PARKING PLACE COMMISSION
1. CALL TO ORDER The meeting was called to order at 5:00pm by Chairperson Parenti

7. ADMINISTRATIVE ITEMS
a. Reorganization
Parking Place Commission Secretary Beaudin called for nominations for
Chairperson and Vice Chairperson. He explained to the Commission that the
current Chairperson can be nominated again if that is the will of the Commission.
Motion--Commissioner Shihadeh nominated Chairperson Parenti for the 2013
Chairperson/Second--Commissioner James. Unanimously approved by voice vote.
Motion-- Commissioner James nominated Commissioner Shihadeh for 2013 Vice-
Chairperson/Second--Chairperson Parenti. Unanimously approved by voice vote.
b. Downtown Plan Update
Parking Place Commission Secretary Beaudin gave a brief overview of the
Downtown Plan stating that MTC is sponsoring a grant to develop a Downtown
Specific Plan focused on adding housing units in Downtown, mixed-use
development public improvements, open space, and increase transit ridership.
Several surface parking lots in the Parking District were owned by the (former)
Redevelopment Agency, so it is likely that there will be implications for the Parking
Place Commission to consider as the dissolution of redevelopment continues.
Specific to the Plan, the City will be considering an option that would configuration of
the street parking on Grand Avenue from angle to parallel, which may result in the
loss of approximately 22 parking spaces.
Chairperson Parenti asked about the size of the study area. Principal Planner
Beaudin stated the Downtown included Spruce Avenue to Airport Blvd.
Commissioner James inquired asked if making the Downtown commercial area a
pedestrian zone was considered.
Principal Planner Beaudin stated that several options related to pedestrian and
vehicular circulation had been reviewed and that closing Grand Avenue to traffic is
not being recommended because of the impact on the businesses.
Al Mosquesda, member of the public, inquired whether there will be all new concrete
with the widening. Principal Planner Beaudin replied that improved accessibility,
wider pedestrian travel ways and additional landscaping are all goals for the public
right of way, so the plan will look at opportunities to implement those improvements.
Vice Chairperson Shihadeh asked if the costs could be offset by raising the parking
rates. Principal Planner Beaudin stated that August is usually the time rate changes
are discussed by the Commission.
Vice Chairperson Shihadeh suggested more signage for the parking garage.
Principal Planner Beaudin stated that he would incorporated these suggestions, to
the extent possible, into the Downtown Plan and that some of the comments may
need to be separate Commission efforts.
