The highly qualified engineering firm of DeLeuw, Cather & Company of San Francisco was hired by the City Council earlier this year to study the situation from all aspects. Their report, dated March, 1970, states: "Our studies show that a pedestrian over- cross spanning Westborough Boulevard is not necessary to this location (Camaritas and West Orange) even if it were to equally serve shopping, library and recreational pedestrian demands". Why was the DeLeuw, Cather report disregarded? If this overcrossing makes so much sense, why wasn't the matter placed on the City Council agenda so that is could be publicly discussed? 311 Doesn't an overcrossing sense? The Westborough Boulevard Extension will bring a cross-county highway through the California Golf Club to an intersection with West Orange and Camaritas Avenues, across from QFI market. The intersection will be complex and dangerous. Residents asked for an overpass and it was included in the highway plans. A petition was filed protesting the overpass and now the fate of the overpass and safety of the intersection is a voter's decision to be made September 16, 1970. Following are some questions and answers which may assist you in making that decision. 1. DID THE COUNCIL BUDGET MONEY FOR THE OVERPASS IN 19677 Yes, and with no tax increase. The Council placed $112,000. in bank to earn interest, until needed to pay for the overpass. Interest to date exceeds $20,000. and Only $100,000 will be needed for the work. The Council vote was unani- mous. 2. WHO REQUESTED THE OVERPASS? Residents of Buri Buri, Serra High- lands, Winston Manor and other areas, remembering the tragedies at Clay Avenue, before an overpass was built at that intersection, asked the Council to make the new highway safe from the beginning by building the overpass with the highway. The Council honored that request and next had to negotiate with the County to have the over- pass included in the highway plans. 3. WHY DID THE COUNCIL HAVE TO NEGO- TIATE WITH THE COUNTY? There are several reasons. FIRST. The highway passing through the Golf Club ms a County highway and not under City jurisdiction. SECOND. The County did not have an overpass in the plans. THIRD. The Golf Club representative ob- jected to the overpass because one end of it could affect the Club's lands fronting on the new highway at the intersection of Camaritas and West Orange Avenues. FOURTH. The Golf Club lands are in the County and not under City control. FIFTH. The Council had only one way to have the overpass included and that was to conduct and win negotiations, which they did. 4. WAS THE OVERPASS "RAILROADED THRU" AS CLAIMED BY THOSE WHO PROTEST IT? No. The Council held many meetings over a two and one half year period with residents and the County. The records are in the City Clerks office. Here are some of the impor- tant actions taken. - On December 4, 1967 the Council passed Resolution 4769 budgeting funds for the overpass. - On May 6, 1968 Councilmen Ahern, Bertucelli, Mammini, Rocca and Steinkamp passed Resolution 4844 informing the County that they would approve the plans IF the overpass was included. - On July 8, 1969 Councilmen Ahern, Bertucelli, Mammini and Rocca pass- ed Resolution 4880 approving Plan B for the overpass. - On August 18, 1969 Councilmen Ahern, Bertucelli, Mammini, Rocca and Steinkamp passed Resolution 5141 authorizing an.agreement with County to add overpass plan B to the highway construction plans. 5. HAS ~NYONE RECOMMENDED THE OVERPASS? Yes. The Director of Public Works reporting to the Council on 6/5/68 stated, "taking into consideration the five factors of pedestrian ac- cessibility, design layout, traffic safety, aesthetics and cost recom- mends that Alternate B be approved for construction." The former Chief of Police and DeLeuw Cather recom- mended traffic signals, but DeLeuw Cather commentin~ on studies of ex- isting overcrosszngs stated "These studies indicate that the majority of pedestrians will use overcross- ings if properly placed and designed.
