. Kraft confirmed that land costs in South San Francisco were lower. Mayor Pro Tem Matsumoto discussed land available in other cities. Sam Greason, Bella Vista Development Company, summarized three projects they were involved in and discussed the inclusionary affordable program. Leora Tanjuatco, Housing Leadership Council, agreed with the commercial impact fee and encouraged proceeding with the economic analysis. Brad Griggs discussed the importance of working out a feasible arrangement to provide affordable housing, while moving along quickly. Councilmember Addiego stated, of the three projects discussed by Mr. Greason, he would prefer completion of the project next to the enhanced plaza for the train station. He committed to meet with Mr. Greason in the next few weeks. Mayor Pro Tem Matsumoto stated she met with Mr. Greason and she could not support amendments. She expressed concern with traffic. Councilmember Addiego discussed Sister Cities Boulevard and the impact on the center of town. Mayor Pro Tem Matsumoto suggested slowing down to consider overall impacts. Mayor Pro Tem Matsumoto requested a list of City owned properties, chart of fees, and the Housing Investment Plan. She requested revisiting the 600 -700 square foot apartments. Deputy Director Selander stated micro units were 280 -400 square feet. She stated she was an advocate of housing. She discussed reduction in train parking spaces. Sam Greason, Bella Vista Development suggested immediately considering the commercial linkage fee. Councilmember Addiego concurred. City Manager Futrell stated the Planning Commission could discussed the matter while staff meet with landowners and developers. Deputy Director Selander suggested refreshing the fee analysis based on the current market. She summarized the requested materials. Mayor Pro Tem Matsumoto stated she wanted to bring the graduated percentages to Council. Councilmember Addiego suggested reviewing the other models first. Planning Commissioner Wong requested confirmation on the City Venture price point. Mayor Pro Tem Matsumoto requested a timeline on the ROEM project.
