CALL TO ORDER The meeting was called to order at 5:04 p.m. by

AGENDA REVIEW NO CHANGES
ORAL COMMUNICATIONS / PUBLIC COMMENT
Resident and property owner of 334 Baden Avenue, Albert Mosqueda introduced
himself to the Commission saying that he lives next to parking lot #12, located between
Maple and Linden Avenues. He reported continued issues he has been experiencing
with delivery trucks of large items and food in this location, sometimes blocking his
driveway, the entrance of parking lot #12, and damaging the bushes on the sidewalk.
These trucks normally arrive around 2 p.m. on weekdays. He provided pictures to the
Commission showing proof of these trucks. He is concerned that these trucks are too
big for our city streets and remembers city signage posted on that street in the past
noting the allowed truck tonnage on city streets. He had contacted the Police
Department and had the ends of his driveway painted red to help avoid these issues.
The mentioned delivery trucks usually deliver to the nearby dollar and jewelry stores
located on Grand Avenue.
He also reported that also in parking lot #12 is a parking space for motorcycle parking
only. He said that these spaces are rarely used and doesn’t understand why there was a
regular parking space taken out for motorcycle parking when there was already an
existing space for motorcycles. Secretary Lovell replied that staff will look into this.

Mr. Mosqueda also mentioned that the green bikeshare bikes around the City are being
left on city sidewalks where someone can fall and injure themselves. He would like to
see something done about this hazard. Secretary Lovell mentioned that staff can
provide Mr. Mosqueda the Corporation Yard phone number so city staff can notify
Limebike to relocate the bikes.
Mr. Mosqueda also reported that when the signs were installed at parking lot #12, they
were installed too low and crooked. He also provided a picture showing an example.
Secretary Lovell replied that staff will correct this issue.
Lastly, Mr. Mosqueda inquired if there are any options the City offers to longtime
residents of the City who purchases parking permits. He added that he can’t park in the
Miller Parking Garage since his truck is too high, but does park in the surface lots. He
noted that there are a lot of parkers who park in the lot with no parking permit.
Chairperson Monzon replied that Secretary Lovell and other city staff are working on the
construction of a second parking structure, which we look into having a taller height
clearance during the design process.
Vice Chairperson Malfatti inquired if the surface lots have a maximum number of how
many permits are sold. She suggested for a policy that staff can put together for
residents who have parking permits but are unable to park in the surface lot since there
are no spaces available due to parkers taking up the parking spaces with no permit.
Secretary Lovell added that he can gather some ideas of a permit parking policy for the
residents.

ITEMS FROM STAFF
1. Parking Occupancy Study update. (Justin Lovell, Public Works Administrator)
Secretary Lovell referred to an attachment of the meeting’s agenda providing
chart and data information on the last parking study. Kimley Horn’s first task was
to validate the total number of spaces in the downtown area needed within the
next six to eight years during peak periods. There are quite a few areas which
exceed our goal of 85 percent occupancy. Kimley Horn performed their
occupancy studies once per hour from 8 a.m. to 9 p.m. for one week day and one
weekend day to compare. There are several times per day which Grand Avenue
is 100 percent occupied. Occupancy has slightly increased compared to two

years ago. It is unclear how many vehicles are contractors and how many are
customers or employees of the downtown businesses. This information
demonstrates that since there is such a high demand, the pricing is low and can
be higher. The parking study validates that additional parking spaces are
needed. The next task for the project of a new parking structure is site selection,
including conceptual designs of the structure. Kimley Horn will attend a future
Parking Place Commission meeting to present their information on the parking
study.
Chairperson Monzon inquired if Kimley Horn considered occupancy of the
neighborhoods in old town such as Tamarack Lane and Pine Avenue. He added
that the information gathered is good but not accurate since the nearby
residential neighborhoods are not included. Secretary Lovell replied that the last
study was done to mirror the previous study done in 2016; otherwise if it is
expanded, the data wouldn’t be accurate. He added that with the current
construction activity in the downtown, it makes it a bit more challenging to
expand the location of the study at this time.
Chairperson Monzon also asked about the availability of additional parking
spaces in the old fire station site on Baden Avenue. Secretary Lovell replied that
Public Works staff is looking to open the site by June for surface lot permit
holders, but the site still needs to be cleaned and striped beforehand.
2. EV charging in Miller Parking Garage update. (Justin Lovell, Public Works
Administrator)
Secretary Lovell updated the Commission that staff is in discussions with EV Go,
who provides high powered electrical vehicle charging. Level I charging is plug-
into-the-wall charging at 110 volts which charges slowly. Level II charging is at
220 volts, which would take 4 hours to charge a typical vehicle on empty. Fast
charging can charge at a much faster rate. EV Go would provide four level II
chargers for the Miller Parking Garage and four fast chargers. EV Go would own
and operate these chargers and there would be no cost to the City. Parking
spaces would be leased to EV Go allowing the Parking District to bring in some
additional revenue from this, plus for the cost of the electricity used.
3. Miller Parking Garage parking permit rates increase effective July 1, 2018.

