PARKS AND RECREATION COMMISSION

I. CALL TO ORDER: 7:01 pm
A regular meeting of the Parks and Recreation Commission of the City of South San
Francisco was held on Tuesday, May 15, 2018, at the Municipal Services Building, 33
Arroyo Drive, South San Francisco, California.
II. ROLL CALL:
Present: Commissioners Battaglia, Camacho, Garrone, Flores, Holt, Lock and Uy

IV. AGENDA REVIEW: No changes.
V. APPROVAL OF MINUTES:
Commissioner Camacho made a motion to approve the minutes of April 17, 2018, with a
correction that Vice Chair Battaglia was absent at the April meeting, second from
Commissioner Holt; unanimously approved.
VI. CITIZEN PARTICIPATION:
A. Oyster Point Dragons Recognition
Team Captain of the Oyster Point Dragons (OPD), Shirley Lau, thanked Commissioner
Holt for inviting OPD, a community dragon boat team, to the Commission meeting.
Shirley advised the Commission that OPD is a small non-profit organization that started
six years ago with twelve people and a five dollar budget. The group is run by passionate
volunteers and is now sixty-five members strong. Ages range from 10 years to over 70
years young. The organization is made up of heart attack and cancer survivors, strong
athletes, families and students. The diverse paddlers compete and train in one boat and
embrace inclusion. The program is run out of Oyster Point Marina and two classes have
been offered through the Parks and Recreation Classes Program.
Six of the participants provided background on themselves and their paddling experiences.
Carina Lee, Orion Lee, Ben Leung, Jessica Li, Maria Duquette and Arcadia Dong were
well-spoken young presenters. Jessica Li noted that she is a junior at El Camino High
School and steers the boat and is the safety officer.

Shirley advised the Commission that the paddlers practice during all types of weather and
try not to cancel. OPD has goals of training more kids to be leaders and to give back to the
community. She plans to work with Director Ranals to apply for grants for a training
facility and to bring awareness about fitness and paddling. Shirley invited the Commission
to join a paddling practice. OPD is training to complete in the 11th Club Crew World
Championships in Hungary July 12 through 22. They are raising funds by collecting and
recycling cans and bottles, and are receiving donations from local businesses and
individual supporters.
The Commissioners shared words of support and Chair Garrone thanked the OPD for
attending the meeting noting that he is very impressed with the paddlers and their level of
commitment. He stated that they should be proud of themselves and wished them the very
best in Hungary.
B. Soccer Field Follow Up
Patty Gomez completed a speaker card requesting and stating the following:
Thanked Director Ranals for attending the School Board meeting.
Status of resurfacing Terrabay soccer field.
Update on an area of Orange Park that can be turfed and open to the public for
soccer use.
Copy of support letter P & R staff requested on Soccer club letterhead.
She noted that Star Academy members are harassing and taunting her at the park. Patty
holds the permit for the field and Star Academy members are at the park handing out
flyers for their club. She said that games begin in Sept ember and she has not received any
dates for Parkway Middle School yet from the school district. She requested help.
Chair Garrone said that staff will be able to answer questions since the item was not on the
agenda, the Commission is not able to comment. He thanked Patty for bringing this to the
attention of the Commission and noted that this is why the Commission is here. Patty said
that she will send an email with compiled information and details.
Manager Mediati stated that staff is working with our Landscape Architect on Terrabay
soccer field design and with tight funds; natural turf is being planned for this site. Orange
Park multi-sport synthetic field solution is being considered but currently not funded. He
noted that Patty will be contacted as a stakeholder as plans develop. Manager Mediati
addressed the letterhead question stating that it was probably for a grant that the
Department was applying for.
Director Ranals noted other field priorities such as light poles are also part of the scope of
work. She said that Irish Town Greens at South Airport Boulevard and Linden Avenue is
being discussed with PG&E for consideration of a soccer practice field. Director Ranals
said that at the SSFUSD Board Meeting, last Thursday evening, they did not take action
and asked for a study session with the City on how fields are prioritized. She said that the
Joint Powers Agreement (JPA) states the following for the use of District fields: 1.
SSFUSD 2. Community groups that qualify as co-sponsored groups through SSF P&R

Department; 3. Other groups from SSF use; 4. Groups for profit use. Similarly for City
fields and facilities that are listed in the JPA, the City has first priority of use, followed by
SSFUSD. Director Ranals noted that high school fields are not covered by the JPA. Co-
sponsored groups should receive priority for the use of District fields that the City
maintains.

