Possible term limits for the Conference Center Authority and Cultural Arts
Commission
There was a consensus from Council that a four-year term be put into effect
for both the Conference Center Authority and Cultural Arts Commission
beginning January 2006. Council further discussed the number of
commissioners on the Cultural Arts Commission (currently at 14 members)
and it was agreed that it be reduced, through attrition, to seven members.
City Attorney Mattas suggested, and Council agreed, that in January 2006,
based on the number of years of service, seven members of the Cultural Arts
Commission be appointed to a four-year term and the other seven members
be appointed to a six year term. City Attorney Mattas was directed to
prepare the language to amend the Municipal Code. City Attorney Mattas
advised Council that these changes will be brought back to City Council for
final approval and will then provide the public and board and commission
members the opportunity to voice any concerns.
Revised term limits for all Boards and Commissions
A majority of Council stated its support that the number of terms a
commissioner can serve be reduced from four terms to three terms for all
boards and commissions. City Attorney Mattas was directed to prepare the

language to modify the Municipal Code and to bring it back to Council for
final approval.
3) Board and Commission member selection process - no discussion
Housing
1) Housing densities and neighborhood notices regarding remodels.
Councilman Gonzalez stated concerns regarding the current zoning
regulations for the R-2 and R-3 neighborhoods, second unit regulations, and
the noticing process. Council discussed the ramifications and a majority of
Council agreed that current regulations were acceptable.
2) Status of AB 2702 and AB 1866 - discussed above
Code Enforcement
1) Industrial autos/trucks in the city
Council discussed the issue of trucks and school buses parking overnight
along Airport Boulevard and other locations in the city. Council agreed
there was a problem and directed staff to have the police department look
into the matter.
2) Old newspaper racks
Direction was given to have staff contact newspaper companies to have
dilapidated racks replaced that are located in front of the Linden Avenue
Post Office.
3) Posting of signs on light poles, etc.
Council agreed that there is a problem with poles looking unsightly, and
staff was directed to look into seeing if the Explorer Program will volunteer
their time to remove the postings.

1) Council mail
City Manager Nagel discussed with Council the issue of mail that is not
intended for all Councilmembers. It was agreed that Councilmembers
should inform staff of what items aren't necessary for distribution and a
reminder that confidential and personal mail is not be opened by staff.

2) Selection of Mayor prior to reorganization ceremony - no consensus
3) City Council meeting schedule for August and September 2005
Council reached a consensus to cancel the first meeting in September 2005,
rather than the traditional second meeting in August.

Time reconvened into Open Session: 8:45 p.m.

Being no further business, Mayor Green adjourned the meeting at 8:45 p.m.
