ITEMS FROM STAFF
1. Review of Parking Guide Website. (Justin Lovell, Public Works Administrator)
Secretary Lovell updated the Commission that during the Spring of 2017, SP
Plus will be developing the City’s parking guide/website providing information on
the City’s parking such as parking locations, details of each surface parking lot,
the Miller Avenue Parking Garage, the City’s parking permit program. The City
has received a draft of the parking guide (which was shown to the Commission
for feedback). The City of San Mateo is using this same feature. Secretary Lovell
will send the link of the draft site to the Commission to navigate themselves and
get familiar with the site and what it offers.

2. Update on planning for Parking Garage No. 2 (Justin Lovell, Public Works
Administrator)
Secretary Lovell provided the Commission with information that a consultant is
onboard for the planning and perform a parking occupancy study. This will be
similar to the last occupancy study done in March 2016. This study will be
compared to the 2016 parking study to validate the number of parking spaces
needed in the next five to six years. The findings from this study will be provided
to the Commission in a future meeting. During the first completed study, the
amount of spaces already lost was already taken into consideration. There is
enough parking supply at this time for the demand, aside from parking for the
construction workers.
The next step will be site selection. The consultant will be attending two to three
upcoming commission meetings to provide updates and receive feedback from
the Commission. Community meetings for the downtown merchant meetings will
also be held to share information with the public and address any of their
concerns relating to downtown construction and parking.
Commissioner Monzon requested that the consultant focuses on the parking on
Linden down due to construction taking place on Armour Avenue, Lux Avenue
and Linden Avenue, and where the future senior housing will be built.
Chairperson Malfatti inquired if an occupancy study was performed before
constructing the Miller Avenue Parking Garage. Secretary Lovell replied that it
was part of the Redevelopment Agency with the intent to build up the downtown
area. He added that according to documentation, surface lots had a lot of parking
supply but was underutilized due to little demand at that time. The City
purchased the parcels where the surface lots are currently located, but with the
intent to construct on that land, which is currently happening.
Commission Monzon added that at the corner of Linden Avenue and Pine
Avenue, this area can be made as a temporary lot as a consideration and benefit
for parking to meet the demand.
3. Parking Lot in Old Fire Station on Baden Avenue. (Justin Lovell, Public Works
Administrator)
Secretary Lovell mentioned that with all of the contractors already in the
downtown area, and with the upcoming scheduled construction, the old fire
station will be open for contractor parking only. Approximately 25 vehicles can fit
in this lot. All construction vehicles parking in this location will be charged for a
parking permit.
Since lot 2 will be closing soon, staff would like to allow the surface lot permit
holders to park in any surface lots, including in metered spaces within the surface
parking lots.
Commissioner Monzon suggested offering an incentive of a parking discount
price to park in the Miller Parking Garage, for those who normally park in the

surface lots. Secretary Lovell replied that most prefer to park closer to their place
of employment, even though it is less expensive. Staff hasn’t oversold the
number of permits for the Miller Avenue Garage and have currently sold 130
spaces, leaving some capacity available. There are 170 surface lot spaces
available, but staff is not selling that amount of permits (staying under 150) since
there are certain lots expected to be closed in the next several months.
4. Getaround lease of two (2) spaces in the Miller Avenue Parking Garage (Justin
Lovell, Public Works Administrator)
Secretary Lovell mentioned that Getaround is a car rental, pay-by-the-hour
company. Registered users can rent these vehicles out for a certain amount of
time to another registered user. Getaround provides the insurance and the gas
for the vehicles, but the vehicles are privately owned by the Getaround users.
With the City’s “Leave the Car” initiative, this may be a good encouragement for
people to use instead of owning a second vehicle. Getaround is interested in
leasing a couple of parking spaces in the Miller Parking Garage, which staff
would post signage for at the parking spaces. The City is looking for a premium
and would want to recover the lost revenue, equivalent to a minimum of
approximately $1,000 per year, per space as an appropriate price. Staff would
perform a trial of one year.
5. Tesla superchargers (Justin Lovell, Public Works Administrator)
Secretary Lovell mentioned that Tesla reached out to the City looking for a
couple of spaces to add their charging stations in the Miller Parking Garage.
They requested the spaces be accessible 24/7, off of the freeway, in a well-lit
area and close to shopping locations. They are looking for 10-20 spaces total.
Their chargers would only work for Tesla model vehicles. Secretary Lovell added
that the timing isn’t right for the Miller Parking Garage at this time to have that
many spaces, but they may be able to add chargers in parking lots throughout
town such as Westborough Square or in the new future shopping center at the
corner of Spruce Avenue and El Camino Real.
