PARKING PLACE COMMISSION
1. CALL TO ORDER The meeting was called to order at 5:01pm by
Chairperson Parenti

3. APPROVAL OF REGULAR MEETING MINUTES: October 9, 2012
Motion: Commissioner Faria/Second Vice-Chairperson Luster – to approve
the October 9, 2012 minutes as submitted. Approved by unanimous voice vote.

6. ADMINISTRATIVE ITEMS
a. Miller Avenue Revenue Update
Principal Planner Beaudin presented the staff report.
Commissioner Faria inquired about what the approximate $5800.00
expenses for the upkeep of the Miller Garage entailed. Principal
Planner Beaudin indicated that those costs were primarily for utilities
and maintenance.
Vice Chairperson Luster asked whether the City would eventually
charge parking a parking fee for the electric vehicle charging stations.
Commissioner Faria asked if those stations were utilized. Assistant
City Manager Van Duyn indicated that in the future there are plans to
charge a parking fee for the electric vehicle charging station spaces .
Management Analyst Aguilar stated that the stations are frequently
occupied.
Chairperson Parenti stated noted that the approved signage and the
reduced rates seem to have created additional utilization of the Parking
Garage, and that the District will also need to start to work on
improving revenue.
Commissioner Faria provided some background on how the rate
review has become an annual activity for the Commission during the
month of August. At one time there wasn’t an annual rate review, and
when the Parking District decided to increase rates it generated a lot of
public interest. By making the review an annual occurrence, the
actions of the Commission are more transparent, and the public can
expect a review annually in August.
Motion: Chairperson Parenti/Second Vice Chairperson Luster to accept the
staff recommended revenue update as submitted. Approved by unanimous voice
vote.
b. “Year of the Snake” Event Parking Fee Waiver Request (March 1st and
2nd, 2013) – Miller Avenue Parking Garage
Principal Planner Beaudin gave the staff report recommending waiving
the parking fees at the Miller Avenue Parking Garage to support this
Downtown event.
Motion: Commissioner Faria/Second Vice Chairperson Luster to
waive the parking fees for Miller Avenue Parking Garage. Approved by
unanimous voice vote.
c. Overview of Dissolution of Redevelopment Agency Related to Parking
District
Principal Planner Beaudin presented the staff report and a handout
(map) explaining the large part that the Redevelopment Agency played
in acquiring properties that became part of the Parking District. He
further explained that four lots with approximately 150 parking spaces
could be removed from the District through the dissolution of
redevelopment process.

8. ORAL COMMUNICATIONS
Assistant City Manager Van Duyn informed the Commission that due to
the fire/smoke damage in the Engineering Division area at City Hall
Annex, the Engineering Division is temporarily occupying the
Sustainability office in the Miller Parking Garage.
Vice Chairperson Luster and Commissioner Faria thanked Assistant City
Manager Van Duyn and the staff for their support all the years of their
service.

Chairperson Parenti adjourned the meeting at 5:37pm.
