PARKING PLACE COMMISSION
1. CALL TO ORDER The meeting was called to order at 5:00pm by Vice Chairperson

5. APPROVAL OF REGULAR MEETING MINUTES: April 8, 2014
Motion—Commissioner Malfatti/Second—Vice Chairperson James to approve as
submitted. Approved by unanimous voice vote.
6. PUBLIC HEARING ITEMS
a. Parking Space Exception

P14-0045: PE14-0001
Parking Exception for six (6) parking spaces to allow a full service restaurant at 226
Grand Avenue in the Downtown Core (DC) Zoning District in accordance with
SSFMC Chapter 20.100, 20.330 & 20.460 and determination that the project is
categorically exempt under CEQA.
Vice Chairperson James opened the public hearing and called for the staff report.
Senior Planner Gross presented a brief staff report recommending approval based on
the significant number of available spaces in close proximity and the documented low
utilization of the Miller Avenue Parking garage, there is adequate parking supply to
support the 6 space parking exception. Staff has included a Condition of Approval
requiring the applicants to purchase a minimum of three annual parking permits for
employees. He further explained that the applicant is proposing to replace the existing
business with a full service restaurant.
The applicant, Holly Wong, stated that she was available to answer questions.
Commissioner Malfatti inquired whether the applicant had been in business before and
expected a large customer base. The applicant responded that she has a Chinese
restaurant in the Sunset District in San Francisco but this will be a Japanese restaurant.
Chief Planner Kalkin recommended that the applicant let their patrons know about the
parking garage and Commissioner Malfatti supported her recommendation.
Motion—Commissioner Malfatti/Second—Vice Chairperson James to approve Parking
Exception application PE14-0001 based on the attached draft Findings and Conditions of
Approval. Approved (2-0) by voice vote.

Vice Chairperson James welcomed Commissioner Malfatti to the Commission.
Commissioner Malfatti stated it was an honor to work in this great City and was thankful
for the opportunity.

at 5:11pm. Approved by unanimous voice vote.
