PARKS AND RECREATION COMMISSION

I. CALL TO ORDER: 7:01 pm
A regular meeting of the Parks and Recreation Commission of the City of South San
Francisco was held on Tuesday, June 19, 2018, at the Municipal Services Building, 33
Arroyo Drive, South San Francisco, California.
II. ROLL CALL:
Present: Commissioners Camacho, Garrone, Flores, Holt, Lock, Uy, and Battaglia
(7:19)
Absent: None

IV. AGENDA REVIEW: No changes.
V. APPROVAL OF MINUTES:
Hearing no corrections, Chair Garrone approved the minutes of the May 15, 2018,
meeting as written.
VI. CITIZEN PARTICIPATION:
None
VII. PRESENTATION:
Director Ranals introduced Bill Stridbeck, Sports Coordinator, to the Commission.
Coordinator Stridbeck presented South San Francisco Middle School Player of the Year
Awards to the following students: Paul Reyes, Fotu Moeai, Kayla Ikuma, Kelly Magtibay,
Noor Hafeez, Tolupeni Vaefaga, Kylie Lanchinbre, Dylan Camp, Nick Santos, Christian
Wong, Vincent Mora, Marcus Ziegler, Angelo Garcia, Maliyah Smith, and Gianna
Alonzo. The sports that they participated in were: flag football, volleyball, basketball, and
track/field. Coordinator Stridbeck stated that the players were voted on by their coaches
based on teamwork, sportsmanship and ability. He thanked the players, parents and
Commissioners for their participation and support.
Commissioner Camacho congratulated the athletes and their parents for all of their hard
work.
Commissioner Holt thanked the parents, athletes and coaches for their time and work.

Commissioner Flores noted that it is a lot of work to balance sports and homework and
suggested that the athletes keep up the practice during summer and through high school.
He said, “You make us proud!”
Commissioner Uy stated that he hopes that the athletes continue to achieve their goals and
thanked the athlete’s parents.
Commissioner Lock advised the athletes to keep it up!
Chair Garrone thanked the athletes and families for coming to the meeting.
VIII. OLD BUSINESS:

IX. NEW BUSINESS:
A. 2018/19 Annual Co-Sponsorship Renewals
Director Ranals introduced three candidates for Co-Sponsorship renewal; SSF
Historical Society, IACC, and SSFUYSL. She stated that qualifications include
nonprofit status, roster with a majority of South San Francisco residents; the roster is
checked and kept confidential by city staff. In exchange, the City provides a resource
for the group.
SSF Historical Society, Sylvia Payne, President, stated the hours of the museum at 80
Chestnut Avenue are Tuesday and Thursday on the second and fourth Saturday of the
month. The Plymire-Schwarz house at 519 Grand Avenue is open on Wednesday and
by appointment. She was happy that SSF Teen Camp visited the house on June 5 for a
tour. She invited the Commission to their Annual Tea on July 21, July 22, July 28 or
July 29. The annual awards banquet is being planned for October 19. The SSF
Historical Society hosts quarterly meetings at the Magnolia Center 601 Grand Avenue.
Most recently SSF Scavenger Company presented and honoring of the flight program
will be the next topic on September 17. Sylvia offered to present the history of South
San Francisco and distributed coloring books to each Commissioner. The coloring
books are given to participating third grade classes every October as part of their
school’s curriculum. Sylvia’s term as President will be ending on October 1, 2018.
Italian American Citizens Club (I.A.C.C.), Bill Green, President until July 2018, then
he is turning the title over to Dan McGough. Dan will manage the bocce ball courts.
Bill noted that the trailer is being renovated and a ramp that meets ADA requirements
is being installed. IACC is pleased to offer free classes in April and September and
hosts classes for summer camp participants, special needs groups and students in
Italian classes. Bocce courts can be rented through Parks and Recreation and IACC.
The group recently increased their liability insurance to $2 million from $1 million per
the City Attorney’s office request.
South San Francisco United Youth Soccer League (SSFUYSL), Patty Gomez is the
Vice President and the league has been together for thirty-three years. League
participants are ages 4-18 and two seasons are offered; in April through June and

September through November. The league plays at Terrabay/Hillside and Orange Park
fields. The league is run by volunteers.
Commissioner Uy thanked Patty for her great work in offering a competitive program
at a reasonable rate of $120 - $150 per season versus other club programs that charge
$1,200 - $5,000 per season.
Commissioner Flores thanked Patty for her advocacy and for keeping soccer alive in
South San Francisco.
Director Ranals introduced Megan Woodridge who is the President of the SSF
Mother’s Club. Though the club had not submitted their Co-Sponsorship request yet,
Megan is requesting approval verbally since she is expecting a baby in early August
and may not be able to attend the July or August meeting. Megan thanked the
Commission for considering the sponsorship of the SSF Mother’s Club. The club was
established in 1991 and she has been with the club for six years. 75% of the members
are from South San Francisco, Daly City and San Bruno. The club was established to
support parents and caregivers. This club is ready to help each other in a pinch with
meals, clothing swap, and they find connection with other like-minded people. They
participate in play dates, egg hunts, plantings and holiday events. They will be hosting
a fundraiser Trivia Night at Armstrong Brewing Company on Wednesday, July 18.
Chair Garrone stated that Mothers Club has stepped up their community efforts and is
a great resource for family support.
Director Ranals said that over the next couple of meetings the Aquatics club, Baseball
groups and AARP should be presenting proposals.
Vice Chair Battaglia made a motion to approve Co-Sponsorship proposals for SSF
Historical Society, IACC, SSFUYSL, and Mothers Club (pending application
approval from staff.) Commissioner Lock seconded the motion; unanimously
approved with a roll call vote.
B. 2018/19 Proposed Fee Modifications
Director Ranals discussed the fee study. 50% cost recovery formula originally and
changed to 60 – 70% coverage of direct costs during the recession. Historically every
other year the Commission has approved a fee increase. This year staff is
recommending a partial increase to cover additional staffing.
Nicole with NBS provided background information on the industry and recreation
fees. She noted that sports, aquatics and senior programs were less than 50% cost
recovery.
Commission, staff and Nicole had discussion about number of participants and costs,
deleting classes that are no longer offered and private versus public benefits. Director

