CALL TO ORDER The meeting was called to order at 5:00pm by Chairperson Parenti 2. AGENDA REVIEW NO CHANGES 4. APPROVAL OF REGULAR MEETING MINUTES: February 12, 2013 Motion: Commissioner Faria/Second Vice-Chairperson Luster – to approve the February 12, 2013 minutes as submitted. Approved by unanimous voice vote. 5. PUBLIC HEARING ITEMS a. Planned Parenthood-Applicant John R. Penna Trust-Owner 435 Grand Avenue P13-0020: PE13-0002 Parking Exception for thirteen (13) parking spaces to allow a 7,846 sq. ft. Medical Office/Clinic located at 435 Grand Avenue in the Downtown Core (DC) Zoning District in accordance with SSFMC Section 20.330.007 & 20.440.007. Associate Planner Ajello presented the staff report, explaining the reason for the parking exception. She noted that, as is typical for most Downtown businesses, there is not sufficient on-site parking for the proposed change in use of the property so the applicant requests a parking exception to allow the required parking to be accommodated within the City’s public lots and metered street spaces. She also clarified how the thirteen space parking requirement was calculated. She further noted that based on staff’s observations of street parking in the area and the documented low usage of spaces in the Miller Avenue parking garage that there is adequate parking available in the District to accommodate the proposed office use, and that consistent with other parking exception applications, staff is recommending that the applicant be required to purchase a minimum of 12 annual parking permits for employees of the proposed use. Associate Planner Ajello explained that the Parking Exception is the first step in the application process towards a required conditional use permit for the project. Jeff Cecil, architect, noted he was available for questions regarding parking. Commissioners inquired about some of the operational aspects of the use, including the number of staff members and exam rooms, and the hours of operation. The applicant stated there would be 12 staff members, 8 exam rooms and 8:30am-5pm hours of operation, Monday through Friday. Commissioners had additional questions about the traffic flow to the clinic. The applicant stated that most would walk, use public transportation or be dropped off and picked up. Principal Planner Beaudin reiterated that there is a condition of approval requiring annual parking permits be purchased for the 12 employees and explained how the yearly renewals are tracked and verified by the Planning Division. Commissioner Faria inquired about the number of people who could be expected at one time in the office. The applicant noted that it is by appointment. Principal Planner Beaudin recommended that since there were more people than the conference room could accommodate that the Chair open the public hearing and continued the matter to a date certain to allow for a larger venue. Chairperson Parenti opened the public hearing and called for a motion to continue the item. Motion--Chairperson Parenti/Second—Commissioner Faria to continue the public hearing on the item to Thursday, March 21, 2013 at the Municipal Services Building, 33 Arroyo Drive, City Council Chambers at 6 pm. 6.