Secretary Lovell mentioned that as occupancy is increasing, staff is looking to
increase the parking rates. The surface lot permit price of $40 has remained the
same since 2007, which is less than $.25 per hour for those who that park all
day. Based on the occupancy study, some of the metered spaces may also need
to be increased as well. For the permit pricing, the increase would be anywhere
from an additional five to ten dollars per month.
Chairperson Monzon asked what was increased last year. Secretary Lovell
replied that the permit price for the Miller Parking Garage was increased from
$20 to $30 per month, but the surface lot permit price remained the same. When
the Miller Parking Garage opened, it was $40 per month. It was nearly vacant

and the price was reduced to $20. With the new businesses and construction,
there has been a greater demand.
Liza Normandy, CEO of the SSF Chamber of Commerce suggested that some
control be made of residents using the garage for overnight parking and storage.
There is no regulatory control of those parkers. She added that enforcement is
an issue since parkers continue to remain in the same parking spaces in the
Miller Parking Garage up to 72 hours and then move one space over. Secretary
Lovell replied that staff will bring this to parking enforcement’s attention.
Ms. Normandy added her concern that if the price of parking on Grand Avenue
increases, more people will start to park in the surrounding residential areas. She
also inquired on where the downtown business employees will park once parking
lot #2 will be taken away. Secretary Lovell replied that this increase is to help
maintain the occupancy between 85-90% and provide parking turnover. He
added that the old fire station site on Baden Avenue will be open to surface lot
permit holders providing 20-25 additional spaces to help with the loss of parking
lot #2.
Ms. Normandy commented that with regards to raising the prices of the Miller
Parking Garage, she asked the Commission be thoughtful of the downtown
businesses since they are budgeted for. She also requested that proper
communication is sent out to the Chamber of Commerce and the downtown
businesses ahead of any parking permit pricing changes being made. Secretary
Lovell replied that proper communication will be sent out to the Chamber of
Commerce and downtown businesses should any decision be made to increase
parking permit pricing.
Ms. Normandy also suggested for future agendas to title this particular item as
“proposed Miller Parking Garage parking permit rates increase effective July 1,
2018”.
4. Closing of Parking Lot 2. (Justin Lovell, Public Works Administrator)
Secretary Lovell mentioned that parking lot #2 located at 200 Linden was bought
by the former Redevelopment Agency several years ago. At that time, cities had
to come up with future plans for those properties. Parking lot #2 was identified for
future development. After several years, the property has been sold and the
developer will start construction soon. This lot will be closed around June 1,
2018. Information and signs will be posted for permit holder and the temporary
fire station parking lot will be made available once parking lot #2 is closed.
ITEMS FROM THE COMMISSION NONE
Vice Chairperson Malfatti mentioned a question asked by a community member
requesting information on the vacant lot on McLellan near Trader Joe’s. Secretary Lovell
replied that this location is under construction and housing will be built.
Chairperson Monzon mentioned that a business owner on the 200 block of Harbor Way
reported that he has a neighbor whose company trucks have taken all parking on their

block. The Police Department was contacted and nothing has been done so the
business owner is very frustrated. Secretary Lovell replied that since this area is out of
the parking district, the business owner can submit a traffic advisory committee request
form to help with parking enforcement in that area.
Chairperson Malfatti adjourned the meeting at 6:06 p.m.
