HomeMy WebLinkAboutPPC Minutes - 10.10.17 MINUTES October 10, 2017 CITY OF SOUTH SAN FRANCISCO PARKING PLACE COMMISSION CALL TO ORDER The meeting was called to order at 5:02 p.m. by Chairperson Malfatti ROLL CALL Present: Jolene Malfatti, Chairperson Shirley James, Vice Chairperson Hermes Monzon, Commissioner City Staff: Justin Lovell, Commission Secretary Marissa Garren, Commission Clerk AGENDA REVIEW NO CHANGES ORAL COMMUNICATIONS / PUBLIC COMMENT NONE APPROVAL OF REGULAR MEETING MINUTES: September 12, 2017 Motion—Vice Chairperson James / Second—Chairperson Monzon to approve the minutes as submitted. Approved by unanimous voice vote. PUBLIC HEARING ITEMS NONE ADMINISTRATIVE ITEMS NONE 1. Report regarding a resolution approving a waiver of parking fees at the Miller Avenue Parking Garage and select parking meters for upcoming downtown events. (Justin Lovell, Public Works Administrator) Secretary Lovell requested for parking waivers only be provided for two days – “Small Business Saturday” on November 25, 2017 in the Miller Avenue Parking Garage and for “Santa Comes to Town” on Saturday, December 2, 2017 in the Miller Avenue Parking Garage, the 400 block of Grand Avenue, and on Walnut Avenue. This waiver reduction compared to previous years is due to the increase in parking demand in the Miller Avenue Parking Garage, especially through all of October 10, 2017 Page 2 of 3 the downtown construction currently taking place. Parking turnover is also a motivation, especially in the hourly parking spaces of the Miller Avenue Parking Garage. Commissioner Monzon asked if this will affect any of the small downtown businesses since the free parking was intended to invite people to park for free while holiday shopping. Secretary Lovell replied that when there’s a higher demand for parking with no time limit, parkers will park in the spaces for a longer amount of time. If this is approved, it will be discussed in a downtown construction meeting taking place tomorrow where merchants will also be present. Commissioner Monzon expressed that the move to only two free days of parking compared to the entire month of December is a bit strong. Secretary Lovell replied that if the Commission would like to keep the entire month of December free, staff can make that modification in the resolution. Motion—Commissioner Monzon / Second—Vice Chairperson James to approve a waiver of parking fees at the Miller Avenue Parking Garage and select parking meters for the month of December. Approved by unanimous voice vote. ITEMS FROM STAFF 1. Parking District Updates. (Justin Lovell, Public Works Administrator) Secretary Lovell updated the Commission on the following items: 1. Parking District Fund Summary FY 2016-17 – There is $710,000 on the revenue side, $700,000 anticipated from sale of property owned by the Parking District on Airport Boulevard. The funds haven’t yet changed hands. Parking permit and permit meter sales have increased, more than what was predicted. Staff noticed that since the installation of the new smart parking meters, revenue slightly increased. Staff is working with parking enforcement to receive parking ticket revenue back to the Parking District fund, since it currently goes back to the general fund. The Parking District received an additional $265,000 funds during FY 2016-17 with a total of $2,100,000 available which will go toward building the new parking structure. Approximately $8,000,000 is needed for the full construction. Future funds will be borrowed against since the Parking District earns approximately $200,000 per year. Commissioner Monzon inquired on whether a location has been decided for the new parking structure. Secreteary Lovell replied that a component of consultant’s scope of work will be to evaluate the number of spaces needed and recommend locations for the new structure. The Commission, City Council and community will have input through the process and staff will provide updates back to the Commission as often as requested. October 10, 2017 Page 3 of 3 2. Q1 FY 2017-18 Smart Meter Transactions – For July through September 2017, the remainder of new smart parking meters have been installed and transactions have increased compared to the previous quarter. The percentage of credit card transactions reduced in certain areas based on the meter time limits, since transactions were mostly made with coin. The average credit card transaction is $1.40. For the on-demand Parkmobile app, information is being finalized into their system and the app is currently available on 218 smart parking meters. By November 2017, all parking meters should accept the Parkmobile app. 3. Downtown Parking Demand Management – It has been recommended to put this item on hold. There was a person in last week’s downtown construction meeting who commented that they liked the free parking in the month of December. Staff will return to the Commission with any updates of demand or free parking. As parking has a higher demand, it makes it more difficult for people to park which affects business for the downtown merchants. Staff wants to make sure there is parking turnover, especially during peak demand times. The goal is to maintain at least 85 percent occupancy or at least one space per block available and guide people to the right parking space for the price they want to pay. Chairperson Malfatti inquired if the $1.75 meter price is moving forward. Secretary Lovell replied that it will remain on hold. If City Council wanted to move in the direction of parking strategies, it would be discussed with the downtown merchants and the Chamber of Commerce.
