CALL TO ORDER The meeting was called to order at 5:05pm by Chairperson Parenti 2. APPROVAL OF REGULAR MEETING MINUTES: May 16, 2012 Motion: Vice-Chairperson Luster/Second Commissioner Faria – to approve the May 16, 2012 minutes as submitted. Approved by unanimous voice vote. 4. AGENDA REVIEW NO CHANGES 5. PUBLIC HEARING ITEMS NONE 6. ADMINISTRATIVE ITEMS Parking Meter and Parking Permit Rate Annual Review - Recommending that the Parking Place Commission review the parking meter and permit rates, annual revenues and expenditures and provide direction to staff. Chief Planner Kalkin presented a brief staff report of the annual review of the parking meter and parking permit rates, and noted that while revenues have remained steady, the parking garage continues to underperform. She updated the Commission on staff’s efforts to address this issue, including: installation of new signs; promotional flyers to announce the location and discounted rates in the garage; a tracking report was underway and should be able to report back in a couple months ; and, the ground floor commercial space tenant improvement work is nearly completed. She noted the City intends to use a portion of the commercial space and the remainder will be leased. Chief Planner Kalkin further presented for discussion potential rate adjustments along Grand Avenue in response to some complaints regarding time restrictions and lack of ability to pay with debit/credit cards. Vice-Chairperson Luster asked if a survey or comparison with other cities related to fee structures for the garage had been undertaken. Assistant City Manager Van Duyn stated there are many inexpensive parking areas within the downtown, so there is no motivation to park in the garage. There was discussion around possibly changing parking fees to encourage parking in garage and make other lots more expensive. Commissioner Faria did not support extending the 1 hour time limit on Grand Avenue noting there are plenty of alternative parking areas that accommodate longer stays. Chairperson Parenti asked for staff’s recommendation as to how much time to give the parking garage promotional campaign before reevaluating the situation. Assistant City Manager Van Duyn suggested at least through the holidays. He further mentioned that since parking district revenues remain steady and there is no debt on garage we are in a good position to incentivize leases for the commercial space in the garage. The consensus of the Commission was to review again in 6-months. 7. CORRESPONDENCE NONE 8. ORAL COMMUNICATIONS NONE 9.