IX. BEAUTIFICATION COMMITEE
Jo Zemke addressed the Commission and invited them to submit photos and addresses to
nominate businesses, and single and multi-unit residences for the 2018 Beautification
Awards. The Committee is planning to review the nominations at their June 19 meeting.
Nominations can be sent to Marie Patea via email.
X. FRIENDS OF PARKS AND RECREATION
Commissioner Flores stated that Friends of Parks and Recreation are rocking and rolling!
They hosted an information table at Streets Alive/Parks Alive to build membership and
will be hosting concessions at Movie Night on June 15 and July 20 in the Fernekes
Building.
XI. ITEMS FROM COMMISSION
Commissioner Holt – stated that Alta Loma Park is awesome. He said that the General Art
Show food was good. He commended Marie Patea and Rick Benavides on their “I Got
You Babe” duet and Manager Duldulao for her beautiful props and voice at karaoke night.
He hopes that the Commission hosts another karaoke event. He thanked Supervisor
Cullinan for the Senior Service Luncheon and noted that Friends of Parks and Recreation
earned $1,300 for their participation in the Rotary Mardi Gras event. He said that he had
lunch in Minneapolis with retired Supervisor Joe Hunziker and visited six new parks with
his granddaughter while in Minneapolis.
Commissioner Flores – stated that the Alta Loma Park Ribbon Cutting was well done and
a great turn out. He enjoyed Parks Alive/Streets Alive and felt the sense of community
and purpose. He liked the tables around the building and the sports tie in. He liked the
registration interaction; noting that it was an exceptional way to introduce the registration
program. Change is tough for many people he said. He also said that the public meeting
part of the event was well thought out and a great improvement. He is looking forward to
Citizens’ Academy on May 24. He thanked Commissioner Holt for introducing OPD to
the Commission. He attended the Library book sale with Friends and said that Friends of
the Library wants to collaborate with Friends of Parks and Recreation. He congratulated

Manager Duldulao on her promotion and Supervisor Cullinan on her new position with
Senior Services.
Commissioner Lock – invited the Commission to the CAPRCBM meeting that will begin
at 10 am with lunch at 11:30 am. He also noted that a free commissioner training is being
planned by CAPRCBM and said that it is a great opportunity to meet other Bay Area
commissioners.
Commissioner Uy – said that the Alta Loma Park Ribbon Cutting was very well done. He
mentioned that his son will be graduating from the Westborough Preschool program.
Commissioner Camacho – congratulated Manager Duldulao on her promotion and for
handling the registration delay. The communication was really well done. She has heard
positive feedback. She stated that the volunteer luncheon was good and larger than in the
past. Streets Alive/Parks Alive was another success. The General Art Show had less art
pieces but good quality art. Her son is playing t-ball at Avalon Park and is enjoying it with
no injuries. She thanked the OPD and stated that she loves hearing from youth and having
them take on leadership roles. She would love to see more of this from other
organizations. She agreed that the CAPRCBM training is helpful. She is looking forward
to Preschool Graduation on May 18. Siebecker student’s ceremony will be at 11:00 am
and her son will start kindergarten in August.
Commissioner Battaglia – attended Alta Loma Park Ribbon Cutting and planting. She
congratulated Manager Duldulao on her promotion. She loved the enthusiasm at karaoke
night. She attended the book sale and may join Bill on Saturday for lunch. She has heard
great things about Kelli Jo and the changes with the Magnolia Senior Center program.
Chair Garrone – thanked his fellow Commissioners for attending events. He is proud of
the support noting that he works on Saturday and Sunday and he appreciates their
participation. He thanked Commissioner Holt for introducing OPD. It is a great character
building program and great experience. He congratulated Manager Duldulao and
Supervisor Cullinan noting with their great communication skills this could be beneficial
with the SSFUSD collaboration. He noted that it was a beautiful day at Alta Loma Park
and we needed extra hot dogs. He loves when we are able to combine user groups at park
events.
XIII. ITEMS FROM STAFF
A. Director Ranals reviewed the calendar of events.
B. Director Ranals reviewed the Administrative update.
a. Mentioned a study session in August on Childcare and Seniors programs.
Medians to be discussed in September.
b. Commissioner Camacho requested that staff make a recommendation to the
City Manager that the Commission would like to discuss the Childcare
program prior to the study session.

c. Manager Duldulao mentioned that some problems with the user data base that
the vendor has now worked through caused the delay. She still has full faith in
the product and registration is moving forward as planned.
i. Commissioner Camacho inquired on how many unhappy users did not
get to register? Manager Duldulao said that over 600 transactions are
in pending mode. A $5 coupon was given out as a courtesy and
appreciation.
