1. CALL TO ORDER The Meeting was called to order at 5:00pm by

3. MINUTES APPROVAL: Approval of February 14, 2012 Meeting Minutes
Motion: Vice-Chairperson Luster/Second Chairperson Parenti – to approve
the February 14, 2012 minutes as submitted. Approved by voice vote with
Commissioner Faria abstaining.

Parking District Sign Program
Miller Avenue Parking Structure
City of South San Francisco/applicant-owner
329 Miller Avenue (APNs 012-312-040 through 012-312-070)
a. Review of a Parking District Sign Program comprised of new public
parking garage directional signage, replacement of existing parking
lot way finding signs including two 12 by 3 foot temporary banners,
posting of garage rate structure and replacement of garage pay
station instructions.
Chief Planner Kalkin gave a brief overview of the new signage for
the Miller Avenue garage. This overview included adding brass
letters over the arch of the entrance to the garage to read “Public
Parking”, clear instructions on how to work the pay stations,
banners and directional signs to and within the parking garage and
a clearer map for businesses to give to customers. Additionally,
she informed the Commissioners that the change in meter structure
at the garage has been initiated.
b. Vendor Selection for Parking District Signage – Staff
presentation for vendor to complete installation of Parking District
signage.
Chief Planner Kalkin explained that three bids had been received
out of six vendors who had been solicited, with a range from
$6,700.00 to $19,000.00. Staff has selected the middle bid of
$12,000 as best responding to the City’s needs.
Don Edward, owner of Bronstein, spoke in favor of the changes and
information but asked that businesses and the Chamber of
Commerce be sent information regarding public parking locations in
pdf format to add to their websites. He also suggested advertising
the parking garage on the light poles where they hang the banner
for the “Genentech Comes to Town” and “Santa Comes to Town”
events.
Commissioner Faria suggested possibly having free parking in the
garage at Genentech days. He also asked why there was such a
difference in quotes. Chief Planner Kalkin explained this company
was the most responsive and they had produced the initial signs for
the parking garage.
Chairperson asked about the utilization of the garage.
Management Analyst Aguilar noted that she didn’t have the
numbers at hand, but she can provide a report at a future meeting.
Chief Planner Kalkin noted she would like to give the new signs,
rates and promotional maps a couple of months trial before
revisiting the garage utililization and will schedule periodic updates
in the future.

8. ORAL COMMUNICATIONS
Don Edwards, owner of Bronstein’s Music, noted his concern about
the lack of motorcycle parking spaces, specifically noting that
recent restriping in the lot behind his building had removed such
spaces. He requested that the parking structure provide at least 2
stalls per level and any odd corners. Staff responded that
motorcycles have full access to all parking spaces in the garage, at
a reasonable rate. He asked staff to look into options for parking
permits for motorcycles, since they are not presently available.
Mr. Edwards further suggested that clearer signage be installed
within the parking lots on Baden to better identify permit parking
and meter parking. He also noted his support for lower rates in the
garage, and suggested lower rates for employees to park in garage
to free up street parking. Lastly, he asked for more metered
parking behind his store rather permit parking.
Chief Planner Kalkin noted that these are issues that are
continually reviewed by the Parking Place Commission, but at
present she recommended giving this promotional effort for the
garage an opportunity to produce results, and to revisit it and
consider potential adjustments in several months’ time.