Ranals thanked Nicole for her work on the study and stated that we didn’t know what
we didn’t know such as unpaid overtime was not included in the study. She stated that
it is a balance to cover costs but not shut anyone from participating.
Manager Mediati discussed the tree ordinance and master plan. Trees that the City is
recommending that residents replant are difficult for residents to purchase at a local
nursery. In order to improve the quality of our urban forest, allowing residents to
purchase trees directly from the City is recommended. He stated that an agreement
will be finalized before launching the program and it will address trees that fail.
Commissioners and staff discussed fee increases in classes noting that since 2012 fees
have increased 15%. Commissioner Camacho asked if we do not increase the fees can
we still fund a FTE? The concern is that the Classes Program area needs a FTE but if
the Commission approves a 3% increase this year, Council may want to increase all
programs by 2% next year. Director Ranals said that the fee increase would not occur
until January 2019 because of activity guide timing.
Commissioner Camacho made a motion to approve Table A attachment 2 with a
second by Commissioner Uy; unanimously approved.
Commissioner Uy made a motion to approve Table B attachment 2 with a second by
Commissioner Holt; roll call vote No – Lock, Flores and Yes-Holt, Battaglia, Garrone,
Camacho (with hope), Uy.
Commissioner Uy made a motion to approve Table C with a second by Commissioner
Holt; unanimously approved.
Director Ranals thanked Manager Duldulao and her staff for their hours of work and
Finance Director Richard Lee, who was in the audience, for funding the study and
attending the meeting.
C. Cancellation of July or August Meeting
Commissioner Camacho made a motion to cancel the August Commission meeting it
was seconded by Commissioner Flores; unanimously approved.
X. BEAUTIFICATION COMMITEE
Chair Garrone commended Manager Mediati for doing a great job with the meeting and
stated that staff is on point. Beautification awards were selected and staff will present the
winners at a future meeting. Nomination thank you letters will be mailed to all nominated
addresses.
XI. FRIENDS OF PARKS AND RECREATION
Commissioner Flores stated that Friends of Parks and Recreation sold concessions at
Movie in the Park June 15 and will again on July 20. Friends continue to receive
membership renewals.

XII. ITEMS FROM COMMISSION
Commissioner Holt – Molloy’s chili cook off and he judged with Councilmember
Garbarino, Senior Father’s Day luncheon was excellent, movie night, Memorial Day,
Citizens Academy, received the proclamation for Kids to Parks month and attended a
study session on the civic campus, attended the CAPRCBM Board Meeting and thanked
Commissioner Lock for the invitation. He is planning to attend the convention in
Sacramento.
Commissioner Uy – Preschool graduation was great! Citizen’s Academy and saw old
friends, and said that our summer camp program is great.
Commissioner Lock – inquired about Magnolia Center parking lot landscape and
Manager Mediati said that staff has been waiting for the lot resurfacing project to be
completed. Commissioner Lock inquired if the Oyster Point Dragons should be a Co -
Sponsor group. Director Ranals said that they have a permit with the Harbor District. He
asked about Parkway Middle School reopening and Director Ranals heard that it should
reopen at the end of June.
Commissioner Flores – Memorial Day, City Council Study Session, Citizens Academy is
great, Movie Night, School Board/Council liaison meeting and thanked Commissioner
Lock for the invitation to attend the CAPRCBM Board Meeting. He asked about adding
a sign board to El Camino Real to advertise the next movie night.
Commissioner Camacho – Citizens Academy was organized, enthusiastic and P&R was
represented really well and had the best swag. She attended a Jr Giants meeting and said
that Bill did a great job. She attended a subcommittee meeting with the school board;
Movie Night was cold but great synergy with Friends of P&R and PD being on site. She
suggested revisiting Co-sponsor fees based on number of members versus budget and
maintenance costs. She cannot attend the City Council meeting on July 11. She
mentioned weeds on Grand Avenue in front of DiNapoli. She requested to participate in
the Community Collaboration for Children’s Success program.
Vice Chair Battaglia – inquired if Oyster Point Dragons participated in a race in Foster
City. She attended the State of the City, inquired if another Sign Hill butterfly walk is
being planned since she missed the recent one, Senior breakfast, Memorial Day breakfast,
Movie Night, and SSF Historical Society meeting.
Chair Garrone – attended the Jr Giants meeting, Citizens Academy was great and said
that Orange Park is looking really good and people are enjoying it. He cannot make the
study session on Thursday.
